We currently have an opportunity for a Head of Marine role. This position is based in Qatar onshore.<br> <br>Minimum requirements<br>Previous experience in Marine Warranty Survey (MWS) or marine assurance.<br>Previous experience supporting EPCI offshore projects (installation, construction, heavy lift, transportation and installation, hook-up & commissioning).<br>Previous experience with an IOC (International Oil Company), major EPC contractor, or large offshore operator.<br>Demonstrated experience managing marine operations for multiple offshore construction vessels simultaneously.<br>Strong working knowledge of DP operations, towage, heavy transport, and offshore marine risk management.<br>Previous experience in Middle East offshore projects is an advantage.<br>Excellent stakeholder management and communication skills, with experience engaging clients, contractors, classification societies, and marine assurance teams.<br>Able to provide technical leadership, challenge contractors constructively, and make sound operational decisions under schedule and commercial pressure.<br>Responsible for marine safety, quality assurance and compliance for NFPS Compression projects marine scope in accordance with the LNG company PGO-OFF-LGSOVR-002 Marine Operations Procedures (MOP) and further revisions, international regulations and standards, classification society, flag state, local regulations. Consistently guide and coordinate the work of the project marine leads and coordinators assigned to the individual NFPS Compression projects. <br>NFPS Compression projects focal point and custodian of the marine safety and quality assurance activities for all marine units engaged on the projects and manages marine assurance processes across NFPS Compression projects including vessel suitability assessments, marine assurance inspections and audits (e.g. OVID), marine warranty surveys, DP assurance. Ensure that Contractor personnel and Company Teams are qualified, trained and with suitable level of experience and expertise with respect to marine activities. <br>Managing active interfaces and engagements with OPCO Marine, and NFPS Compression PMTs to ensure the marine scope is executed consistently, effectively and efficiently to achieve project objectives. <br>Establish effective communication and strategic connection among critical project stakeholders including EPC and Marine Contractors to identify and implement solutions in a timely manner. Facilitate and support resolution-oriented communication among marine stakeholders including EPC and Marine Contractors, vessels owners, contractors and third parties. <br>Implement and maintain an efficient Marine Incident Reporting System, support root causes analysis and corrective action identification and implementation, lead critical marine incident investigations (as marine SME), attend offshore survey/inspections and marine audits as needed.<br> <br>Qualification <br>Bachelor’s degree in sciences, marine disciplines, or engineering or Marine First Class Certificate of Competency<br> <br>Knowledge and experience<br>10 years seagoing experience as a shipboard engineer or sea officer, including 2 years as Chief Engineer or Master <br>Experienced in handling/managing offshore marine units operating in the oil and gas industry. Job Description<br><br>The Program Manager is responsible for planning, executing, and overseeing a large-scale, multi-entity Fin Ops and Software Asset Management (SAM) program across multiple cloud environments. As the Primary BUILDER Point of Contact (POC) - Data Manager, you will serve as the installation's subject-matter expert and lead coordinator for the BUILDER Sustainment Management System (SMS). This role is responsible for ensuring the accuracy, completeness, and timely management of facility asset data used to support sustainment, restoration, and modernization (SRM) planning at Al Udeid Air Base. The position works closely with Civil Engineering (CE), asset owners, contractors, and higher headquarters to support data-driven decision-making and compliance with Department of Defense and Air Force requirements.<br><br>ESSENTIAL JOB FUNCTIONS:<br><br>Serve as the primary installation-level POC for BUILDER SMSManage, validate, and maintain BUILDER facility asset data, including inventory, condition assessments, and sustainment metrics Coordinate and oversee BUILDER data collection efforts, including inspections and contractor-supported assessments Ensure data accuracy, completeness, and compliance with applicable DoD, Air Force, and MAJCOM guidance Analyze BUILDER data to support SRM planning, budgeting, and prioritization Prepare reports, dashboards, and briefings for leadership and higher headquarters Coordinate with facility managers, engineers, and planners to resolve data discrepancies Provide training, guidance, and support to local users on BUILDER processes and best practices Track assessment cycles and ensure timely updates to facility condition data Support audits, inspections, and data calls related to facility management systems<br><br>Requirements<br><br>EDUCATION & EXPERIENCE:<br><br>High School Diploma or equivalent3+ years' experience with BUILDER Sustainment Management System (SMS) or similar facility asset management systems<br><br>KNOWLEDGE & SKILLS:<br><br>Knowledge of civil engineering, facility management, or infrastructure sustainment concepts Strong data management, analysis, and quality control skills Proficiency with Microsoft Excel and standard data reporting tools Ability to work independently in a deployed or OCONUS environment Strong communication skills, both written and verbal Prior experience supporting Air Force or DoD installations Familiarity with SRM planning, facility condition assessments, and asset inventory processes Experience coordinating with contractors and cross-functional teams<br><br>ADDITIONAL REQUIREMENTS:<br><br>Must possess a valid U. Overview<br><br>This position is physically located in Qatar in support of LOGCAP*** <br><br>Has full authority and responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contract specifications involving Installation Logistics Supply, Maintenance, Transportation, Central Receiving Shipping Point, Installation Property Management, Installation Transportation, Transportation Motor Pool, Full Food Service, Retail and Bulk Fuel, Shuttle Bus services, USAMMC-SWA, Bottle Water and Ice in direct support of the USG Directorate of Logistics (DOL) mission program requirements, along with appropriate coordination of Program Department Managers. Interfaces with local US Government representatives as the primary Vectrus point of contact for all Installation Logistics requirements. Directly responsible for the day-to-day management, supervision, and performance of all Installation Logistics operations; administration; support; configuration control; property management; computerized maintenance management system; TMDE; facilities; fleet management. Works closely with the Government Director of Logistics and subordinate staff and organizations across USG DOL to ensure proper coordination and communication occurs to enhance overall mission accomplishment. Works with other LCV Senior Leaders to ensure successful completion of LCV contract operations. Must be CAC eligible and/or able to obtain a Common Access Card (CAC) Bachelor's Degree in Logistics and Supply Chain Management AMMO62 certification preferred CSCP or CLTD certifications preferred Shall possess a secret clearance at minimum Experience: The LSD shall have at least ten (10) years of multifunctional logistics experience relating to quartermaster, maintenance, transportation, Supply support activities and services provided by the installation. This requirement is not waivered. Preferred candidates will possess at least six years of Army multifunctional logistics experience at a Supervisory level. Experience managing government contracts highly desired. Skills: The LSD shall be capable of providing analysis of practices and problems of all functions of the Logistics Support Directorate (LSD) to facilitate the USG DOL by increasing the effectiveness of logistics support provided by the installation. Excellent communication and writing skills are required along with a working knowledge of computer operations to include spreadsheet, database, word processing, and presentation applications. Great organizational and management skills with a strong ability to work independent as a member of a robust team. Supervisory/Budget Responsibilities: Provide broad guidance and direction to a multinational team of 150+ personnel. Responsible for ensuring effective management of an annual budget of $2+ million. Working Conditions: Must be capable of working in an extreme weather conditions with temperatures exceeding 120 degrees Fahrenheit. Indoor and/or outdoor environment with very adverse and harsh conditions (i.e., hot, dry, dusty, desert environment with average temperatures of 30 degrees in the winter and 130 degrees in the summer months). Includes some industrial production environment conditions as well. Physical Requirements: Light work. Exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
