<h2 class="h5">Job description</h2> <div class="t-break" data-jb-field="description"> <ul> <li>Provide expert professional advice and guidance in allocation, planning and stewardship of costs and expenditures for Onshore Project and develop and modify procedures to meet business requirements during project phases.</li> <li>Develop and maintain a set of Project Cost Control procedures, guidelines and flow charts to meet project requirements along with a standard cost reporting process across all project Contracts.</li> </ul><br><ul> <li>Ensure cost data integrity across all Contracts and make sure cost information is accurately compiled and reported to Project Management to provide visibility on overall project cost status and performance.</li> <li>Direct project team and provide guidance and expertise to Project Cost Engineers assigned to each one of the EPCs and ensure common understanding and standardized practice of cost control processes in terms of Value of Work Done (VOWD) reporting, forecast updates, contractors' change orders, trend and contingency management and expenditures allocation.</li> <li>Support the Business Division Manager and lead the financial input into Funding Packages submittals, e.g. Advance Commitments (ACs), Full Funding (FF), Supplementary Funding whenever required and recommend budget transfers to ensure that all necessary funding is provided and Project Cost at Completion is aligned with the approved budgets.</li> <li>Development of Forecast cost estimates and preparation of annual Work Program and Budget (WP&amp;B) taking full consideration of project scope, progress achieved and pending to complete scope.</li> <li>Develop and maintain Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for the overall Onshore project consistent with project scope and reporting structures requirements across project EPCs.</li> <li>Facilitate the monitoring of FEED and Contractors and project's cost performance comparing to agreed control plans and recommend corrective plans as required during project execution with the appropriate PMT personnel.</li> <li>Monitor, review and endorse FEED and Contractors deliverables in terms of VOWD reporting, Trend Management and Earned Value Analysis.</li> <li>Advise Head Project Controls and Project Leadership Team of any potential cost issues as early enough to mitigate, provide guidance on corrective actions and measures to mitigate any adverse trends.</li> <li>In conjunction with Head Project Controls develop and implement corrective actions and recovery plans ensuring these are implemented in a timely manner.</li> <li>Follow up Project Commitments in line with approved budgets and ensure all change orders are dully submitted (with regard to contractual compliance) and are subject to proper Management approval.</li> <li>Provide guidance to Procurement and Contracts teams for commitments WBS and CBS allocations.</li> <li>Develop in-house cost reporting solutions for managing Project Cost ensuring accuracy, integrity and consistency of data.</li> <li>Provide support for tenders' technical evaluations during Pre-EPC phase by developing Tender Evaluation Plans, facilitating and coordinating the technical evaluation process, developing Technical Bid Evaluation reports and getting required approvals from project management and Onshore committees.</li> </ul><br><ul> <li>Bachelor's degree in Business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics, and Statistics.</li> <li>Eight (8) years' experience in business related function or discipline, including four (4) years in the Oil &amp; In this role you will get to provide planning and scheduling support required in the execution of projects, overseeing assigned engineering construction projects. Analyzing engineering problems, evaluate alternatives, and recommend solutions. Developing, implementing, and maintaining scheduling and project controls functions on a Programs (Design and construction projects).</p><p><b>What You'll Be Doing:</b></p><ul><li>Extensive knowledge and experience in project planning, budgeting, cost phasing and control from the project initiation to close out phases, utilizing computer based systems (Primavera Project Management P6 &amp; Primavera Contract Management Expedition ), within the framework of an integrated project services function for the effective management of a wide range of concurrent projects, to meet the business plan objectives.</li><li>Completed at least one project in same role that is comparable in complexity and size to the project.</li><li>Using latest version of Primavera Project Management (P6) and Primavera Web Scheduling software for monitoring and reviewing the baselines and updated project schedules and cost.</li><li>Ensuring the use of standardized forms and reports of Ashghal which are available in Primavera Contract Management (Expedition); Reviewing contractor s work program submissions including all narratives and supporting information and provides analysis and findings.</li><li>Verifying actual progress and comparing actual performances to original plans.</li><li>Monitoring, adjusting, and updating the cost plan and cash flows accordingly and the consolidating of these results in monthly reports.</li><li>Implements and maintains an Earned Value Management System on the project.</li><li>Preform EOT Assessment and prepare recommendation reports.</li></ul><p><strong>Desired Candidate Profile</strong></p><p>Bachelor s Degree in a relevant Engineering discipline with certification in planning and scheduling of projects and in using Primavera applications (Primavera Project Management /P6 and Primavera Contract Management / Expedition) and cost Engineering. Minimum 14 years of experience of which should be in a similar role with an engineering consultancy, supervisor consultant or project management consultancy. Experience in infrastructure projects such as Roads, Drainage, Sewer, public works. Requires basic engineering knowledge in electrical, mechanical, civil, or a related field. Proficient PC skills including a working knowledge of Microsoft Office and Primavera Project Management /P6 and Primavera Contract Management / Expedition, and Power BI. Must have good command of English both written and spoken, good communication and presentation skills. MMUP is a must.</p><p>Ability to work in a multi-disciplinary team, collaborating effectively with engineers, managers, and contractors. Strong organizational and time-management skills, with the ability to prioritize and manage multiple tasks efficiently. Knowledge of local building codes, safety regulations, and environmental standards related to infrastructure projects. Ability to generate progress reports, cost forecasts, and schedule updates for stakeholders. Proactive problem-solving abilities and strong attention to detail, particularly in ensuring compliance with project timelines and budgets.</p>
