<p>The Facilities AMP Manager shall serve as the engineering expert and work with the sub-AMP managers assigned to the Facilities Sub-AMPs areas of responsibilities. Is responsible for an asset lifecycle management portfolio containing all planning, design, construction, operation, maintenance, repair, sustainment, restoration, modernization (SRM), and demolition of facility assets. This position will be in support of the Air Force Contract Augmentation Program (AFCAP), and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.</p><p><br></p><p><b>Essential Responsibilities:&nbsp;</b></p><p><br></p><p>Advise and assist in a portfolio-wide view of facilities and linear infrastructure at the highest level. This AMP Manager’s subject matter expertise shall lend itself to providing the Government with recommendations on how best to invest in the assets under their purview and align its efforts under four main lines of effort: Asset Visibility, Requirements, Planning, and Performance.</p><p><br></p><p>Advise and assist the Government to ensure the asset inventory reflects sufficient level of detail to enable investment decisions.</p><p><br></p><p>Conduct regular quality assurance (QA) reviews of data and use gap analysis to identify where Sub-AMP and subject matter experts shall collect additional data.</p><p><br></p><p>Implement data standards for assets within respective portfolios and provide guidance to Sub-AMPs and the Built Infrastructure Assessment Team (BIAT) on which inventory to prioritize and advise on how often and when to conduct condition assessments.</p><p><br></p><p>Support condition assessments and provide guidance to ensure relevant data has visibility and analysis.</p><p><br></p><p>Work with Operations Flight shops, subject matter experts, and the Engineering Flight to advise and assist the Government on the condition assessment methodology and approach to ensure the data is adequate and the data resulting from the condition assessments are properly documented.</p><p><br></p><p>Advise and assist the Government in defining and prioritizing requirements within respective activities.</p><p><br></p><p>Integrate requirements from Sub-AMPs within their activity and identify target years for project development, design, and execution.</p><p><br></p><p>Conduct surveys and make recommendations for work destined for the WRRB, for facility or master-level work.</p><p><br></p><p>Advise and assist on creating requirements to support future opportunities deriving from asset analysis.</p><p><br></p><p>Evaluate whether the repair or replacement recommendations from SMS are valid by using their knowledge of built assets.</p><p><br></p><p>Utilize appropriate systems to identify investment requirements at facility or equivalent master-asset level to repair/sustain systems throughout their life cycle.</p><p><br></p><p>Advise and assist on developing requirements which may be executed through organic Operations Flight labor or through projects managed in the Engineering Flight.</p><p><br></p><p>Perform work planning, including grouping of requirements into opportunities and developing a rough cost and work estimate for them.</p><p><br></p><p>Participate in the development of the Integrated Priority List (IPL) and the Squadron’s Execution Plan.</p><p><br></p><p>Lead semi-annual AMP working groups. AMP working groups should discuss the status of asset visibility, the current risk in asset portfolios, project candidates, performance assessments of key performance indicators (KPI), a review of any completed AMP objectives, and a summary of AMP objectives to accomplish in the coming year.</p><p><br></p><p>Advise and assist the Government in the development of metrics and KPIs to ensure activities deliver optimal service.&nbsp;</p><p><br></p><p>Minimum Position Knowledge, Skills and Abilities Required:</p><p><br></p><p>Mechanical Engineer Bachelor’s Degree from an ABET Accredited University.</p><p><br></p><p>Must have at least five (5) years’ experience in HVAC systems, plumbing systems, fire protection systems, or building automation systems.</p><p><br></p><p>Experience with building codes and standards required.</p><p><br></p><p>Required to complete AFIT WENG 200, WENG 400, WMGT 231, WMGT 417. <p>Reports To: Operations Engineering Manager Company: Qatar Fabrication Company Location: Ras Laffan / Qatar Primary Functions This position will prepare cost estimates for bidding multimillion dollar worth Oil and Gas Projects. Tasks and Responsibilities - Review customer/Bid tender package to fully understand SWO, specifications and schedule. Raises clarifications where necessary. - Reviews and understands contract price form, clarifies unit rate and lump sum breakdown. - Understands planned bid strategy, build sequences and methods to execute the scope of work from operations engineer. - Issues technical execution plan. - Request and Coordinates inputs from Operations / Production / Shop Engineers, Yard Superintendents, Planning, Welding - Engineers, QA/QC, Construction Support Engineering, Procurement. - Checks if any new equipment Is required to execute work. Obtains cost by liaising with Procurement. - Prepares RFQ for scope that cannot be executed inhouse and issues to Procurement to obtain subcontractor quotes. - Performs RFQ Bid Evaluations and selects subcontractor with competitive pricing. - Performs quantity take-offs, determines workforce, rental equipment, and material cost. - Prepares detailed estimates in accordance with the scope of work based on standard rates, historical performance or first principle. - Compiles the overall estimates. - Conducts reviews with management to finalize estimates. - Ensure Bid estimates are fully approved and signed off by all. - Records all basis of Bid estimate in a formal document. - Records all communication, assumptions done at Bid in a manner that same can be easily referred during later date (at execution). - Maintains historical records of estimates. - Compiles actual performance of repeated works performed in yard and works out benchmarks to be considered for bidding purpose. - Compares actuals to estimates and understands reasons for variance. Recommends benchmarks revision where necessary. - Takes lead on new initiatives, developments, and suggestions from management to improve.</p><p>Qualifications, Experience and Skills Qualifications: - Diploma or Bachelor of Engineering in Mechanical, Structural Engineering or equivalent Experience: - 5+ Years in offshore construction involving structures like jackets, topsides, bridges.
