الغرض الرئيسي من الوظيفة<br><br>مسؤول عن قيادة مهندسي تخصصات الجاهزية التشغيلية، وفنيي التخصصات بالتنسيق مع فريق مشروع قطر للطاقة والمقاولين لضمان تنفيذ متسق وموحد لتصميم المشروع، وأنشطة ما قبل التشغيل، والتكليف، وبدء التشغيل لمشاريع منطقة العمليات (إدارة العمليات) وفقاً لإجراءات قطر للطاقة المعتمدة، والمبادئ التوجيهية، والتصميم الهندسي، ومعايير/مواصفات السلامة والبيئة ونطاق العمل لضمان ما يلي:<br><br>أن يكون مالكو أصول منطقة العمليات مستعدين تماماً لتولي ملكية الأصول في نقطة التسليم/الاستلام، وأنهم قادرون على تشغيل وصيانة تلك الأصول بطريقة آمنة وموثوقة ومستدامة. أن يتم تسليم مشاريع منطقة العمليات (إدارة العمليات) بشكل أسرع بكثير، وبتكلفة أقل بكثير، وبأعلى إنتاجية مع الحفاظ على أعلى معايير الجودة والصحة والسلامة والبيئة.<br><br>الخبرات والمهارات المطلوبة<br><br>خبرة لا تقل عن 15 عاماً في تصميم وبناء وتشغيل وبدء تشغيل مرافق معالجة وإنتاج النفط والغاز (برية/بحرية)، ويفضل أن تكون مع شركات مقاولات هندسية وإنشائية (EPIC)، منها ما لا يقل عن ثماني (8) سنوات كمنسق تكليف/قائد فريق.<br><br>خبرة في العمليات والصيانة، وأنشطة ما قبل التشغيل وبدء التشغيل والتسليم للمشاريع.<br><br>المؤهلات التعليمية<br><br>درجة البكالوريوس في تخصص هندسي، ويفضل الهندسة الكيميائية / العمليات / الميكانيكية. يفضل الحصول على حالة مهندس معتمد (Chartered Engineer) أو ما يعادلها.

Position: Lead Quality Engineer Location: Ras Laffan, Qatar Industry: EPC / Oil & Gas (Onshore & Offshore)<br>Skills & Knowledge:Strong knowledge of ISO 9001:2015 Quality Management Systems (QMS) and EPC quality processes. Proven experience in QA/QC management for Oil & Gas, Offshore, Onshore, LNG, and Petrochemical projects. Expertise in international codes and standards including ASME, API, ASTM, AWS, ISO, and NACE. Experience in welding inspection, NDT, fabrication, piping, pressure vessels, and mechanical quality control. Ability to develop and implement Project Quality Plans (PQP), Inspection & Test Plans (ITPs), and quality procedures. Strong leadership skills with experience managing multidisciplinary QA/QC teams and coordinating with clients, contractors, and third-party inspectors. Experienced in conducting quality audits, managing NCRs/CAPAs, and driving continuous improvement initiatives. Reports To: Operations Engineering Manager Company: Qatar Fabrication Company Location: Ras Laffan / Qatar<br>**PREFERENCE WILL BE GIVEN TO QATARI CANDIDATES**<br>Primary Functions This position will prepare cost estimates for bidding multimillion dollar worth Oil and Gas Projects.<br>Tasks and Responsibilities Review customer/Bid tender package to fully understand SWO, specifications and schedule. Raises clarifications where necessary. Reviews and understands contract price form, clarifies unit rate and lump sum breakdown. Understands planned bid strategy, build sequences and methods to execute the scope of work from operations engineer. Issues technical execution plan. Request and Coordinates inputs from Operations / Production / Shop Engineers, Yard Superintendents, Planning, Welding Engineers, QA/QC, Construction Support Engineering, Procurement. Checks if any new equipment Is required to execute work. Obtains cost by liaising with Procurement. Initiates material procurement for fabrication aids. Initiate RFQ for work to be subcontracted. Review drawings for constructability. Initiate assembly checklist for all major construction milestones. Leads WCR review and confirmation of WT before lifts, loadout, weighing. Manages all coordination for loadout preparation and weighing. Carries out coordination with Marine and Fab Team for installation aids, sea fastening and offshore lift rigging. Carries out coordination with CSE Department and Marine Warranty Surveyor. Publishes CSE deliverable list with required dates. Chairs CSE coordination meeting. Provide yard layout input with regards to layout, stack, and loadout dates.<br>Tasks and Responsibilities – General Understands the full contractual scope of work, contract type and milestone schedules. Participates in development of project fabrication execution plan to meet contract requirements most productively. Develops a work pack index and sets priorities and ROS dates for deliverables. Prepare project specific task listing. At commencement of the project participate in fabrication kick-off meeting. Forecast fabrication requirements (deliverable inputs) to meet the project contract schedule. Coordinates with MTO, warehouse, drafting teams to issue work packs. Review and understand manhour estimate. Ensure estimates are correct. Provide feedback to the estimation department where required. Issues work packs and follows up all activities for work pack execution. Carries out progress reporting on the project. Reviews weekly fabrication progress reports for progress and productivity. Acts on anomalies. Responsible for documenting all scopes of work changes (change orders) and coordinating AFC estimate updates. Reviews input deliverable forecast dates (material & drawings) and advises impact to fabrication schedule. Appraises Senior Production Engineer or Fabrication Operations Engineer of any project issues which affect the forecasted progress, productivity, and schedule commitments. Prepare technical queries/correspondence to be issued to the client. Provides field guidance to meet project specifications, schedule, and targets. Participates and provides feedback on regular sites and look ahead meetings. Coordinates with subcontractors for completion of work. Raises variance orders to capture extra works not part of AFC estimates. Identify items requiring support from the construction engineering team. Coordinates and follows up to get required input. Prepares project fabrication lessons learnt.<br>Other Expectations:Participates in QHSES initiatives and drives achieving objectives. Raises clarifications where necessary. Reviews and understands contract price form, clarifies unit rate and lump sum breakdown. Understands planned bid strategy, build sequences and methods to execute the scope of work from operations engineer. Issues technical execution plan. Request and Coordinates inputs from Operations / Production / Shop Engineers, Yard Superintendents, Planning, Welding Engineers, QA/QC, Construction Support Engineering, Procurement. Checks if any new equipment Is required to execute work. Obtains cost by liaising with Procurement. Prepares RFQ for scope that cannot be executed inhouse and issues to Procurement to obtain subcontractor quotes. Performs RFQ Bid Evaluations and selects subcontractor with competitive pricing. Performs quantity take-offs, determines workforce, rental equipment, and material cost. Prepares detailed estimates in accordance with the scope of work based on standard rates, historical performance or first principle. Compiles the overall estimates. Conducts reviews with management to finalize estimates. Ensure Bid estimates are fully approved and signed off by all. Records all basis of Bid estimate in a formal document. Records all communication, assumptions done at Bid in a manner that same can be easily referred during later date (at execution). Maintains historical records of estimates. Compiles actual performance of repeated works performed in yard and works out benchmarks to be considered for bidding purpose. Compares actuals to estimates and understands reasons for variance. Recommends benchmarks revision where necessary. Takes lead on new initiatives, developments, and suggestions from management to improve.<br>Qualifications, Experience and Skills Qualifications:Diploma or Bachelor of Engineering in Mechanical, Structural Engineering or equivalent<br>Experience: 5+ Years in offshore construction involving structures like jackets, topsides, bridges. Understand components, construction methods and processes.<br>Skills: Ability to read Engineering Drawings. Excellent written and spoken communication skills. Well versed in working with Microsoft Office, Power Point, Excel, PDF, and computer applications. Ability to meet challenging deadlines and manage changes (internally or externally imposed).
