Reports To: Lead Cost Engineer Company: Qatar Fabrication Company Location: Doha, Qatar<br>** PREFERENCE WILL BE GIVEN TO QATARI CANDIDATES **<br>Primary Functions The Project Cost Controller is responsible for the establishment of project budgets, forecasts, controls and reporting. The role will work closely with the relevant project team and with minimal supervision will be responsible for independently applying cost control procedures, best practices and cost analysis on the assigned project<br>Tasks and Responsibilities Setup Cost Breakdown Structure (CBS) in line with the approved / as-awarded project scope and Work Breakdown Structure (WBS). Ensure accurate allocation of project budget and provide control budgets for equipment and material purchase orders, subcontracts, fabrication, fabrication management team and support disciplines. Assist in setting up project specific cost control system based on company internal requirements and project (PMT) requirements. Including but not limited to cost databases and reporting templates/mechanism. Evaluate and analyze cost reports, detect issues and effectively communicate the project’s cost performance, risks and opportunities, issues and concerns to project management team on a regular and agreed periodic basis. Regularly prepare, review and evaluate the project’s Estimate at Completion (EAC) cost forecast - based on remaining scope work, registered expenditures and project commitments. Preparation, routing for signature and eventual submission of monthly progress invoice to Client. Provide necessary project data to support project accounting and revenue recognition. <p>Conduct Materials &amp; Corrosion Engineering activities and in-house site surveys for projects, from initial concept definition phase through to; engineering studies, FEED, detailed design and commissioning. Ensure the required Company technical assurance practices, engineering standards, environmental and safety policies are incorporated and followed, in work-scopes and whilst conducting Materials &amp; Corrosion Engineering activities. Review technical deviations and variations to approved guidelines, codes, standards and practices. Support Engineering Department to review, update and apply Company standards and Company's amendments to external standards. Plan and co-ordinate activities of a team of multidiscipline engineers for providing timely delivery of technical services to meet the project requirements. Co-ordinate engineering designs, develop and review multi-disciplinary workscopes for projects and other engineering activities. Ensure that the work-scope is comprehensive and clear. Review and approve method statements developed by contracted organizations for scope compliance. Liaise with contracted organizations to resolve technical issues. Develop, update and monitor schedules for in-house engineering activities, contribute to external FEED/EPIC scheduling activities and effective project delivery. Conduct evaluation of technical bid packages for scope compliance. Review and evaluate the Contract Changes/Variation to approved guidelines and practices. Support the development of personal technical competency and skills and those of Coworkers. Participate in structured training for Associate Qatari Engineers Contribute towards updating HSE Codes, Standards, Specifications, and Philosophies.</p><p><strong>Desired Candidate Profile</strong></p><p>Bachelor's degree in Mechanical or Metallurgical Engineering<br>Chartered Engineer/ Professional Engineer status or equivalent is preferable.<br>10 years relevant post graduate experience, of which 6 years should be related to the Oil &amp; Gas industry.<br>Ability to identify and utilize relevant engineering standards and Codes related to Materials &amp; Corrosion Engineering.<br>Proven ability to manage time, cost and quality in engineering projects within a multiple project environment.<br>Good communications and presentation skills with fluency in English.</p>

<p>Monitoring the main Contractor/Vendor's implementation of the approved Quality requirements and addressing any deficiencies.</p><p>Also, Control of the Quality of main TPI/ contractor/vendor's inspection personnel's work activities on a daily basis.</p><p>Acting as focal point for the resolution of shop / site related Quality Control issues in consultation with Sr. Quality Engineer.</p><p>Control and follow-up of Contractor/Vendor's Technical deviations, material substitutions, changes to inspection and test requirements at shop/ sites/ installations.</p><p>Control and follow-up of Non-conformance Reports and ensure the implementation of the Corrective Action Requested and the preventive action proposed.</p><p>Ensure that the Contractor / Vendor prepares, manages proper inspection &amp; test records, and compiles test packs &amp; dossiers for submission to COMPANY.</p><p>Report on the status of all the above on daily basis to Sr. Quality Engineer.</p><p><strong>Desired Candidate Profile</strong></p><p>Sc. degree in Civil Engineering.</p><p>A valid CSWIP 3.2 or AWS Sr. Welding Inspection Certificate (CWI), BGAS-CSWIP Grade 1 or NACE level II qualified and at least two-year post-certification experience.</p><p>NDT level II in RT and UT at least / NDT qualifications in the relevant NDT methods shall be as per CORP-QAL-STD-008.</p><p>Certified QMS Lead Auditor in accordance with ISO 9001:2015 and having at least two-year post training experience.</p><p>A minimum of fifteen (15) years experience as QA/QC engineer / client rep, leading QC multidiscipline inspectors' team, for inspection &amp; testing activities for oil and gas offshore process platforms / subsea pipeline, including all phases of manufacturing, fabrication, construction, and offshore installation / laying.</p><p>Additionally, to the experience and knowledge of related activities to offshore processes such as Sour services, Cladded Piping and CRA pipeline, welding, NDT, repair works, painting, coating, internal lining, Monel sheathing etc.</p>
