<p>Provide technical guidance to support the Utilities AMP functions as required by the contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP), and it is located at Al Udeid Air Base (AUAB), Doha, Qatar. Essential Responsibilities:</p><p>• Responsible for an asset lifecycle management portfolio containing all the provision and management of water supply, wastewater, storm water, electrical, mechanical, and fuel services.</p><p>• Responsible for the management of utility networks and meeting regulatory requirements, such as environmental quality and public health permitting, sampling, analysis, and reporting IAW applicable laws and regulations.</p><p>• Serve as the engineering expert and supervise the sub-AMP managers assigned to the Utilities Sub-AMPs areas of responsibilities (Electrical, Wastewater and Stormwater, Potable and Non-Potable Water, Mechanical Distribution).</p><p>• Provide support on real property installed equipment (RPIE) generators and equipment authorization inventory data (EAID) generators.</p><p>• Advise and assist in a portfolio-wide view of facilities and linear infrastructure at the highest level.</p><p>• Subject matter expertise shall lend itself to providing the Government with recommendations on how best to invest in the assets under their purview and align its efforts under four main lines of effort: Asset Visibility, Requirements, Planning, and Performance.</p><p>• Advise and assist the Government to ensure the asset inventory reflects sufficient level of detail to enable investment decisions.</p><p>• Conduct regular quality assurance (QA) reviews of data and use gap analysis to identify where Sub-AMP and subject matter experts shall collect additional data.</p><p>• Support condition assessments and provide guidance to ensure relevant data has visibility and analysis.</p><p>• Work with Operations Flight shops, subject matter experts, and the Engineering Flight to advise and assist the Government on the condition assessment methodology and approach to ensure the data is adequate and the data resulting from the condition assessments are properly documented.</p><p>• Advise and assist the Government in defining and prioritizing requirements within respective activities.</p><p>• Integrate requirements from Sub-AMPs within their activity and identify target years for project development, design, and execution.</p><p>• Advise and assist on creating requirements to support future opportunities deriving from asset analysis.</p><p>• Utilize appropriate systems to identify investment requirements at facility or equivalent master-asset level to repair/sustain systems throughout their life cycle.</p><p>• Advise and assist on developing requirements which may be executed through organic Operations Flight labor or through projects managed in the Engineering Flight.</p><p>• Perform work planning, including grouping of requirements into opportunities and developing a rough cost and work estimate for them.</p><p>• Lead semi-annual AMP working groups. AMP working groups should discuss the status of asset visibility, the current risk in asset portfolios, project candidates, performance assessments of key performance indicators (KPI), a review of any completed AMP objectives, and a summary of AMP objectives to accomplish in the coming year.</p><p>• Advise and assist the Government in the development of metrics and KPIs to ensure activities deliver optimal service.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Must have an Electrical Engineer Bachelor s Degree from an ABET Accredited University.</li><li>Must have at least five (5) years experience in electrical power distribution systems, electrical generation, or control systems.</li><li>Prior R&amp;O experience is preferred.</li><li>Must be familiar with NexGen IT and BUILDER SMS.</li><li>Required to complete AFIT WENG 200, WENG 400, WMGT 231, WMGT 417.
