We’re bridging two worlds, moving towards more sustainable energy sources, while helping to provide the energy, chemicals and resources needed now.<br><br>Responsibilities<br><br>Primary Responsibilities:<br><br>Participate in daily planning meetings involving implementation contractors to ensure effective implementation of project HSE requirements. Demonstrate leadership and commitment to the achievement of HSE objectives and to the success of all Contract / Project HSE initiatives. Maintain knowledge of current governing regulations, codes and practices and inform the HSE Lead whenever revisions to the HSE Plan are required. Report all instances of HSE non-compliance, including unsafe act(s) / condition(s) and incidents, including near misses. Assist Worley and subcontractor supervisors in identifying hazards and in planning and organising tasks such that a safe working environment is maintained. Ensure contractors are clear on project HSE expectations and requirements and ensure HSE roles, responsibilities, objectives and targets are agreed and understood by all parties. Make recommendations and offer advice and liaise with personnel on a continuing basis regarding HSE. Facilitate implementation of HSE processes and tools by actively visiting work areas dividing time between field (80%) and office (20%) locations to assess the HSE risk and effectiveness of HSE systems in place; including regular HSE Observations, HSE talks, HSE audits/ assessments, training sessions, implementation of HSE measures, promotion of safe work practices and ensuring interest & awareness of HSE is maintained at all levels. Lead HSE matters by example and influence all levels management within the operation in relation to safety performance and feed back to management. Assist in accident investigation process and report accordingly. In conjunction with the HSE Lead/Manager, ensure that all electrical and plant equipment is inspected and tagged to comply with the relevant Code of Practice and Standards with records kept. In conjunction with the HSE Lead/Manager, ensure that records are kept on site of all hazardous substances via Material Safety Data Sheets (MSDS). Monitor the availability and use of safety apparel and equipment. Keep safety records / documentation of incidents / injuries on the site. Compile reports to the project manager, safety skills updates and injury data. Assume hands-on management and implementation of all relevant HSE systems, standards and processes. Assist compliance with the relevant Occupational Health, Safety and Environmental Legislation and where applicable customer HSE requirements.<br><br>Project Deliverables<br><br>Ensure the implementation of all HSE Plan requirements across the portfolio of projects. Engage, influence and motivate project personnel, customer and contractors as required to ensure alignment, commitment and effective implementation of HSE Management Plan. Develop and implement safety initiatives to continually improve, achieve and maintain stated safety performance and objectives. Monitor activities to ensure that the primary objective is being met and if not ensure corrective action takes place. Monitor compliance with all relevant legislative requirements including passage of information regarding amendments/ additions to requirements as they come into effect. Role-model a commitment to personal well-being and a pro-active approach to continuously improving health, safety and environmental performance.<br><br>Site Support<br><br>Provide leadership and advice on HSE matters to implementation contractor personnel working at the site. Review implementation contractor Job Hazard Assessments (JHA), work permits applications, complimentary certificates and verify implementation of requirements at the job site. Ensure site HSE inspection and audit programs are implemented.<br><br>Education – Qualifications, Accreditation, Training<br><br>Bachelors Degree in engineering discipline (mechanical, welding, material, process etc.)<br><br>Industry Specific Experience<br><br>Must have experience in HSE discipline of projects in operating plants. Personnel shall have the specified minimum project experience in process plants, mainly Oil & Gas or petrochemicals, and shall be knowledgeable of the applicable Engineering codes and standards. Minimum 7 years’ experience in Brown Field Oil and Gas Project Delivery as an HSE Engineer. Lead and coordinate multi-disciplinary engineering teams across Feasibility/ Concept, FEED and Detailed Design phases. Direct the preparation and quality of engineering deliverables, ensuring alignment with scope, standards, and schedule requirements. Ensure timely, accurate, and compliant design output, meeting customer specifications, regulatory requirements, and industry best practices. Review and approve engineering execution strategies, project organization structures, and discipline responsibilities. Prepare and implement the Engineering management Plan on projects and ensure discipline schedules/budgets include safety and sustainability activities for the asset lifecycle. Manage technical Value Improvement Practices (VIPs) - technology selection, value engineering, energy optimization, RAM, etc.<br><br>Cross-Discipline Coordination & Interface Management<br><br>Provide overall integration across engineering disciplines, ensuring effective sequencing and interface management. Establish and maintain engineering coordination procedures with internal teams, licensors, contractors, and stakeholders. Oversee and manage interfaces between engineering, procurement, construction, and third-party contractors. Ensure structured communication and resolution of technical queries and inter-disciplinary conflicts.<br><br>Technical Governance & Quality Assurance<br><br>Ensure engineering activities comply with Worley standards, international codes, and customer specifications Must ensure maintaining engineering quality assurance processes, including document control, review cycles, and approval timelines. Lead the review and approval of key engineering documents, ensuring compliance with HSSEQ, operability, maintainability, and technical integrity requirements. Must ensure and participate in design reviews, safety studies, and technical assurance activities. Ensure required Technical Peer Reviews (TPRs) are planned, scheduled, and budgeted; proactively engage Location Director of Engineering when needed.<br><br>Project Management & Delivery<br><br>Overall key technical interface with customer management teams. Support the safe, on-time, and within-budget delivery of engineering scope across all project phases. Monitor engineering progress against schedule, budget, and deliverable milestones, identifying risks and implementing mitigation plans. Chartered Professional Engineer (CPEng) status or undertaking the same will be an advantage. MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates not holding this accreditation must be willing to achieve this within the probationary period.<br><br>Job Specific Knowledge , Experience & Competencies<br><br>Significant experience in oil & gas, petrochemical, or energy sector projects. Must have proven experience as Project Engineering Manager / Engineering Manager on Pre-FEED, FEED and Detailed Engineering projects during the last five years.
