<p>Working alongside CLIENT Roads Operations and Maintenance Engineers to successfully implement and manage a multi-year area-based Roads Performance-based operation and maintenance(O&M) Contract.
Review and analyze Assets Performance Measures and Outcome Targets within the Roads Right-of-Way (ROW)
Review the existing Roads O&M processes and procedures to determine their ability to provide services that meet the needs of Network users.
Must have a reasonable degree of knowledge of O&M of various types of typical Assets within the roads ROW
Provide support to the Roads Operation and Maintenance(O&M) Department in the management and administration of the O&M Work Contracts to ensure the full Corridor Management services are being provided by maintenance Contractors on behalf of the CLIENT.
Analyze the existing procedures and strategies in the Roads O&M department and prepare recommendations for improvement.
Develop new processes for the Roads Performance-based O&M Contract to ensure the CLIENT transitions to the new way of operating and managing its roads network
Identify and implement changes in the Roads O&M department to ensure an effective transition of the new Roads Performance-based O&M Contracts
Identify and recommend Roads O&M Department Management pathways to improve the Network Level of Service.
Review and evaluate the existing Roads O&M working standards and identify areas which require further procurement and/or management of outsourced O&M Work contracts.
Contribute to the implementation of a comprehensive knowledge transfer process which will be in effect throughout the contract duration to guarantee the structured learning and development of CLIENT personnel.
Supervise the transfer of knowledge assessment through appraisals and implement succession planning processes to ensure that CLIENT retains core knowledge, skills, and expertise.
Review essential supply chains to ensure they are functioning optimally in support of CLIENTs assets and networks.
Contribute to the development of strategies to support Qatarization initiatives and Organizational development activities.
Review and support in the development and contribution of National Development Strategies and its Strategies associated to CLIENT on behalf of Asset Affairs.
Review and support in the development of QMS Processes for Roads O&M Department.</p><p>Either a bachelors degree in engineering or a masters degree in engineering or in a relevant discipline
Required relevant Chartered status and Professional License(s)
A minimum of 15 years of experience in roads operations, maintenance, and management, with at least 5 years direct experience in O&M is MANDATORY.
Both regional and international experience is required
Strong leadership and team management skills.
Excellent communication and interpersonal abilities.
Knowledge of current trends and technologies in the public sector, particularly innovations in the Roads O&M practices.
Excellent knowledge of Microsoft Office Packages and other tools for daily business needs.
Has worked in the development and implementation of QMS processes for Roads O&M.</p>

Moreover, he/she will be responsible for all tax compliance coordination role on QNB overseas branches and subsidiaries and support them in different tax related projects to satisfy the regulatory requirements and meet the reporting needs according to the fixed deadlines and the due quality.<br><br>Main Responsibilities<br><br> Shareholder & Financial: Responsible for assisting in delivering adequate tax compliance advisory services provided to business related to the policies and procedures along with any legal aspects involving tax matters. Assist in delivering all tax compliance and reporting programs including but not limited to FATCA, CRS, UK FATCA, UK CDOT, OECD Standards. Assist in tracking Tax Compliance Programs-related client documents, monitoring expirations, identifying renewal requirements and working with Client Service to obtain and validate updated documents and records; Assist in the problem solving and helpdesk operations related to tax compliance. Implements KPI’s and best practices for Senior Associate, Tax Compliance. Promote cost consciousness and efficiency and enhance productivity, to minimise cost, avoid waste, and optimise benefits for the bank. Act within the limits of the powers delegated to the incumbent. Customer (Internal & External): Liaise with the relevant bodies/entities on a continuous basis, to resolve the queries/ respond to issues raised by them. Answer the different enquiries from the correspondent banks related to tax compliance Work closely with Corporate, Treasury and Syndication team to satisfy all tax related requirements before entering new deal Assist in providing training and technical assistance to concerned staff to enhance their capacity to strategically plan the Bank oversight, conduct awareness programs. Assist in Maximizing the effectiveness of the tax reporting IT infrastructure and suggest continuous enhancements. Internal (Processes, Products, Regulatory): Ensure adequate delivery and feedback on the Group’s policies, procedures based on all compliance requirements along with the international best practice. Report the results of compliance advisory efforts of all entities to the Senior Manager Tax Compliance. Report on a regular basis to the Manager/Senior Manager Tax Compliance regarding non- compliance risks, identified breaches and corrective action taken pertaining to the Group’s activities, for onward reporting to the Group Board Audit & Compliance Committee. Assist in The implementation of an appropriate system to follow up the tax issues raised against the bank in order to assess their impact and to detect the non-compliance cases that led to such situation. Suggest topics and subjects to be added to the training programs provided by Group Compliance and ensure there are continuously updated and in line with all the new applicable laws, regulations and best practices Assist in the establishment of a mechanism to follow up on all the tax regulatory and instructions changes for all the financial services operations, locally and internationally; Work closely with Information Technology to identify the new tax reporting requirements and reflect them in QNB tax reporting platform Work closely with AML/CTF team to explore capabilities of the AML/CTF framework and IT platform to enhance the customers identification for tax reporting purposes Learning & Knowledge: Maintain an understanding of all pertinent laws, tax regulations, policies/ procedures and applicable best practices pertaining to the Group’s operations/ activities locally and internationally. Provision of inputs on Department’s training plan and thereby develop/ enhance the skill sets of Group Compliance personnel and provide them with opportunities for career development. Also, identify areas for professional development of self and other Group Compliance personnel. He will act mainly at the Subcontractor's interface, leading him to perform his scope of work on budget, schedule and with the required quality and compliance of HSE standards. Mechanical (Rotating Equipment) Superintendent maintains a proper interface with the rest of Disciplines, not only with the Construction ones but also with Engineering and Procurement to solve any matter affecting mechanical works at Site. Based on above points, Mechanical (Rotating Equipment) Superintendent is the first responsible for the timely completion of the construction works, ensuring while Project is constructed in strict accordance with approved execution plan. Conflicts or revisions to this plan shall be immediately communicated to the Project team for mutual resolution.<br>Main functions:<br>Review the last revision of IFC drawings, Engineering Instructions and method of statements, along with mechanical schedule, to properly supervise the works at Site and ensure that construction activities are done on schedule, quality and cost. Arrange with the Subcontractor the corresponding weekly meetings to validate and consolidate the week ahead activities to be performed. The Mechanical (Rotating Equipment) Superintendent shall keep always updated the weekly plan against the overall Project schedule with full knowledge about the current Workfront. Assist the Planning and Production Control Departments to update the current mechanical plan or to develop a new forecast plan revision. Check that the Rotating Equipment Supervisors are aware about the Subcontractor scope of work and that the daily targets are fixed according with Project schedule. The Mechanical (Rotating Equipment) Superintendent shall distribute the workload between the Supervisors based on the weekly targets. Ensure that the daily production is evaluated by every Rotating Equipment Supervisor and it is daily loaded in the system. Demand the corresponding clarifications to the Supervisors to avoid discrepancies with Planning Department and ensure the reliability and readiness of the progress declared by the Subcontractor. Evaluate the Rotating Equipment Supervisor performance, enhancing their skills and abilities. Organize workflow and ensure that employees understand their duties or delegated tasks. Dismiss Rotating Equipment Supervisors who fail to meet expectations under justified arguments. Check with Rotating Equipment Supervisors that the adequate Subcontractor manpower is available for each task and the labour force allocated on the job is productively used. Rotating Equipment Supervisors will know the Mechanical corporate tools and procedures, and he will use and apply them in the daily work. Report the manpower deployed at Site in a daily basis. Check in advance with Subcontractor that required tools and worksite access (scaffolding, roads, etc.) are available to perform the planned daily activities. Manage the material dispatched to the Subcontractor and ensure its efficient use. Identify proper methods of material handling and preservation to prevent damages or deterioration. Minimize as much as possible the site storages period. Provide on-site coordination with Subcontractor, walk daily all work areas to monitor activities. Validate the FEWOs and contribute with the corresponding information to issue the reliable evidences. If applicable, verify and follow up the compliance and filling of the Work Time Sheets by the Rotating Equipment Supervisors, demanding full accuracy over the hours required to perform the activity. If applicable, validate and follow up the required Vendor assistance man-hours to minimize them for the contractual ones. In no case, the Vendor technician will cover the function and responsibilities of Supervisors because of their negligence or lack of skill/knowledge. The Mechanical (Rotating Equipment) Superintendent does not have authorization to be engaged in commercial agreements (subcontracts, change orders, work authorizations). However, he should provide the necessary support to Subcontract Department to identify the Subcontractor deficiencies and negligence of its functions. Ensure that Subcontractor is fully executing and complying with his contractual scope of work. Undertake actively the discussions, technical queries and site agreements with Engineering / Client to prevent common topics (accessibility, typical, etc.) suffered in previous Projects as to increase production and reduce reworks. Ensure that any red-marked drawing provided by Subcontractor include all changes exactly as it was built. Implement and know the ITPs, and any other TR procedure and make them effective at Site. Mechanical (Rotating Equipment) Superintendent shall follow up the site quality control programs to ensure quality completion of construction. He will promote mock-up and toolbox with Subcontractor, Supervisors and Quality Inspectors before starting up a new construction activity to make sure everybody understands and is aligned with the applicable Project Specifications, Standards and Method of Statements. Prevent making goods by the corresponding checkpoints inspections conducted by the QC/Supervisors and demand to the Supervisor team his ownership on this issue. As a maximum responsible at Site in his Discipline, he shall keep clean and organize the unit/work area in compliance with HSE and good practices. He will be proactively involved in the HSE programs and campaigns to create a HSE culture in his Subcontractor and Supervisor team. Coordinate and focus the work towards the Mechanical Completion of the plant in line with the PMCs and the commissioning priorities, once agreed with the Construction Manager. Supervise the close out of the mechanical punches by Subcontractor during the handover stage. Encourage the Supervisors to collect and report the LL during the Project execution for him to load them in the corporate LL application.<br>Requirements: <br>Bachelor's degree or Diploma in Mechanical Engineering, or a related discipline. Minimum 15 years of construction experience, including at least 7-10 years in Rotative Equipment Supervision or Superintendent roles. Experience on EPC projects within Oil & Gas, LNG, Petrochemical, Power Plant, or Industrial Construction sectors. Experience supervising subcontractors, construction supervisors, and multidisciplinary site teams. Ability to coordinate with Engineering, Procurement, Planning, Quality, Commissioning, and Client representatives. Excellent leadership, communication, problem-solving, and decision-making skills. Ability to work in multicultural environments and manage multiple priorities under tight project schedules. Fluent in English.

Ensures that the Guest preference forms are duly completed by guests and updated prior to their arrival. Ensures that any information received from the Guest preference form or by any other channel, is correctly dispersed to the relevant departments prior to the guest’s arrival as to ensure that all requests are followed through. Ensure challenges or opportunities occurring previous, during or past a guest stay, are methodically recorded in Opera. Contacts guests vía Glowing, telephone, e-mail, or in person within the day from the query being received. Ensures that guest and company profiles are updated accurately, correctly and timely in PMS. Notes and follows up on guest preferences and special requests and alerts or trace to respective department is being addressed. Maintains complete knowledge of the Hotel & its services (F&B promotions / Rooms / Special Guest programs and Spa facilities, etc.). Is fully conversant with new promotions, menu changes, scheduled in-house guest activities, daily house counts and expected arrivals and departures including VIP arrivals and their background. Is fully conversant with accommodation features: lay-out, room type, location décor, in room facilities and equipment. Hosts and welcomes all guests in a gracious and polite manner; to have the ability to hold a conversation with the guest in a natural and spontaneous way. Receives all Trust you online guest comments (included but not limited to Trust You surveys, Tripadvisor etc) Fills in each “guest profile” in Opera PMS with these comments for future stays. Maintains a thorough knowledge of the city to assist guest whenever is required (Restaurants, tourist sites etc) during the pre-calling/ pre-arrival email activity. Pre-calls all transient arriving guests in accordance with pre-calling SOP. Assemble TOP VIPs guest’s profiles (Show me you Know me) and distribute across the hotel prior to arrival. Monitors guests’ birthdays and sends birthday online cards. Prepares the necessary information, reports, and monitors their activities throughout the day. Updates guests’ preference and relevant information in Opera Extend all efforts to collect guests’ email address, telephone number and address prior guest’s arrivals. Pre research guest’s profiles, status and required information in order to personalize their stay. Follow any special guest room decorations and make sure they are properly done. Ensures VIP rooms are pre-checked and inspected. The same will apply to special occasion requests and set ups. Coordinates the preparation and organization of all welcome / welcome back amenities and amenity process for all arriving and in-house guests. Ensures that flower arrangements and/or beverages and/or pastry products are ordered, if necessary or requested, and are placed in guest room in a correct and timely manner. Escort Arriving Guests to their room and conduct rooming as per RD-FO-SOP-011. Ensures that all the departments follow the information provided in traces; guest profile notes and emails are executed. Organizes the execution of the special preferences and amenities to all guests in a timely manner. Ensures that all pertinent information is provided to (future) guests and associates. Ensures that all communication with (future) guests and associates is complete, accurate, engaging and positive. Maintains confidentiality of all guest information.
