Job Purpose This role is responsible for establishing and maintaining an effective Contract life cycle for goods and services in a cost effective and professional manner to protect Company interests. This role is responsible for high value & complex contracting & capital procurement of services related to Turnaround Section. The role holder has a prime responsibility in coordinating with all Sr. Engineers within turnaround Section and other trades to ensure smooth running of the turnaround contracting services. Roles in this level have responsibility for coordination of all turnaround project's aspects in review and development of planning, monitoring, control and maintaining turnaround details. Communicate closely with Finance, commercial and supply chain to ensure the quality and correctness of data in the turnaround management system. Examine and evaluate the contractor's turnaround plans, procedures and performance. This role shall support in preparation and establishment of the Company’s long term rolling plan of Turnaround Future Capex Plan, in cooperation with Finance Department and all other Client Departments. Responsible for developing the cost database in accordance with the industry best practices and also maintains it in order to keep the cost data and its structure current. This role includes supporting and assisting the Sr. Contracts & Logistics Engineer in preparing submittal of the required statistical reports and trends on a regular basis on the portfolio, to support Head of Turnaround and other stakeholders on having the status overview on turnaround execution. Assist the Sr. Contracts & Logistics Engineer in maintaining, reviewing, and updating the turnaround control procedures and forms and ensure its adherence within the Section. The Opportunity: As a Senior/Staff Data Engineer in CEG (Customer Experience Group), you will help design, build, and maintain the data and software foundations that power how CEG Business users serves customers and agents across all contact channels. About the Role We are seeking a motivated and detail-oriented Engineer – Hydrocarbon Accounting (HCA) & Metering to support hydrocarbon accounting, production allocation, measurement validation, and reporting activities within a complex industrial environment. The successful candidate will contribute to production data integrity, hydrocarbon reconciliation, metering performance, digitalization initiatives, and continuous improvement programmes supporting operational and business objectives. Qualifications & Experience Bachelor's degree in Engineering, Business Administration, Data Management, Industrial Systems, or a related discipline. Minimum 10 years of relevant professional experience. At least 7 years of experience within the Oil & Gas, LNG, Petrochemical, Energy, Utilities, or Process Industry sectors. Basic understanding of production operations, hydrocarbon accounting, metering, and production information systems. Familiarity with digital technologies, industrial data systems, and operational reporting environments. Strong analytical, communication, and teamwork skills. Participate in reviews of hydrocarbon accounting processes, procedures, and performance improvement initiatives. Support internal, external, partner, and regulatory audits, including the closure of identified findings. <h2 class="h5">وصف الوظيفة</h2> <div class="t-break" data-jb-field="description"> هيكل الإبلاغ التقارير إلى    رئيس الصيانة التقارير المباشرة    مشرف، فنيين مكان العمل: رأس لفان - دولة قطر   ** سيتم تفضيل المرشحين القطريين ** ملخص الغرض الوظيفي المهندس الميكانيكي للصيانة مسؤول عن الأداء الصحيح لجميع معدات التدفئة والتهوية وتكييف الهواء (HVAC) في الساحة وجميع الهياكل والخدمات في المباني الرئيسية للأفراد. يستفيد المهندس الميكانيكي للصيانة من فهم عميق لاستراتيجيات الصيانة للإسهام في خبرة الصيانة التشغيلية اليومية والقيادة ويدعم رئيس الصيانة في متابعة وتنفيذ الاستراتيجيات لإدارة أصول الحوض طوال دورة حياتها. تُنفّذ جميع الأعمال بجودة عالية وبمعيار قابل للمراجعة يتسق مع نظم الإدارة المتكاملة وسياسات الشركة. كضابط، يُطلب مستوى عالٍ من المهارات الفنية والخبرة ويُتوقع أن يُطبق بشكل واضح على المشكلات الفنية ومتابعة موظفي الحرف. المسؤوليات الأساسية المسؤوليات الأساسية: 1)    فهم عميق لاستراتيجية صيانة الساحة ويدعم رئيس الصيانة في تفكيك الاستراتيجية إلى خطط عمل وآفاق زمنية قصيرة إلى متوسطة وتكتيكات. يدعم تنفيذ جميع جوانب استراتيجية الصيانة. 2)    تشغيل وصيانة معدات HVAC، بما في ذلك ولكن لا تقتصر على مزيل الرطوبة، المبردات، وحدات AHU، المضخات، وحدات ملف المروحة، وحدات الحجم التغيري للرياح (VRV)، وحدات تكثيف الهوائية المبردة، وحدات تكييف النوافذ، وحدات تكييف الهواء المنفصلة وأنظمة التهوية وجميع مكوناتها. 3)    تشغيل وصيانة نظام الطاقة والإضاءة منخفض الجهد، المصعد، باب منزلق، مرفق مستوى الرصيف، وحدة صيانة المبنى (BMU)، أنظمة الجهد المنخفض الكهربائية التي تتكوّن من نظام التحكم في الدخول، بوابة الحاجز، التواصلكافة وجميع مكوناتها. 4)    تشغيل وصيانة أنظمة المبنى الأخرى ومعدات السباة تتكون من مضخات تعزيز المياه الصالحة للشرب، مضخات circulatory، سخانات المياه وجميع مكوناتها.    5)    إعداد وإدارة جميع قطع الغيار اللازمة لصيانة المعدات والأصول ذات الصلة.  6)    دعم رئيس الصيانة في إعداد استراتيجيات الصيانة لتقليل معدلات الفشل للمعدات وتحسين مؤشرات الأداء للصيانة. 7)    إعداد تقارير RCA وتقديم مقترحات لرئيس الصيانة لمنع تكرار الأعطال وتعلّم الدروس. 8)    إعداد نطاق العمل (SOW)، ونطاق الخدمة (SOS) وأوراق العطاء لأعمال المقاولين من الباطن. 9)    الإشراف على المقاولين من الباطن وضمان الامتثال لنطاق العمل. 10)    قيادة والإشراف على فنيي الصيانة. 11)    إعداد تصاريح عمل مناسبة وتقييم المخاطر لتحديد والتحكم و/أو التخفيف من مخاطر مكان العمل. 12)    الحفاظ على سجلات الصيانة. 13)    التنسيق مع الجهات المختصة والحصول على الموافقات لأي تغييرات في الأنظمة والهياكل. 14)    التواصل للأعلى – احتياجات التدريب، اقتراحات تحسين العملية والمتابعة في التنفيذ. 15)    جدولة الأولويات وتحديد العمل مع مراعاة جميع الموارد المتاحة. المسؤوليات - Key Responsibilities Planning of man hour budgets, schedules, manpower loadings and staffing requirements, by skill and experience, to satisfy project requirements and direction given by the Discipline Manager. Ensures discipline technical work and team activities meet all health, safety, environmental, and security requirements. Ensures team member adherence to accepted engineering and design practices, regulatory requirements, and customer specifications. Supports the standardization of equipment specifications, drawings, and document templates. Contributes to the understanding of technical knowledge, legal requirements, and customer specifications whenever viable and lawful. Uses local/global standards to support technical excellence. Identifies software necessary to enable Civil Structural group to function effectively. Completed structural analysis and design of on-shore oil and gas processing facilities:Concrete and Structural steel piperacks, storage tanks foundation, Vertical vessels foundations, Horizontal vessels and Heat exchangers foundation and Pipe supports etc. Infrastructures (Electrical Substations, Potable and Foul water pumping stations and water tanks) Buildings (Utility and Non-utility buildings) Ensures recognised onshore & offshore engineering practices applicable to Civil Structural design engineering are adopted within the discipline. Review designs, sketches and reports with supporting calculations for projects, and supply drafting staff with information to assist in the production of detailed drawings, the development of quantities, materials lists and cost estimates as required. Collaborates with project team in review of project documentation such as proposals, estimates, budgets and schedules. Leads weekly Civil Structural meetings, reviews progress reports and required checking procedures. Initiate, manage and supervise engineering assignments on projects that meet project requirements on time and within budget. Organise and manage all aspects of the workload of a team of Civil Structural discipline engineers and designers, within the parameters of a project schedule. Understands and applies the Project Execution Plan (PEP) requirements - make-up and application (including the Engineering Plan). Reviews data from multiple sources and prepares engineering studies, analyses, calculations, and recommend actions. Crafts recommendations and reviews final documentation prior to customer approval. Determines technical issues, defines alternate solutions, establishes pros/cons for multiple solutions, and makes recommendations through official project documents such as technical queries, technical deviations, etc. Establish a list of discipline deliverables. Controls, monitors and progresses these deliverables to an agreed schedule. Reviews final documentation incorporating all relevant information and pursues customer approval. Review similar documentation to assist others and reviews/authorizes work done by direct reports. Lead the production of detailed designs and drawings, specifications, data, calculations and reports. Quality Assurance Responsible for working within the provisions and guidelines of the Quality Assurance systems. Work with project managers/project engineers to ensure all projects are set up and executed in full compliance with all the requirements of the Worley Project Management Process (WPMP) and General Management System (EMS) using consistent approaches, Work Breakdown Structures, work methodologies and reporting systems. Monitors the closure of all identified risks and opportunities. Safety Responsible for personal safety safe working practices. Understand and follow OH&S procedures. Promoting health, safety and environmental awareness. Education – Qualifications, Accreditation, Training Full-Time Bachelor’s Degree in Civil or Structural Engineering from an accredited university. MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates not holding this accreditation must be willing to achieve this within the probationary period. Chartered Professional Engineer (CPEng) status or undertaking the same will be an advantage. Industry Specific Experience Extensive work experience at a senior level within the Oil & Gas industry . Sound design experience within the oil and gas industry in Onshore projects, with last 5 years’ at least, leading a team of Civil Structural discipline engineers and designers Extensive technical, practical and leadership experience in the Civil Structural discipline in the same or similar industry, including experience managing and leading multi-disciplinary projects and teams.
