Purpose of the Job Phillips Page Associates (PPA) is a growing international consultancy specialising in Mission Critical Infrastructure and Data Centre Engineering, delivering complex MEP, ICT and Security design solutions across the UK, Europe and the Middle East. PPA is building a permanent, full-time, site-based Project Management Consultancy (PMC) team in Qatar to support its growing mission-critical project portfolio. The Project Manager leads the PMC team on site and holds full accountability for project delivery – scope, schedule, budget, quality and safety – acting as the primary interface with the client. The successful candidate will Lead the PMC team delivering the project on behalf of the client Own overall project delivery: scope, schedule, budget, quality and safety Act as the primary client interface and represent PPA on site Manage PMC discipline leads and coordinate with contractors and design teams Job Accountabilities Project Leadership & Delivery · Lead full-time, site-based PMC delivery of mission-critical projects in Qatar on a permanent basis, from mobilisation through to handover.· Own overall project governance, ensuring delivery stays aligned with client objectives, approved scope, budget and schedule at every stage.· Define the project delivery plan, governance structure and RACI, and ensure the PMC team understands its roles and reporting lines.· Chair project progress and steering meetings, and issue regular, accurate status reporting to the client and PPA leadership.· Identify, escalate and resolve critical issues, risks and change requests before they impact delivery.· Ensure each project phase – design, procurement, construction and commissioning – is formally reviewed and signed off before progressing to the next. Client & Stakeholder Management · Act as the primary point of contact for the client on site, representing PPA at client governance and steering meetings.· Build and maintain strong working relationships with the client, main and sub-contractors, designers, and relevant Qatari authorities.· Manage client expectations proactively, ensuring transparent, timely communication throughout the project lifecycle.· Coordinate with utilities, authorities and permitting bodies to support approvals and statutory compliance. Team Leadership & Resourcing · Lead and manage the PMC discipline team (Technical & Commissioning, QA/QC, Planning, HSE, Project Controls) on site.· Plan resourcing needs, allocate team members to project priorities and monitor workload and performance.· Set clear objectives for direct reports, conduct performance reviews and support their development.· Mentor and coach team members, building institutional PMC capability within the Qatar office. Design & Technical Coordination · Oversee the review and approval of design deliverables submitted by the design consultant/contractor.· Ensure design intent is carried through consistently into procurement, construction and commissioning.· Resolve technical and interface issues between disciplines, contractors and the client's technical team. Procurement & Contract Management · Support tendering, contractor and vendor selection, and contract award processes.· Oversee day-to-day contract administration for main and sub-contracts, ensuring compliance with contract terms.· Manage variations, claims and disputes, working with commercial/legal support as required. Commercial & Cost Management · Own the overall project budget, cost forecasting and monthly cost reporting.· Review and approve payment certificates and monitor actual cost against the approved budget.· Manage contingency, change control and cost risk across the project. Schedule & Risk Management · Oversee the master project programme and critical path, ensuring the Planning Engineer's outputs are accurate and actionable.· Monitor progress against key milestones and intervene early where delays are identified.· Own and maintain the project risk register, and lead regular risk review sessions with the team. Quality, HSE & Compliance · Ensure the project quality management plan and HSE management plan are implemented, audited and enforced on site.· Chair or attend site safety reviews and quality review meetings, holding contractors accountable for performance.· Ensure project delivery complies with contractual requirements and all relevant Qatari regulations and permits. Commissioning & Handover · Oversee execution of the commissioning strategy, working closely with the Technical & Commissioning Manager.· Ensure a smooth, well-documented transition to the client's operations team, including resolution of snagging and defects.· Ensure as-built documentation, O&M manuals and close-out records are complete and delivered on time. Technical Knowledge Strong knowledge and hands-on experience required across · Full project lifecycle management for mission-critical/data centre construction projects.· Contract administration (e.g. FIDIC or similar forms of contract).· Cost control, schedule management and risk management.· The Qatar construction market, regulatory and permitting environment.· Stakeholder and client management on site-based projects. Qualifications & Education · Degree in Engineering, Construction Management or a related field.· PMP or equivalent project management certification preferred. Experience · 10+ years in project/construction management, including mission-critical or data centre projects.· Proven experience managing PMC or consultancy teams on site-based projects.· Experience working in Qatar or the wider GCC region preferred. Knowledge & Skills · Strong leadership and team management skills.· Excellent client-facing and stakeholder management skills.· Strong commercial and contractual acumen.· Fluent English; Arabic an advantage.

Acts as the Company representative with the customer and selected suppliers during the program execution. Negotiates changes to the scope of work with the customer. Establishes the program requirements for all areas of the program, and monitors the draft and final deliverables for adherence to these criteria. Assigns responsibility to executing project plans for key subordinates and assesses how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Promotes technical excellence as well as the improvement of the Quality Improvement Process. Mobilizes Company resources, through effective liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Works with individual lead discipline engineer to develop budgets, schedules and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule. Works with individual lead discipline to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the customer and Company management of any such changes. Oversees establishment of Work Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan and other documents for hazardous waste work. May participate in negotiations with regulatory agencies and in public meetings in support of customers. Ensure ongoing monitoring of the communication network between project staff, the customer and third parties and introduction of changes where required. Risk Management Identify project risks and opportunities. Monitor closure of all identified risks and opportunities. Maintain the risk management focus throughout the project duration Design Management Set clear objectives for the design team. Ensure design team are aware of, and are complying with, customer's Basis of Design and applicable regulations and codes. Monitor design activities, inter-discipline data flow and communications Procurement/Subcontracts Management Set clear objectives for the procurement and subcontracts team. Assess procurement process throughout the project to ensure goods meet specification and are delivered on time and are within budget. Construction Management Set clear objectives for the Construction team. Monitor the Construction Management function to ensure safe delivery of the project within cost and schedule objectives Education – Qualifications, Accreditation, Training Full-Time Bachelor’s Degree in Engineering from an accredited university Chartered Professional Engineer (CPEng) status or undertaking the same will be an advantage. Industry Specific Experience Prior experience must include significant project experience and successful project management. Vast relevant experience in a supervisory and/or project management role including technical expertise. Mandatory experience in FEED and Detail Design for large Offshore Brownfield Projects. <h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> About the job SENIOR PROJECT MANAGER DATA - T24 MODERNISATION (BANKING) Role Overview This is a senior delivery role responsible for leading and governing all data migration, transformation, reconciliation, cleansing, governance, testing, cutover, and data readiness activities for the T24 Core Banking Modernisation programme at a leading Qatar-based financial institution.  The Data Workstream PM will own the end-to-end data migration strategy and execution across the transition from legacy T24 modules to the target T24 platform and all downstream peripheral systems. The role combines deep technical data migration expertise with strong programme management capability and the ability to manage multiple SI vendors simultaneously. Key Responsibilities Data Migration Strategy & Scope Establish the overall data migration strategy and define migration methodologies, incremental delta load approaches, extraction strategies, and distribution frameworks for newly introduced T24 modules and downstream reporting environments. Manage documentation of all source systems, target systems, data mappings, and peripheral solutions. Coordinate source-to-target mapping workshops involving Business SMEs, IT SMEs, and peripheral application owners. Govern development of transformation logic and code transformation rules. Ensure downstream systems receive required transformed data and remain synchronised post go-live. Data Extraction & Cleansing Coordinate application owners and database administrators to extract data from legacy T24 modules including FT, LD, MM, and related domains. Partner with business stakeholders to execute data cleansing and remediation activities. Drive data quality improvement initiatives and ensure only cleansed, validated, and trusted data enters the target platform. Vendor & Governance Management Manage and coordinate SI vendors responsible for migration and reconciliation activities. Govern all SI data migration delivery, provide guidance and support to delivery teams, and hold vendors accountable for agreed deliverables and quality standards. Establish migration standards, validation rules, and sign-off criteria. Ensure full compliance with data privacy, masking, and regulatory requirements throughout the programme. Mock Migration & Loading Coordinate scheduling and execution of multiple mock migration cycles. Validate ETL performance, speed, and migration accuracy across each run. Optimise migration windows, minimise production downtime during final cutover, and reduce extraction and loading durations. Coordinate parallel loading into downstream systems while maintaining synchronisation with T24. Reconciliation & Testing Oversee development of automated reconciliation capabilities. Validate reconciliation across General Ledger balances, customer balances, loan portfolios, product balances, and customer records. Lead triage and resolution of all migration-related defects. Cutover Own detailed minute-by-minute cutover runbooks covering freeze periods, extraction windows, load sequences, validation checkpoints, and execution steps. Secure readiness approvals from Business, Operations, Risk, Compliance, and IT stakeholders. Define rollback procedures and recovery mechanisms and ensure preservation of data integrity in rollback scenarios. Workstream Management Plan, organise, track, govern, and report all data-related workstream activities. Manage cross-functional dependencies and issues. Provide regular status updates to the Programme PMO and executive stakeholders. Essential Skills & Experience Minimum 12 years of experience in data management, data migration, or IT programme management with at least one full lifecycle core banking migration programme as a senior lead.  Deep hands-on expertise in large-scale ETL design, build, and execution in a banking environment.
