About the Organisation</b></p><p>The Organisation is a Single Family Office (SFO) licensed by the Qatar Financial Centre (QFC), managing and preserving the wealth of a principal family across a diversified portfolio of both local and international investments. The SFO operates as a lean, high-trust team where each member carries broad responsibility. The Organisation places a premium on discretion, precision, and institutional-grade governance across all its activities.</p><p><br></p><p><b>2. Role Purpose</b></p><p>The Chief of Staff (CoS) is the operational backbone of the Organisation. Sitting at the intersection of administration, operations, finance & accounting, governance, and family services, the CoS ensures that everything the Managing Director does not directly manage is handled with precision, confidentiality, and proactivity. The role spans the full breadth of back-office and middle-office functions — from bookkeeping and regulatory liaison to family concierge — and is central to the smooth functioning of the office.</p><p>This is a demanding, high-autonomy role suited to someone who combines a solid accounting foundation with exceptional organisational skills, sound judgement, and the interpersonal fluency to represent the office professionally with banks, regulators, lawyers, trustees, and family members alike.</p><p><br></p><p><b>3. Key Responsibilities</b></p><p>3.1 Office Administration & Executive Support</p><p>▸ Manage the day-to-day running of the office, ensuring a well-organised, efficient working environment.</p><p>▸ Maintain and coordinate the calendars of the Managing Director, including scheduling internal and external meetings, calls, and travel.</p><p>▸ Organise and prepare materials for all relevant meetings (team meetings, Investment Committee meetings), including agendas, minutes, and action-item tracking.</p><p>▸ Manage inbound correspondence and communications on behalf of the office; draft letters, emails, and formal communications as required.</p><p>▸ Coordinate domestic and international travel logistics for the principal family and office leadership, including visas, accommodation, and itineraries.</p><p>▸ Oversee office supplies, equipment, vendor contracts, and facilities management.</p><p>▸ Maintain an up-to-date office procedures manual and ensure all internal processes are documented.</p><p><br></p><p>3.2 Accounting & Bookkeeping</p><p>▸ Serve as the primary bookkeeper for the SFO, maintaining complete, accurate, and up-to-date financial records across all entities, accounts, and investment vehicles.</p><p>▸ Record all income, expenses, transfers, distributions, and capital transactions in the accounting system on a timely basis.</p><p>▸ Perform monthly bank reconciliations across all accounts held by the SFO and associated family entities.</p><p>▸ Prepare monthly management accounts (P&L, balance sheet, cash flow summary) for review by the Managing Director.</p><p>▸ Assist in the preparation of year-end financial statements and liaise with external auditors and tax advisors to facilitate the annual audit process.</p><p>▸ Maintain the SFO's chart of accounts and ensure consistent, accurate coding of all transactions.</p><p>▸ Monitor liquidity positions across accounts and flag funding needs or cash concentration issues to the Managing Director in a timely manner.</p><p>▸ Maintain fixed asset registers and depreciation schedules for all SFO assets.</p><p>▸ Support the preparation of management reports and financial summaries for the Investment Committee.</p><p>▸ Ensure compliance with applicable QFC accounting standards and maintain records in accordance with QFC and local regulatory requirements.</p><p><br></p><p>3.3 Invoice & Payments Management</p><p>▸ Manage the full accounts payable cycle: receive, review, code, and obtain approval for all invoices from service providers, advisors, and vendors.</p><p>▸ Process payments via the SFO's banking platforms, ensuring accurate and timely settlement of all obligations.</p><p>▸ Maintain a payments calendar to ensure no invoice or commitment falls due without prior notice to the Managing Director.</p><p>▸ Reconcile supplier statements and resolve any discrepancies with vendors or service providers.</p><p>▸ Manage petty cash and staff expense reimbursements in accordance with the SFO's expense policy.</p><p>▸ Track all recurring fees (management fees, retainers, advisory fees, custody charges, regulatory fees, etc.) and flag any deviations from agreed terms.</p><p>▸ Maintain documentation for all payments, ensuring audit-ready records at all times.</p><p><br></p><p>3.4 Document Management & Archiving</p><p>▸ Design, implement, and maintain a comprehensive digital and physical filing system covering all legal, financial, regulatory, investment, and family documents.</p><p>▸ Ensure all key documents (corporate resolutions, trust deeds, account agreements, investment reports, regulatory correspondence, valuation reports, insurance policies, wills, POAs, etc.) are properly indexed, version-controlled, and securely stored.</p><p>▸ Maintain a master document register with expiry and renewal alerts for time-sensitive items (licenses, insurance policies, regulatory filings, AML/KYC reviews, etc.).</p><p>▸ Ensure document access controls are in place and that confidentiality is maintained at all times.</p><p>▸ Coordinate execution, wet-signing, notarisation, and apostille of documents as required by service providers and regulators.</p><p>▸ Support due diligence processes by gathering and organising required documentation for banks, lawyers, trustees, and counterparties.</p><p><br></p><p>3.5 Regulatory & Compliance Liaison</p><p>▸ Act as the primary point of contact for the Qatar Financial Centre (QFC) Authority and the Qatar Financial Centre Regulatory Authority (QFCRA) on all administrative and compliance matters.</p><p>– Track and manage QFC licence renewals, annual filings, and regulatory submissions.</p><p>– Coordinate responses to information requests from the QFC and QFCRA, liaising with the Managing Director and external legal counsel as needed.</p><p>▸ Liaise with all external professional advisors and service providers, including:</p><p>– Legal counsel (corporate, trust, and family law) — coordinating instructions, reviewing engagement letters, tracking matters</p><p>– Real estate valuators — coordinating periodic property valuations and maintaining valuation records</p><p>– Managed Service Providers (MSPs) / IT / technology vendors</p><p>– Trustees and trust administrators</p><p>– Banking partners (local and international) — account maintenance, KYC/AML renewal, account opening/closing, signatory updates</p><p>– Tax advisors, auditors, and actuaries</p><p>– Insurance brokers and providers</p><p>▸ Maintain a service provider register including contacts, scope of services, fee arrangements, contract terms, and renewal dates.</p><p>▸ Monitor regulatory developments relevant to SFOs in Qatar and flag any changes that may require action by the Managing Director </p><p>▸ Coordinate AML/KYC documentation for the SFO and its entities, ensuring records are current and complete.</p><p><br></p><p>3.6 Investment Committee & Governance Support</p><p>▸ Coordinate all administrative aspects of Investment Committee (IC) meetings: scheduling, logistics, circulation of materials, and preparation of the meeting room.</p><p>▸ Draft and maintain IC meeting minutes; track and follow up on action items assigned to the Managing Director, or external advisors.</p><p>▸ Maintain the Investment Committee calendar, including regular reporting cycles and ad hoc meeting requests.</p><p>▸ Prepare or compile financial and accounting schedules requested by the IC (e.g. cash balances, fee summaries, entity structures, capital account statements).</p><p>▸ Maintain the register of IC members, their mandates, and appointment/renewal dates.</p><p>▸ Assist in maintaining the SFO's governance framework documentation (investment policy statement, risk registers, delegation of authority matrix) under the direction of the Managing Director.</p><p><br></p><p>3.7 Family Concierge Services</p><p>▸ Provide high-quality concierge support to the principal family, acting as a trusted point of contact for personal and administrative matters connected to the SFO's responsibilities.</p><p>▸ Coordinate and manage personal payments, transfers, and financial matters on behalf of family members as directed.</p><p>▸ Assist with property-related administration (leases, maintenance contracts, utility accounts, insurance, service provider coordination).</p><p>▸ Coordinate and track the family's insurance portfolio (property, vehicle, life, health, travel, liability) — renewals, claims, and correspondence with brokers.</p><p>▸ Support family members with document requests, certifications, and liaison with government offices or embassies where required.</p><p><br></p><p><b>4. Qualifications & Experience</b></p><p>4.1 Education</p><p>▸ Bachelor's degree in Accounting, Finance, or a closely related field is required.</p><p>▸ A professional accounting qualification (CPA, ACCA, ACA, CMA, or equivalent) is strongly preferred.</p><p>4.2 Experience</p><p>▸ Minimum 5–8 years of relevant professional experience, ideally in one or more of the following environments:</p><p>– Family office (single or multi-family office)</p><p>– Private wealth management, trust company, or fiduciary firm</p><p>– Professional services (audit, advisory, or legal) serving HNW or UHNW clients</p><p>– Family-owned holding company based in Qatar or the GCC</p><p>– Private equity, real estate investment, or asset management back-office</p><p>▸ Proven, hands-on bookkeeping and accounting experience — capable of maintaining books independently without reliance on a dedicated finance team.</p><p>▸ Experience liaising with regulators, lawyers, banks, and external advisors in a professional capacity.</p><p>▸ Experience in Qatar or the GCC is strongly preferred; familiarity with the QFC regulatory environment is an advantage.</p><p>4.3 Skills & Competencies</p><p>▸ Accounting & Financial Acumen: Solid command of double-entry bookkeeping, financial statement preparation, and reconciliation processes.</p><p>▸ Attention to Detail: Exceptional accuracy and thoroughness across all tasks — from bookkeeping entries to document management.</p><p>▸ Organisational Mastery: Ability to manage multiple competing priorities, deadlines, and stakeholders with calm efficiency.</p><p>▸ Discretion & Integrity: Absolute trustworthiness in handling highly confidential financial, legal, and personal information.</p><p>▸ Communication: Strong written and verbal communication skills in English; Arabic language skills are an advantage but not required.</p><p>▸ Technology Proficiency: Advanced command of Microsoft Office (Word, Excel, Outlook). Working Environment & Expectations</b></p><p>The Organisation operates as a deliberately small, lean team. The Chief of Staff must be comfortable working autonomously across a wide range of functions — there is no large back-office to delegate to. The role demands someone who takes full ownership of their responsibilities, maintains impeccable standards without being supervised, and operates with the level of discretion and professionalism expected in a private family office environment.</p><p>The CoS will work closely with, and in direct support of, the Managing Director on a daily basis. Occasional interaction with the principal family should be expected. The role may from time to time require flexible working hours to accommodate time-sensitive transactions, regulatory deadlines, or IC meeting schedules.</p><p><br></p><p><b>7. A Note on Scope</b></p><p>The Chief of Staff role at the Organisation is intentionally broad. Given the SFO's commitment to remaining a small, high-performing team, this position will encompass tasks that in a larger organisation would be distributed across a CFO, office manager, compliance officer, legal coordinator, and executive assistant. Proven experience in T&I coordination, interface management, project engineering, or project execution roles. Experience managing interfaces among engineering, procurement, construction, installation, commissioning, contractors, and third-party stakeholders. Strong exposure to multi-disciplinary and multi-contractor project environments, preferably involving offshore, brownfield, or complex execution projects. Familiarity with project phases from FEED through commissioning and start-up, including risk management, MOC, and interface control processes. Experience working with international teams and clients within offshore and Middle East project environments is an advantage.<br><br>Languages<br><br>Proficient in English (mandatory)<br><br>Technical Knowledge / Skills<br><br>Strong knowledge of T&I operations, interface management, and EPC/EPCI project execution. Job Summary<br><br>The Sales & Business Development Manager is responsible for leading the commercial activities of the Cable Vision Division to achieve approved targets for revenue growth, order intake, gross margin, collections, customer acquisition and retention. The position develops and manages the sales pipeline, identifies tenders and new market opportunities, manages key accounts, oversees commercial proposals, and strengthens relationships with consultants, clients, principals, suppliers and technology partners. The role is also responsible for developing maintenance contracts, system upgrades and recurring service revenue.<br><br>Duties And Essential Job Functions<br><br>Sales and Business Growth<br><br>Develop and implement the annual sales and business development plan in coordination with the Division Manager. Achieve approved targets for revenue, order intake, gross margin, profitability and collections. Identify new customers, projects, products and market opportunities in Qatar. Develop cross-selling opportunities with other Almuftah Group divisions. Conduct market and competitor analysis and recommend suitable growth strategies. Prepare sales budgets, forecasts and periodic commercial reports for the Division Manager.<br><br>Sales Pipeline and Customer Management<br><br>Develop and maintain an updated sales pipeline covering leads, enquiries, tenders, proposals and expected orders. Monitor sales opportunities and ensure timely follow-up to improve conversion rates. Prepare accurate monthly, quarterly and annual sales forecasts. Manage key accounts and maintain strong relationships with clients, consultants, contractors and decision-makers. Acquiring new customers through market visits, networking, presentations, registrations and tender participation. Monitor customer satisfaction, resolve commercial concerns and improve customer retention.<br><br>Tenders and Commercial Proposals<br><br>Identify relevant public and private tenders and upcoming projects. Coordinate with the technical, estimation, procurement and finance teams to prepare complete technical and commercial proposals. Ensure that tenders and quotations are submitted accurately and within the required deadlines. Maintain an updated tender register and follow up on submitted proposals until final award or closure. Review the outcome of successful and unsuccessful bids and recommend improvements.<br><br>Pricing, Negotiation and Contract Review<br><br>Review project costs, pricing, discounts and margins before submitting proposals for approval. Maintain pricing discipline and ensure that quotations meet approved profitability targets. Lead commercial negotiations with customers while protecting the company’s profitability and contractual position. Review payment terms, warranties, penalties, delivery obligations and other commercial conditions. Identify and escalate contractual, credit or commercial risks to the Division Manager and relevant departments. Ensure that major discounts, contractual commitments and commercial exceptions receive the required approval.<br><br>Collections and Financial Performance<br><br>Coordinate with Finance to monitor invoices, customer credit limits, outstanding payments and overdue accounts. Follow up with customers to ensure timely collection of payments. Report collection risks and recommend corrective action for delayed or high-risk accounts. Monitor actual sales, order intake, margins and collections against approved targets.<br><br>Consultant Approvals and Vendor Registration<br><br>Obtain and maintain consultant approvals for the division’s products, systems and technical solutions. Manage vendor registrations and prequalification requirements with existing and prospective customers. Ensure that company profiles, licenses, certificates, project references and technical documents remain updated. Maintain records of approvals, registrations, prequalification and renewal dates.<br><br>Maintenance and Recurring Revenue<br><br>Develop annual maintenance contracts, service agreements, upgrades and other recurring-revenue opportunities. Work with technical and service teams to identify systems requiring maintenance, renewal, replacement or upgrading. Maintain an updated register of maintenance contracts and ensure timely follow-up on renewals. Monitor maintenance contract revenue, profitability and customer-renewal rates.<br><br>Principals, Suppliers and Technology Partners<br><br>Maintain strong business relationships with principals, suppliers, manufacturers and technology partners. Negotiate competitive pricing, discounts, credit terms, warranties, technical support and training. Coordinate joint customer visits, presentations and business development activities with partners. Identify new products, solutions and technology partners that can strengthen the division’s portfolio. Evaluate supplier and principals’ performance and recommend improvements when required.<br><br>Team Leadership and Coordination<br><br>Lead and monitor the performance of the sales and business development team. Set clear individual and team targets and conduct regular performance reviews. Coordinate with technical, estimation, procurement, project and service teams to provide suitable and profitable customer solutions. Ensure the proper handover of awarded projects to the execution team, including the agreed scope, price, schedule and commercial terms. Identify training needs and support the development of the sales and commercial team.<br><br>Reporting And Responsibilities<br><br>Submit regular reports on sales, order intake, margins, pipeline, forecasts, collections, tenders and customer retention. Represent the division in commercial meetings when authorized by the Division Manager. Support the Division Manager in preparing budgets, growth plans and commercial strategies. Refer major pricing decisions, contracts, commitments and commercial risks to the Division Manager for final approval. Perform other related duties relevant to the position as assigned by the Division Manager or Senior Management.<br><br>Other Responsibilities<br><br>Maintain the confidentiality of the company’s pricing, customer, supplier and commercial information. Comply with the company’s policies, procedures and approved authority matrix.<br><br>Job Specifications<br><br>Educational Qualification<br><br>Bachelor’s degree in Communications Engineering, Electrical Engineering, Electronics Engineering, Business Administration, Marketing or a related discipline. A postgraduate qualification in business, sales or marketing is an advantage.<br><br>Professional Experience<br><br>Minimum of 8 years of relevant experience in sales and business development, including at least 3 years in a managerial or supervisory capacity. Proven experience in ELV, cable television, broadband, telecommunications, ICT, security systems or technology system-integration solutions. Relevant sales and business development experience in Qatar is required. Demonstrated experience in handling tenders, key accounts, consultant approvals, vendor registrations and commercial negotiations. Proven track record of achieving revenue, order intake, profitability and collection targets.<br><br>Licenses/Certifications<br><br>Professional certification in sales, marketing, contract management or project management is an advantage. <section><p class="heading jdMain">Job Description</p><p class="heading">Roles & Responsibilities</p><div class="paragraph"><p>The Traffic Management Specialist arranges the shipment of Pre-positioned Global Prepositioned Material Services (GPMS) cargo to various worldwide destinations via air, land and sea. The Incumbent must comply with all applicable international and Federal Transportation Laws, Regulations, Tariffs and Department of Defense (DOD) guidance. Must be able to gain access to Logistics Tool Suite (LTS), Global Freight Management (GFM), Cargo Movement Operating System (CMOS), Integrated Logistics System-Supply (ILS-S), Global Air Transportation Execution System (GATES), Integrated Computerized Deployment System (ICODES), Integrated Booking System (IBS), Joint Container Management system (JCM), Wood Packaging Materials (WPM) Management Toolset, Global Asset Reporting Tool (GART) and web-based tracking systems such as Integrated Data Environment/Global Transportation Network Convergence (IGC), Radio Frequency Identification (RFID-ITV) Tracking Portal, Global Decision Support Systems (GDSS-2) and Single Mobility System (SMS) to ensure In-transit Visibility (ITV) within the Defense Transportation System (DTS). Ensures all shipments comply with the International Trade and Arms Regulations (ITAR), the Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS). Must be able to complete AMMO-43, Intermodal Dry Cargo Container/CSC Reinspection, AMMO-62, Technical Transportation of Hazardous Materials Distance Learning Courses and WPM Certification/recertification web-based training. Ensures compliance with Performance Work Statement (PWS) and Amentum ISO 9001 Quality Management System (QMS).</p><p>Principal Accountabilities</p><ul><li>Inspects, accepts documentation (DD Form 1149/1348-1), prepares and processes all outbound/inbound cargo offered for transportation in the Defense Transportation System (DTS).</li><li>Checks for completeness and accuracy. Verifies the Nomenclatures, Quantity, Transportation Control Numbers (TCN), Transportation Account Code (TAC), Consignor and Consignee Codes, Hazardous/Classified materials, ITARS certifications and other essential transportation data.</li><li>Properly classified freight, selects commodity codes, selects the most efficient mode of shipment and controls obligations for government transportation funds.</li><li>Prepares all required shipping documents for data input to CMOS/GATES, assigns Transportation Control Numbers, produces labels, issues truck manifest for general/hazardous cargo and Maintains Manifest logs.</li><li>Uses automated computer systems to process and document to accurately input the Transportation Control Numbers, Transportation Accounting Codes, consignor and consignee codes and other essential transportation data into CMOS, GATES or IBS.</li><li>Inspects Hazardous Materials to ensure proper packaging, marking, labeling, documentation and certification in accordance with applicable Dangerous Goods Regulations (AFMAN 24-604), 49 Code of Federal Regulation, International Air Transport Association (IATA) and International Maritime Dangerous Goods (IMDG).</li><li>Inspects, accepts and inventories all incoming freight and containers for overages, shortages and damage before acceptance. When required, initiate and complete DD Form 361, Transportation Discrepancy Report (TDR).</li><li>Provides asset visibility and real-time view to track customer queries using IGC, RFID-ITV, GDSS2 or SMS.</li><li>Prepares shipping documents and Movement Requests for international and domestic shipments between sites and container movements from the Sea Port of Embarkation (POE) to the Sea Port of Debarkation (POD) shipped by surface or sealift.</li><li>Performs Port Handling and Inland Transportatin (PHIT) and ensures the subcontractor performs all duties and responsibilities according to the Statement of Work (SOW). Inspects and documents each shipment for contract compliance on a Customer Service Survey form.</li><li>Processes Export Traffic Release Requests (ETRR) for sealift shipments using Surface Deployment Distribution Command (SDDC) - Integrated Booking System (IBS).</li><li>Performs Host Country customs clearances and liaises with Military and Host country Ministries on Import and Export for Border Customs Clearances, Airport Customs Clearances and Seaport Clearances.</li><li>Selects and initiates contact with local carriers to arrange appropriate transport equipment for containers, classified, sensitive, hazardous or outsized shipments based on the size, weight, commodity description, freight classification, required delivery date, priority or other special requirements.</li><li>Loads/unloads 463L pallets, equipment, vehicles and ISO containers from flat-bed/low-bed trucks. May assist in loading/unloading military vessels at the seaport.</li><li>Assists the Pallet and Net Managers with inspections, issuing, accounting, controlling, reporting and maintaining operation stock levels of 463L pallets, nets and other tie-down equipment located on-site.</li><li>Assists the WPM Custodian with inspecting and certification, record keeping and reporting the receipt and usage requirements.</li><li>Assists the CCO with completing the monthly container inventory, ensuring all containers located on-site are inventoried between the 1st and 30th day of each month.</li><li>Reports all lost, damaged, destroyed and modified containers to the CCO within 12 hours of discovery.</li><li>Performs container inspections and reports findings on the DA2404 equipment inspection and maintenance worksheet.</li><li>Receives/Ships all containers in JCM within 12 hours of receipt or departure.</li><li>Operates GATES and ICODES to process and manifest cargo and to develop load plans for military and commercial aircraft.</li><li>Prepares, inspects, reviews and submits Preload Plans, Hazardous Materials Diplomatic Clearances (HAZDIP) and other documents to facilitate air movement.</li><li>Inspects cargo documentation, conducts Joint Inspections and certifies that cargo is built correctly and airworthy.</li><li>Computes weight and balance and certifies weight distribution of the aircraft with passengers, cargo and baggage.</li></ul></div></section><section><p class="heading">Desired Candidate Profile</p><p class="paragraph"></p><p>Must be proficient in the use of personal computers and Windows Operating Systems and Microsoft Office to include as a minimum PowerPoint, Excel and Word programs.</p><p>Knowledge of related shipping/receiving procedures and the ability to detect/report problems to appropriate personnel.</p><p>Excellent organizational skills and the ability to effectively work under pressure and strict timelines required.</p><p>Ability to maintain an effective working relationship with coworkers, including multi-national staff and external and internal customers is required.</p><p>Must be able to communicate clearly and concisely, orally and in writing to coworkers and customers while maintaining Communication Security (COMSEC), Operational Security (OPSEC) and Computer Security (COMPUSEC).</p><p>Knowledge and understanding of MHE equipment operations and associated hazards required.</p><p>Will be required to receive training and operate material handling equipment.</p><p>Must possess a valid home country driver's license and ability to obtain host nation driver's license.</p><p>High School diploma or equivalent required.</p><p>Minimum of three years of experience in Traffic Management (TMO)/Air Freight operations or associate degree in a related field of study required.</p><p>Experience may include but is not limited to import/export, freight acceptance, preparation, handling, cargo shipping/receiving by surface, sea and air, data records, container management, customer service, cargo operating computer systems or other related experience.</p><p>Possess a current HAZMAT Certification in accordance with AFMAN 24-604 or ability to obtain it upon acceptance of the position.</p><p>Must be eligible to obtain and maintain facility credentials/authorization.
