Project Controls Director Position Summary The Project Controls Director is responsible for leading and managing all project control functions across large-scale Power Plant construction projects, including planning, scheduling, cost control, progress measurement, reporting, risk management, and performance analysis. Here below your responsibilities:<br><br>Streamline shipping and customs activities within the supply chain process, coordinating with Procurement, Expediting & Inspection, Asset and Operational Logistics to improve efficiency, competences and cost control. Supervise and manage transport and customs formalities for Saipem purchased materials, subcontractors’ equipment and company-provided items from agreed delivery point up to final destination. Support tendering and supply chain functions by defining transportation schemes, assessing feasibility and preparing related budget inputs. Define the overall Project Customs scheme during tendering and execution phases according to project fiscal organization, vendor locations, material origin and applicable customs/fiscal regulations. Support procurement activities by defining contractual delivery terms, providing transport costs, preparing packing specifications and shipping instructions. Liaise with Expediting & Inspection once goods are released for collection, ensuring timely shipment arrangement up to destination. Coordinate with Logistics to define Project Shipping instructions and ensure distribution through the Shipping and Customs Network to all transport offices involved. Support the Insurance department by ensuring proper notification where shipment value exceeds corporate insurance deductibles or when damage occurs during transportation. Review and approve Scope of Works, Purchase Requisitions and Technical Bid Evaluations relevant to Transport Frame Agreements and single dedicated shipments. Manage Transport Agreements and monitor utilization, approving related AfS / WO within power of attorney limits and authorizing SE / Progress Reports. Ensure proper document archiving and traceability of all records relevant to shipping and customs activities. Ensure the required information flow toward competent functions for liquidated damages and price revision matters. Assign Shipping & Customs Coordinators to projects and ensure adequate support from Shipping and Customs officers, including outsourced resources through the network when required. <p>The Project Engineer is the hands-on delivery lead for internally managed projects across Place Vendome. The role converts operational needs into defined scopes, coordinated designs, executable work programmes and completed works, with particular emphasis on live-site investigation, stakeholder coordination, field supervision, change control and close-out. The initial focus will include major external traffic-flow, access, parking and internal vehicle-routing initiatives, together with associated wayfinding and signage reorganization. AutoCAD production and stewardship of the Place Vendome (PVQ) drawing archive are essential supporting duties, while the primary accountability remains successful project delivery.</p><p><strong>Key Responsibilities</strong></p><p>1. Project Planning and Delivery</p><p>Take assigned projects from brief through feasibility, design, procurement, implementation, testing, handover and close-out. Prepare clear project briefs, scopes of work, deliverables, responsibility matrices, programmes, budgets, risk registers and approval schedules. Own day-to-day coordination and maintain current action, decision, risk, change and issue logs; escalate material concerns early with practical recommendations. Coordinate consultants, contractors, suppliers and internal departments; chair project meetings and issue concise minutes with named owners and due dates. Support tendering through site information, technical packages, bidder clarifications and technical evaluations; monitor commitments, variations and progress against approved scope and budget. Traffic, Parking, Circulation and Signage</p><p>Lead field surveys and site observations covering vehicle routes, entrances and exits, queues, conflict points, pedestrian interfaces, loading, taxi and valet operations, emergency access and peak-period conditions. Coordinate traffic studies and translate findings into workable external road, access, parking and internal vehicle-routing proposals for stakeholder review. Develop phased implementation and temporary traffic-management plans that protect customer access, mall operations, emergency routes and business continuity. Create and maintain coordinated sign-location plans, message schedules and wayfinding packages aligned with approved traffic changes and PVQ brand standards. Plan work in occupied areas with appropriate permits, isolations, logistics, protection, housekeeping and reinstatement controls.</p><p>4. AutoCAD and Drawing-Archive Stewardship</p><p>Use AutoCAD proficiently to prepare or revise site plans, circulation layouts, signage plans, coordination drawings and as-built records. Administer the PVQ drawing archive, drawing register, folder structure, naming conventions, metadata, revision control, issue status and access permissions. Maintain a controlled distinction between concept, review, approved-for-construction and as-built information, preventing obsolete drawings from being used. Check consultant and contractor submissions for CAD quality, coordinates, layers, references, completeness and compliance with PVQ standards before acceptance. Close every project with verified native CAD files, PDFs, approved changes and accurate as-built drawings; retrieve and issue reliable records promptly to authorized users.</p><p>5. Reporting and Team Contribution</p><p>Provide concise weekly reporting on progress, look-ahead activities, cost, risks, decisions and required management support. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles &amp; Responsibilities</p><div class="paragraph"><p>Principal: Qatar District Cooling Company</p><p>Carry out overhaul, preventive, corrective, predictive, breakdown maintenance, troubleshoot and diagnostic activities related to the following system:</p><ul><li>Chillers</li><li>Process Area of FCU, AHU, and Ventilation System</li><li>Refrigerant recovery, recycling and purifying System</li></ul><p>On case-to-case basis, to execute maintenance tasks such as (but not limited to) disassembly, assembly, observation, troubleshoots, repairs, tests, data collection of another static and rotating equipment or other devices according to written or verbal instruction from Supervisor in a professional and efficient manner, complying with the safety rules and regulations as needed.</p><p>Supervise, guide and monitor work done by external vendors.</p><p>Performing routine tests, such as checking for leaks, verifying system pressures, Nitrogen charging.</p><p>Performing routine of chiller maintenance, such as condenser and evaporator end covers opening and closing, provides support to perform heat exchanger chemical cleaning, swabbing, ECT etc.</p><p>Performing routine of chiller maintenance, refrigerant transfer, reclaim, oil extract from refrigerant.</p><p>Performing refrigerant recycling and purification activity and provide support to superior on managing, handling and storing refrigerants and other inert gas such as nitrogen within the plants.</p><p>Familiarity with vibration analysis, thermography, and other predictive maintenance techniques.</p><p>Knowledge of how to perform routine maintenance tasks, such as oil changes, filter replacements, and cleaning heat exchanger tubes.</p><p>Understanding how to monitor and log key operating parameters to anticipate maintenance needs.</p><p>Knowledge of environmental regulations related to refrigerant handling and disposal.</p><p>Prepare and submit technical log reports, checklist or forms as part of daily routine work.</p><p>Obtain spare parts, materials, and consumables either from internal store or external location.</p><p>Utilize, maintain and safe keep specific tools assigned by company.</p><p>Maintain proper tools, PPE s, Spares and provide annual requirements.</p><p>Respond to emergency situations during or after hours for the purpose of business continuation and safety concerns.</p><p>Work effectively with other team members, including engineers, supervisors, and external vendors.</p><p>Ability to quickly learn and adapt to new systems, tools, and procedures as technology evolves.</p><p>Where applicable, provide assistance and support to other team members, whenever required.</p><p>Participate in QC provided training as deemed fit by management.</p><p>Perform any other related duty as assigned by the immediate supervisor, in accordance with the provisions of the labor law.</p><p>Adherence to safety protocols, including lockout/tagout procedures for Mechanical and electrical assets related to chiller plant.</p></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Candidates must have at least Vocational Diploma / Short Course Certificate</p><p>The job requires Male applicants.</p><p>Minimum of 5 years working experience is required for this position</p><p></p></section>
