Job Summary We are seeking an experienced Quantity Surveyor (QS) with 5–8 years of relevant experience in building construction projects in Qatar, preferably with strong exposure to villas, residential compounds, luxury mansions, and fit-out projects. The ideal candidate will be responsible for supporting both pre-contract and post-contract quantity surveying activities, including quantity take-offs, BOQ preparation, cost control, variations, valuations, subcontractor payments, and final accounts. Key Responsibilities Pre-Contract Duties Prepare detailed quantity take-offs from drawings, specifications, and project documents. Prepare and review BOQs (Bill of Quantities) and pricing schedules. Assist in preparing tender documents and cost estimates. Review drawings, specifications, and scope of works to identify discrepancies and omissions. Obtain and evaluate quotations from subcontractors and suppliers. Assist in analyzing project costs and preparing commercial comparisons. Coordinate with the Estimation, Design, Engineering, Procurement, and Project teams. Assist in identifying cost risks, exclusions, and opportunities during the tender stage. Post-Contract Duties Monitor project quantities, costs, and budgets against approved estimates. Prepare and evaluate variations, change orders, and claims. Prepare interim payment applications and valuations. Review subcontractor interim payments, invoices, and supporting documents. Maintain accurate records of project quantities and costs. Assist in preparing monthly cost reports and cost forecasts. Support project teams in cost control and value engineering. Measure completed works and verify quantities at site. Assist in preparing and closing subcontractor and main contract final accounts. Monitor project progress and ensure commercial records are properly maintained. Requirements Bachelor’s Degree in Quantity Surveying, Civil Engineering, or a related field.5–8 years of relevant Quantity Surveying experience, preferably in Qatar. Strong experience in building construction, villas, residential, luxury mansions, and fit-out works. Good knowledge of Civil, Architectural, Interior Fit-out, and MEP works. Good understanding of BOQ preparation, quantity measurement, valuations, variations, and cost control. Familiarity with Qatar construction market rates, suppliers, and subcontractors. Good knowledge of construction contracts; FIDIC experience is preferred. Proficient in Microsoft Excel and quantity surveying/estimation software. Ability to read and interpret construction drawings and specifications. Strong analytical, communication, negotiation, and organizational skills. Ability to work under pressure and meet project and tender deadlines. Preferred Qualifications Professional certification such as MRICS or equivalent is an advantage. Previous experience with luxury residential, high-end villas, private residences, and fit-out projects. Experience working with main contractors or construction companies in Qatar. Qatar driving license is an advantage. We are seeking a highly skilled and dynamic Senior O&M Engineer / Coordinator with 5 to 7+ years of hands-on experience in water and wastewater treatment operations. In this role, you will oversee the operations and maintenance (O&M) of critical water systems, including Sewage Treatment Plants (STP), Reverse Osmosis (RO) systems, and Medical Ultrapure Water Treatment plants. The Sr. Project Manager is to provide planning, project design reviews, project management, construction management and other administrative duties as required by a USAF engineering contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP) and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.Essential Responsibilities:<ul><li>Provide planning, project design reviews, project management, construction management and other administrative duties as required by the contract.</li><li>Provide oversight, manage and lead a team of 5 Project Managers as required.</li><li>Will assist with the development and maintenance of the Installation Development Plan (IDP), District Plans, and Component plans IAW DAFI 32-1015 or successor publications and guidance, Integrated Installation Planning, and the Integrated Installation Planning Playbook.</li><li>Provide site planning support services IAW DAFI 32-1015 and the Site Planning Playbook.</li><li>Will gather and document existing site conditions through the Comprehensive Planning Platform (CPP) following the format provided by the Customer.</li><li>Provide IDP, District Plans, and Component plan updates to the Installation GeoBase office and be responsible for the accuracy of all planning datasets within the GeoBase program.</li><li>Will provide comprehensive project management and technical liaison services to support the Government across the entire lifecycle of a range of projects, including new construction, renovation, and improvement projects for real property facilities. Accountabilities Key Accountabilities: Recruitment  1.    Manage and plan all identification, interviewing-technical assessment, and hiring activities to ensure the timely and quality recruitment of Engine Officers and Ratings to man the fleet. 2.    Act as a focal point for requirements relating to Engine recruitment services and competitor benchmarking, including market intelligence and salary reviews. 3.    Develop and maintain cost effective solutions to source Engine officers and ratings outside of established recruitment partners where required. 4.    Work closely with Marine Personnel Operations to ensure the effective and timely handover of Engine officers to vessels. 5.    Remain up to date with new regulations, legislation, and country specific restrictions impacting Engine crew recruitment and deployment. 6.    Maintain, review, and update personnel systems to ensure all contract authorizations and recruitment documentation are completed accurately. 7.    Build and maintain strong relationships with manning agencies and global skill pool managers to support Engine manpower requirements. 8.    Analyze Engine recruitment and attrition data to forecast accurate manpower statistics and identify trends for management reporting and review. 9.    Monitor the entire Engine recruitment pipeline, continuously reviewing, assessing, and streamlining processes, and implementing improvements where required. 10.    Liaise with venues and administer event contracts for Engine induction courses and recruitment related activities. 11.    Manage and maintain all contracts related to Engine recruitment activities. 12.    Monitor Engine recruitment related expenditure, identify cost saving opportunities, and propose simplified and cost-effective recruitment solutions where applicable. 13.    Ensure all Engine recruitment processes comply with legal, tax, regulatory, and company requirements. 14.    Act as the focal point for the Nakilat Engine Cadet Program, including recruitment coordination, stakeholder engagement, and program support. Quality, Health, Safety, & Environment (QHSE):  15.    Adhere to all relevant QHSE policies, procedures, instructions and controls so that NAKILAT provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people. Policies, Systems, Processes & Procedures:  16.    Benchmark & develop recruitment policies, processes and procedures, to avoid any legal challenges by understanding current legislation, and enforcing regulations with managers, 17.    Monitor and evaluate the effectiveness of the recruitment process regarding success rate in search and selection and recommend modifications to policies and procedures as necessary.  18.    Ensure full compliance with established guidelines, policies, and procedures related to sourcing, selection, and engagement of candidates for employment. Others:  19.    Monitor service providers, ensuring effective service delivery related to Engine recruitment. 20.    Carry out any other duties as directed by the immediate supervisor. Qualifications, Experience and Job Skills  Qualifications: •    Standards of Training, Certification, and Watchkeeping (STCW) Regulation A-III/2 Certificate of Competency (2nd Engineer license). Experience: •    A minimum of 36 months sailing experience as an Engineer on board Gas or large oil tankers. Job Specific Skills: •    Proficient working knowledge of Microsoft Office applications, particularly MS Excel. •    Hands-on experience with marine crewing and recruitment software systems. •    Demonstrated ability to handle confidential and sensitive information with discretion and professionalism. •    Good understanding of Engineer officers’ certification, competency requirements, and regulatory considerations impacting recruitment and deployment. •    Marine engineering at management level. •    Electrical, electronic and control engineering at management level.  •    Maintenance and repair at the management level.  </div>

<h2 class="h5">وصف الوظيفة</h2> <div class="t-break" data-jb-field="description"> Header ***سيُفضل المرشحون القطريون*** هيكل التبليغ التقارير إلى: رئيس الطاقم البحري المُبلَعون المباشرون: لا أحد ملخص الوظيفة والغرض قيادة تحديد المقابلات والتقييم الفني والتوظيف لأعلى جودة من المرشحين للعمل على الخط الأمامي للأعمال، لضمان مستويات مناسبة من الكفاءة وخبرة ضباط وملاحي المحركات لتشغيل الأسطول، بما في ذلك إجراء المقابلات للمرشحين باستخدام المهارات الفنية التي تم اكتسابها خلال سنوات الإبحار كضابط محرك. بالإضافة إلى ذلك، المساهمة في تطوير الأعمال في المستقبل من خلال إنشاء وإدارة وتحسين برنامج استقطاب يدعم أهداف الشركة باستمرار. المسؤوليات المسؤوليات الأساسية: التوظيف 1.    إدارة وتخطيط جميع أنشطة التعريف، المقابلات-التقييم الفني، والتوظيف لضمان توظيف ضباط المحركات والملاحيين في الوقت المناسب وبجودة عالية لتشغيل الأسطول. 2.    التعامل كنقطة محورية للمتطلبات المتعلقة بخدمات توظيف المحركات والمقارنة مع المنافسين، بما في ذلك استخبارات السوق ومراجعات الرواتب. 3.    تطوير والحفاظ على حلول فعّالة من حيث التكلفة لاستقطاب ضباط المحركات وملاحيها خارج شركاء التوظيف المعتمدين عند الحاجة. 4.    التعاون الوثيق مع عمليات الطاقم البحري لضمان التسليم الفعّال وفي الوقت المحدد لضباط المحركات إلى السفن. 5.    الالتزام بأحدث الأنظمة واللوائح والقيود الخاصة بكل بلد التي تؤثر على توظيف ونشر طاقم المحركات. 6.    الحفاظ والمراجعة وتحديث أنظمة الموظفين لضمان اكتمال جميع تفويضات العقد ووثائق التوظيف بدقة. 7.    بناء والحفاظ على علاقات قوية مع وكالات التوظيف ومُديري تجمع المهارات العالميين لدعم متطلبات القوى العاملة من المحركات. 8.    تحليل بيانات توظيف المحركات والترك لتوقع إحصاءات القوى العاملة بدقة وتحديد الاتجاهات لإعداد التقارير الإدارية والمراجعة. 9.    مراقبة سلسلة توظيف المحركات بالكامل، مراجعة مستمرة وتقييم وتبسيط العمليات، وتنفيذ التحسينات عند الحاجة. 10.    التنسيق مع الأماكن وإدارة عقود الأحداث لدورات إدخال المحركات والأنشطة المرتبطة بالتوظيف. 11.    إدارة والحفاظ على جميع العقود المرتبطة بأنشطة توظيف المحركات. 12.    مراقبة النفقات المتعلقة بتوظيف المحركات، تحديد فرص توفير التكاليف، واقتراح حلول توظيف مبسطة وفعّالة من حيث التكلفة حيثما أمكن التطبيق. 13.    التأكد من امتثال جميع عمليات توظيف المحركات للمتطلبات القانونية والضريبية والتنظيمية والشركة. الجودة والصحة والسلامة والبيئة (QHSE): 15.    الالتزام بجميع سياسات وQHSE ذات الصلة والإجراءات والتعليمات والضوابط بحيث تقدم ناكيلات خدمات آمنة وعالمية المستوى وآمنة ومسؤولة بيئيًا للعملاء والجمهور وموظفيها. السياسات والأنظمة والعمليات والإجراءات: 16.    وضع معايير وتطوير سياسات وإجراءات التوظيف وتجنب أي تحديات قانونية من خلال فهم التشريعات الحالية، وفرض الأنظمة مع المديرين، 17.    مراقبة وتقييم فعالية عملية التوظيف فيما يخص معدل النجاح في البحث والاختيار وتقديم التعديلات اللازمة على السياسات والإجراءات.  18.    ضمان الامتثال الكامل للإرشادات والسياسات والإجراءات المعمول بها المتعلقة بالاستقطاب والاختيار والتعيين. أخرى: 19.    مراقبة مقدمي الخدمة وضمان تقديم الخدمة الفعّالة فيما يخص توظيف المحركات. 20.    إجراء أي واجبات أخرى كما يوجهها المشرف المباشر. المؤهلات والخبرة والمهارات الوظيفية المؤهلات: •    معايير التدريب والشهادة والحراسة (STCW) اللوائح A-III/2 شهادة الكفاءة (رخصة مهندس ثاني). الخبرة: •    خبرة إبحار لا تقل عن 36 شهراً كمهندس على متن سفينة غاز أو ناقلة نفط كبيرة. مهارات الوظيفة المحددة: •    معرفة عملية ببرامج Microsoft Office، وخاصة Excel. •    خبرة عملية في أنظمة التوظيف والموارد البحرية. •    القدرة على معالجة المعلومات الحساسة والسرية بسرية ومهنية. •    فهم جيد لشهادات ضباط المحركات ومتطلبات الكفاءة والاعتبارات التنظيمية التي تؤثر على التوظيف والنشر. •    الهندسة البحرية على مستوى الإدارة. •    الهندسة الكهربائية والإلكترونية والتحكم على مستوى الإدارة.  •    الصيانة والتصليح على مستوى الإدارة.  </div>
