Job Summary The Proposal Manager (Mechanical) is responsible for leading and managing the complete proposal and tendering process, ensuring the development of high-quality, competitive, and compliant submissions. The role requires strong expertise in mechanical engineering, cost estimation, tender management, and proposal development, with the ability to lead teams and maintain effective relationships with internal stakeholders, clients, consultants, and subcontractors.<br>Key Responsibilities Lead the development and execution of proposal strategies aligned with company objectives and client requirements. Manage the complete proposal lifecycle, including tender review, planning, coordination, preparation, submission, and post-tender evaluation. Review tender documents, specifications, drawings, and contractual requirements to ensure accurate and compliant submissions. Coordinate with engineering, estimation, commercial, and project teams to collect and integrate technical and commercial inputs. Manage and support estimation activities, including quantity take-offs, cost planning, resource assessment, pricing analysis, and review of subcontractor quotations. Ensure proposals are technically accurate, commercially competitive, and submitted within the required timelines. Review and validate cost estimates, assumptions, exclusions, and risk considerations. Manage client clarifications, tender queries, and communications throughout the proposal process. Identify proposal risks and develop appropriate mitigation strategies. Establish and maintain effective estimating and proposal procedures to improve quality and efficiency. Conduct post-tender reviews, evaluate outcomes, and implement lessons learned for continuous improvement.<br>Job Knowledge & Skills Strong knowledge of mechanical engineering systems, construction methodologies, and project execution processes. Good understanding of tendering procedures, contract documents, quantity surveying practices, and cost management principles. Knowledge of cost estimation, resource planning, rate analysis, and budgeting activities. Experience with estimating software such as CCS Candy is preferred. Knowledge of local material rates, labor productivity, subcontractor pricing, and market conditions. Proficiency in MS Office applications including Word, Excel, and Power Point. Working knowledge of Auto CAD, QS-related software, and ERP systems (SAP knowledge is preferred). Strong analytical, communication, negotiation, and leadership skills. Ability to manage multiple priorities and deliver high-quality work under strict deadlines.<br>Job Experience Minimum 8 years of relevant experience in proposal management, estimation, tendering, or cost engineering within the construction or engineering industry. Minimum 5 years of experience in a supervisory or team leadership role. Job Summary:The role holder is responsible for managing the projects department and for the overall direction, development, coordination, implementation, execution, control, completion, handover, and close-out of projects ensuring consistency with Company strategy, commitments, and goals. Ensuring this opportunity are executed as greenfield and brownfield projects within existing QAFCO facilities, Shutdown and non-shutdown. The role holder leads multi-disciplined teams of head of sections, engineers that will manage a balanced project department projects portfolio on short and long term according to the company’s requirements and plans. Oversees the contracting, engineering, procurement, construction, commissioning and handover until close-out of the project’s safety within agreed cost and schedule while meeting quality, project objectives and business controls following QAFCO project management systems.<br>The role is heavily oriented towards providing direction to technical problem solving, decision-making, analysis of project department portfolio through the application of analytical and innovative techniques. The role holder reports to the Chief Technical Officer.<br>Key Accountabilities:Act as the owner/custodian of the QAFCO’s project management methodology and coordinate, tracks for continuous improvements, integrity of system, compliance, training, sustainability. Plan, direct, lead and organise the activities of the projects department to ensure that budgets and R&A plans are met through the optimisation and efficient utilisation of available manpower and working hours and that staff are motivated to realise potential and make significant contributions. Direct and manage the activities of Head of Sections, Project Engineers, Project Support in the planning, scheduling, design quality and execution of projects. Support the Sr. Management with the execution of all aspects of the project including managing the staff, providing vision and strategic leadership, providing, and contributing to the 5-years capital plan, monitoring and control of project schedules and budgets, evaluating project productivity and quality and directing the complete technical operations of the project. Providing recurrent projects executive summary reporting. Monitor project’s balance score cards to meet objectives and expectations. Participate on the performance management meetings. Review, develop and recommend the appropriate organization structure for the department that will be utilise human capital on the current and forecasted workload to meet the business objectives. Approve and maintain modern and good standards on engineering practices in the department. Ensure that the MOC process is followed into the projects, prior to changes taking place. This as part of the governance. Ensure RCA on projects is implemented for positive and gaps and to capture as lessons learnt projects life cycle, and their implementation in future projects. Develop QAFCO’s project management methodology, tools, templates, forms, procedures & guidelines to ensure consistent evaluation and implementation of projects. Actively contribute to balance the project portfolio on short- and long-term regarding contribution to profitability, safety, health, environment, and product quality, according to QAFCO’s goals and objectives. Liaise closely with other departments/sections within QAFCO concerning project planning and execution. Monitor and approve project planning and strategy baselines and updates/changes prior to approach respective committees related. Assist the Vice President, Litigation to ensure as far as possible (given the requirements for a high standard of work product) the lowest possible cost for external lawyers used for litigations. Inform the Vice President, Litigation of any major developments in any litigations. Assist the Vice President, Litigation of Litigation to ensure that the “know-how” from litigation cases is passed on to the Legal Advisory section for use in future transactions. Build and maintain strong/effective relationships with related departments/units to achieve the Group’s objectives. Provide timely/accurate data to external/internal Auditors, Compliance, Financial Control and Risk when required. Internal (Processes, Products, Regulatory):Be primarily responsible for the management of QCB requests relating to Court and General Authority Orders Deputise as the Secretary of the Group Investigation Committee as required. Update the cases report with any new update/action advised to us by the external lawyer or internal departments (e.g. hearing sessions, actions taken, if settlement agreement is requested/registered at the court, request for closing a case, etc...) The incumbent will adopt a pro-active role to highlight and mitigate potential problems, being prepared for all eventualities.<br><br>Main Responsibilities<br><br> Shareholder & Financial:Contribute to the creation of Key Performance Indicators (KPIs) for performance monitoring and quality measurement purposes for the Litigation unit and monitor unit’s achievement on periodic basis. Assist in the development of the Legal Department’s annual budget. Continuously contribute to the reporting of the high-risk legal concerns relating to local and international issues confronted by the Group in its litigation cases and take adequate and timely mitigating actions to safeguard the Group’s interest. Implements KPI’s and best practices for Litigation. Promote cost consciousness and efficiency and enhance productivity, to minimise cost, avoid waste, and optimise benefits for the bank. Act within the limits of the powers delegated to the incumbent. Customer (Internal & External):Maintain relationships with local and international court and arbitration authorities such as Qatar Public Prosecution, Qatar Police, Qatar Courts, QFC Courts, Qatar Central Bank and related entities of other countries where the Group operates and also liaise with external legal professionals as and when required. Preparation of draft memoranda for external lawyers summarizing key aspects of new cases for and against the Group for review by more senior members of the Legal Department. Contribute to the diary system to ensure that no key dates in the conduct of any litigation are missed. Assist the Vice President, Litigation to ensure as far as possible (given the requirements for a high standard of work product) the lowest possible cost for external lawyers used for litigations. Inform the Vice President, Litigation of any major developments in any litigations. Assist the Vice President, Litigation of Litigation to ensure that the “know-how” from litigation cases is passed on to the Legal Advisory section for use in future transactions. Build and maintain strong/effective relationships with related departments/units to achieve the Group’s objectives. Provide timely/accurate data to external/internal Auditors, Compliance, Financial Control and Risk when required. Internal (Processes, Products, Regulatory):Be primarily responsible for the management of QCB requests relating to Court and General Authority Orders Deputise as the Secretary of the Group Investigation Committee as required. Contribute to the review and revision of the existing policies and procedures for the local and international litigations to ensure these reflect changes in relevant laws/ regulations and previous judgments. Contribute to the review of the Group's positions with regard to local and international laws and regulations as impact on litigation. Prepare well-researched legal advice for review by more senior members of the Legal Department on matters relating to Group's litigations where applicable laws, regulations or facts are unclear and conflicting to ensure the Group’s legal position is protected. Provide draft legal opinion and advice on new activities and products and complex litigations. Provide support on business lines so that they can exercise their activities while maintaining risks and legal costs. Contribute to the preparation of the weekly, quarterly and annual returns for executive management on the activities of the Legal Department. Handle and follow up the documents translation when needed Prepare and maintain an accurate and updated cases register, cases report and invoices report as per the agreed format. Follow up all cases with external lawyers, get updates and add the same to the relevant reports. Carry out a quick review of the Cases Report twice a month, highlight hearing dates in past and follow up with the external lawyers to get update Update the cases report with case summary for all cases filed against the bank. Update the cases report with any new update/action advised to us by the external lawyer or internal departments (e.g. hearing sessions, actions taken, if settlement agreement is requested/registered at the court, request for closing a case, etc...) Learning & Knowledge:Possess superior knowledge of all related laws and regulations such as Court Procedures, Arbitration Procedures (LCIA/ICC), Company Laws, Civil Laws, banking templates (including LMA documentation) etc. as well as the related best practices. Provide inputs to the Department’s training plan and thereby develop/ enhance the skill sets of Group Legal personnel and provide them with opportunities for career development. Proactively identify areas for professional development of self and undertake development activities. Seek out opportunities to remain current with all developments in professional field. Legal, Regulatory, and Risk Framework Responsibilities:Comply with all applicable legal, regulatory and internal compliance requirements including, but not limited to, Group Compliance Policies and Procedures (AML & CTF, Sanctions Policy, Data Protection Policy, Fraud Control Policy, Whistle Blowing Policy, Conflict of Interest and Insider Dealing Policy). Understand and effectively perform your role under the Three Lines of Defense principle to identify measure, monitor, manage and report risks. Ensure systematic good outcomes for clients in accordance with Conduct Risk policy. Support the framework of RCSA, KRI, Incident reporting and remediation, as appropriate, in accordance with the Operational Risk Management requirements. Maintain appropriate knowledge to ensure full qualification to undertake the role. Complete all mandatory training provided by the Bank, attain, and maintain the required levels of competence. Attend mandatory (internal and external) seminars as instructed by the Bank. Other:Ensure high standards of data protection and confidentiality to safeguard commercially sensitive information. Maintaining utmost confidentiality concerning customer and internal bank information obtained during the course of business and provide such information on a need-to-know basis only to Senior Management of QNB, Audit and Compliance functions, and relevant Regulators. Maintain high professional standards to uphold QNB's reputation and to strengthen its market leadership position. All other ad hoc duties/activities related to QNB that management might request from time to time. <br><br>Education And Experience Requirements<br><br> A Bachelor’s degree Law is required. - At least 8 years legal experience in the legal profession with at least 1 year experience either (a) in the litigation section of a major bank / FSI or (b) as a practicing lawyer in the litigation practice of a recognized international law firm/local law firm. Excellent oral and written communication skills (including report writing) in English and Arabic is preferred. Good interpersonal and presentation skills. Understanding of the relevant laws, regulations, and practices. Ability to make decisions and follow through with initiatives. Personal integrity and self-management. Planning, organizing, and analytical ability. Results oriented. Strong analytical skills and the ability to communicate both verbally and in writing with all levels of management. Knowledge of international and local commercial litigation practice in the financial sector. Competence in several legal areas of concentration, with maturity and sound judgement. Assist in managing the daily operations of the Reservations Department. Supervise and support reservation agents to ensure accurate and timely handling of bookings. Monitor reservation requests, cancellations, amendments, and special arrangements. Ensure all reservations are processed according to hotel standards and procedures. Support revenue optimization by monitoring room availability, rates, and restrictions. Coordinate with Revenue Management regarding promotions, inventory control, and rate updates. Handle guest inquiries, VIP bookings, and complex reservation issues. Ensure proper follow-up on guest requests and special occasions. Review reservation reports and identify discrepancies or operational concerns. Train, coach, and guide reservation team members. Ensure compliance with hotel policies, standards, and procedures. Support the Reservation Manager during peak periods and operational requirements. Diploma or Bachelor’s degree in Hospitality Management, Tourism, or a related field is preferred. Candidate must be currently available in Qatar. Minimum 2–3 years of experience in hotel reservations, preferably within a 4-star/5-star hotel environment. Previous experience in a luxury hotel or international hotel brand is an advantage. Proven experience in handling reservation operations, supervising team activities, and ensuring smooth daily workflow. Good knowledge of Opera PMS, CRS, and online booking platforms is preferred. Knowledge of hotel revenue management practices, room inventory control, and rate management is an advantage. Strong communication, leadership, and problem-solving skills.
