Overview<br><br>Seeking a Structural Engineer with 10+ years of experience in construction supervision and structural engineering for large-scale, mission-critical developments, including data centers. Job Purpose The Cost Control Engineer is responsible for planning, monitoring, and controlling project costs throughout the Engineering, Procurement, and Construction (EPC) project lifecycle to ensure projects are delivered within the approved budget and in accordance with contractual and organizational requirements.<br>Key Responsibilities Develop and maintain project budgets, cost baselines, and cost control procedures. Monitor project costs, commitments, and expenditures against approved budgets. Analyze cost variances and prepare cost forecasts, including Estimate at Completion (EAC). Prepare periodic cost reports, cash flow forecasts, and Cost Value Reconciliation (CVR) reports. Perform Earned Value Management (EVM) analysis to monitor project cost performance. Evaluate variations and change orders, ensuring their financial impact is accurately reflected in project budgets. Coordinate with Project Management, Planning, Procurement, Commercial, and Finance teams to ensure effective cost control. We currently have an opportunity within SPIE Global Services Energy, Qatar for a<br> Static Mechanical Engineer<br><br>The Static Mechanical Engineer is responsible for providing high-level technical expertise, design validation, asset integrity management, and engineering support for all static (stationary) equipment and piping systems within the manufacturing facility. This role focuses on maximizing plant reliability, leading execution strategies during major turnarounds, ensuring structural<br>compliance with international design codes, and mitigating risk across high-pressure, corrosive process loops.<br><br>Key Responsibilities<br>Engineering Design & Modification<br>Review and approve design calculations, data sheets, drawings, and technical specifications for modifications or new procurement of pressure vessels, heat exchangers, and tanks.<br>Generate and review Piping & Instrumentation Diagrams (P&IDs), Piping Material Specifications (PMS), and Material Take-Offs (MTOs) to meet international standards (e.g., ASME, ANSI, API). Develop and review plot plans, equipment layouts and 3D models. Route critical process, utility, and offsite pipelines.<br>Stress Analysis: Perform piping flexibility and stress analysis to ensure systems can withstand high pressures, extreme temperatures, and vibrations.<br> Execute plant modifications via the formal Management of Change (MOC) protocol, ensuring no compromise to process safety or plant design basis.<br>Prepare and approve technical deliverables for replacement projects, including scope of work, technical bid evaluations (TBE), and vendor drawing reviews.<br>Turnaround & Maintenance Support<br>Define the technical scope for critical static equipment during scheduled plant shutdowns, turnarounds, and outages.<br>Develop inspection and repair procedures for specialized high-pressure equipment, including shell-and-tube heat exchangers, reformer tubes, and atmospheric storage tanks.<br>Supervise critical repair activities on-site, ensuring field welding, post-weld heat treatment (PWHT), and non-destructive testing (NDT) comply with structural codes.<br>Asset Integrity & Plant Reliability Support<br>Support Fitness-for-Service (FFS) evaluations and remaining-life assessments for older or degraded stationary equipment<br>Support root cause analysis (RCA) on mechanical static equipment failures, structural leaks, and chronic piping vibrating issues to implement definitive corrective actions.
