<section>Job DescriptionRoles & Responsibilities<div class="paragraph">Reporting into the Dukhan Programme Manager, this role is responsible for: The Procurement Engineer is responsible for all Dukhan procurement activities and deliverables. Working primarily from the Dukhan site, the Procurement Engineer must ensure the Dukhan requirements are met and, through the Dukhan Programme Manager, the role will ensure the relevant stakeholders are informed and up to date on all procurement activities. Ultimately, the role will be responsible for driving the timely execution of onsite procurement requirements whilst working to support the Qatar Branch Office Procurement to develop sourcing solutions and strategies that drive a value-added procurement service. Additionally, the Procurement Engineer must be proactive in engaging Dukhan department managers and team leads to better understand extant and emerging requirements and provide solutions or alternatives when issues occur. Whilst responsible to the Dukhan Programme Manager on a day to day basis, the Procurement Engineer will functionally report to and be accountable to the Qatar Branch Office Procurement Officer. As a result, the role will ensure the Qatar Branch Office Procurement Officer is up to date on all on-going and future activities, lessons learned and provided with any Dukhan issues or concerns that require escalation.Core Activity Responsibilities of the Dukhan Procurement Engineer include:<ul><li>Development and implementation of a tailored Dukhan Procurement Plan, whilst ensuring adherence to BAE Systems Procurement Functional governance.</li><li>In coordination with the Qatar Branch Office Procurement Officer, engaging BAE System Procurement function to ensure relevant stakeholders remain informed and up to date on technical activities.</li><li>Be the Procurement Focal Point for all on-base FSR s, managing and measuring the day to day contractual performance of the FSR s iaw. their relevant commercial framework.</li><li>Provide monthly management reports on FSR performance to relevant Procurement Functional individuals who hold responsibility for the respective suppliers.</li><li>Provide VFM analysis on FSR performance against their contractual framework, making suggests to the Procurement Function and Qatar Branch Office stakeholders as to routes to additional efficiency/cost savings in future contract negotiations</li><li>Remain proactive in communications with all stakeholders for the identification and on-going management of Dukhan requirements.</li><li>Develop knowledge of local markets and suppliers to better inform the ability to meet requirements.</li><li>Carry out tenders to ensure the most suitable suppliers are utilised whilst implementing cost saving strategies to achieve project cost targets for high value items.</li><li>Collaborate effectively with all requirement owners to ensure appropriate supplier are engaged and end-user requirements fully understood and communicated.</li><li>Regularly inform relevant stakeholders on lead times to manage end-user expectations.</li><li>Engage the Dukhan department managers to ensure mutual understanding and management of the onshore order book, commitment and spend profiles</li><li>Establish robust, trusted relationships with suppliers for current and potential future requirements, across the Qatar program.</li><li>Ensure the Qatar Branch Office Procurement Officer is provided with regular updates on supplier activities and lessons learned for application across the Qatar programme</li><li>Following procurement function guidance and process, raise all relevant documentation related to Dukhan orders and demands.</li><li>Engage Dukhan stakeholders to drive timely complete of purchase order documentation in-line with requirements.</li><li>Prepare and agree the appropriate Procurement artefacts are in place to facilitate successful contract execution with any Qatari Suppliers (e.g. DMF s, Purchase Orders, Payment Plans, CoA s, and Invoice Transaction).</li><li>Work closely with relevant stakeholders within Qatar Branch Office to ensure all Supplier invoices are processed and paid in timely manner e.g. Finance Manager.</li><li>Manage all supplier visits to Dukhan, taking careful consideration of rules and regulations of an active military airbase.</li><li>Implementation of manageable solution for turnkey, repeatable solutions.</li><li>Provide comprehensive documentation, on a monthly basis, to inform all UK, Qatar Branch Office and Dukhan personnel on procurement activities.</li><li>Establish close working relationships with legal and export control functions to ensure all onshore procurement activities are legal and compliant.</li><li>Ensure any new potential Qatari Suppliers are taken through the due diligence process, in full, prior to engagement.</li><li>Be present with suppliers and vendors, at their location, to help mature requirement understanding. Core Activity Responsibilities of the Dukhan Procurement Engineer include: • Development and implementation of a tailored Dukhan Procurement Plan, whilst ensuring adherence to BAE Systems Procurement Functional governance. • In coordination with the Qatar Branch Office Procurement Officer, engaging BAE System Procurement function to ensure relevant stakeholders remain informed and up to date on technical activities. • Be the Procurement Focal Point for all on-base FSR’s, managing and measuring the day to day contractual performance of the FSR’s iaw. their relevant commercial framework. • Provide monthly management reports on FSR performance to relevant Procurement Functional individuals who hold responsibility for the respective suppliers. • Provide VFM analysis on FSR performance against their contractual framework, making suggests to the Procurement Function and Qatar Branch Office stakeholders as to routes to additional efficiency/cost savings in future contract negotiations • Remain proactive in communications with all stakeholders for the identification and on-going management of Dukhan requirements. • Develop knowledge of local markets and suppliers to better inform the ability to meet requirements.• Carry out tenders to ensure the most suitable suppliers are utilised whilst implementing cost saving strategies to achieve project cost targets for high value items. • Collaborate effectively with all requirement owners to ensure appropriate supplier are engaged and end-user requirements fully understood and communicated. • Regularly inform relevant stakeholders on lead times to manage end-user expectations. • Engage the Dukhan department managers to ensure mutual understanding and management of the onshore order book, commitment and spend profiles • Establish robust, trusted relationships with suppliers for current and potential future requirements, across the Qatar program. • Ensure the Qatar Branch Office Procurement Officer is provided with regular updates on supplier activities and lessons learned for application across the Qatar programme • Following procurement function guidance and process, raise all relevant documentation related to Dukhan orders and demands. • Engage Dukhan stakeholders to drive timely complete of purchase order documentation in-line with requirements. • Prepare and agree the appropriate Procurement artefacts are in place to facilitate successful contract execution with any Qatari Suppliers (e.g. DMF’s, Purchase Orders, Payment Plans, CoA’s, and Invoice Transaction). • Work closely with relevant stakeholders within Qatar Branch Office to ensure all Supplier invoices are processed and paid in timely manner e.g. Finance Manager. • Manage all supplier visits to Dukhan, taking careful consideration of rules and regulations of an active military airbase. • Implementation of manageable solution for turnkey, repeatable solutions. • Provide comprehensive documentation, on a monthly basis, to inform all UK, Qatar Branch Office and Dukhan personnel on procurement activities. • Establish close working relationships with legal and export control functions to ensure all onshore procurement activities are legal and compliant. • Ensure any new potential Qatari Suppliers are taken through the due diligence process, in full, prior to engagement. • Be present with suppliers and vendors, at their location, to help mature requirement understanding. E.g., producing and collecting samples for further discussions and subsequently providing feedback. The Procurement Engineer will often be suppliers only point of contact with BAE Systems, as a result, the Procurement Engineering is expected to act professionally at all times, demonstrating BAE Systems behaviours whilst representing the organisation. The Role The Product Manager will work within a cross-functional product squad, partnering closely with design, engineering, analytics, commercial and content teams. Job Summary and Purpose Ensure that the Fleet is managed safely, efficiently, in a professional manner to standards and costs that are in line with the industry best practices. Oversee and monitor the overall operational management being provided by third parties. Key Accountabilities: Management Establish and continuously monitor operational standards of ships to ensure delivery of continuous, efficient and safe service to the customer Provide marine operational expertise and advice with regards to operational matters. Assist with the assessment of operational risks and mitigations Provide guidance and conduct port and terminal due diligence to ensure safe and efficient operations Monitors / Ensure high standard day to day marine operational activities of LNG, LPG, FSRU and any chartered in vessels Identify sub-standard operational performance and evaluate alternative methods, systems and contractors to use in place of the obsolete systems Cargo Management and compliance Ensure that the vessels are operated in a manner which is safe, reliable and economical meeting the highest industry standards. This shall ensure efficiency in cargo management Drive compliance with international, Flag State, legal requirements and all company policies related to shipping operations, safety of navigation and Marine personnel at all times. Oversee/ensure complete compliance with port / terminals requirements, oil / gas majors and ship vetting systems Ensure that the trading certification of vessels are valid and avoid failure due to non-compliance Monitor performance of the vessels against charter parties to ensure commercial interests of owners are protected. Prepare defense for performance and off hire claims Monitor LNG bespoke developed emergency STS transfer with the third-party service provider in conjunction with the charterers to be able to deploy promptly if required Visit ships as required and instructed by the Operations Manager. Develop reports on the upkeep, operational standards, and effective management of vessels Monitors and ensure ship-shore loading efficiency, passage performance, ship performance, and cargo management are done efficiently Ensure terminal compatibility and assurance process completed safely and timely. Ensure compliance with port / terminals requirements, ship vetting systems (oil / gas majors) at all times Vetting of Vessels Ensure that vessels in the fleet are vetted successfully by arranging timely SIRE inspections, giving prompt responses to any observations raised, initiate remedial actions and identify and mitigate gaps in policies and procedures Manage the entry of details from the VPQ into the SIRE system as well as maintain the relevant vessels particulars data not limited to TMSA and Q88 records Audits and Ship Inspections Conduct ship inspections on a regular basis to ensure effective ship management during calls to Ras Laffan or sailing visit. In these visits, he/she shall carry out internal audits not limited to navigational, galley and cargo audits Conduct safety / security / environmental and other SHEQ internal audits as applicable Supervise the close-out of audits and inspections of ships in coordination with the SHEQ Division Safety Management System Maintain the Safety Management System (SMS) of the organization and consistently focus on improving the quality, efficiency of procedures and accuracy Brief new senior officers before they join the vessels with regards to the Safety Management System, company policies, vessel operations and specific charterers’ requirements Supervise and carry out security duties as per ISPS code if requested by management Monitor Communication:Confirm owned vessels managed by third party is operated efficiently in line with Master Service agreement, Owners instructions, charterer’s instruction and TCP Voyage Planning Supervise the voyage planning and performance process for the vessels managed by NSQL to ensure compliance with the requirements of the charterer. Help the organization to avoid performance related claims and provide support in challenging the claims in case they are raised Terminal Approval Participate actively. ship shore interface and compatibly studies Liaise with all related parties such as agents, charterers and terminals and provide all relevant information for the Master to assess the suitability of the berth Carry out in-house mooring analysis Studies Incident investigations and Risk Assessment Lead investigations into incidents that occurred and ensure that incidents are successfully closed out in a timely manner in coordination with the SHEQ Division Conduct safety risk assessment and environmental impact assessment for vessel operations in line with Maritime standard / best industry practice Emergency Response Plan:Perform duties and functions as per the Emergency Response Plan and as directed by the Incident Commander Qualifications, Experience and Job Skills Qualifications Degree in Nautical Science or any other related field Master Mariner Certificate of competence and all associated courses with this competence certification. Experience:A minimum of 12 years’ experience including 3 years’ as Master on LNG/LPG. At least 4 years’ in a head office management position of a large gas/oil shipping company. Prior shore base experience in similar role for at least 2 years or Marine Operational Supt experience for at least 8 year managing LNG/LPG vessels. Experience of working with personnel from different cultures (ship owners and ship crews) Job Specific Skills:Fully conversant with international and national statutory requirements of the Maritime industry (SOLAS, ISM, MARPOL, ISPS, SOPEP, ISOs) Training and knowledge of emergency response procedures, ship vetting, ship inspection is essential. Auditing skills- Lead ISO, ISM, ISPS auditor Computer literate- Microsoft suite of products
