<p>Direct Reportees: None</p><br><br><br>Job Summary and Purpose <br><p>Handle and manage all activities related to seafarers’ professional development, career progression, and certification compliance.</p><br><br><br>Accountabilities <br><p><strong>Key Accountabilities:</strong><br><strong>Training</strong><br>1. Conduct comprehensive Training Needs Analysis (TNA) for all seafarer ranks and roles.<br>2. Maintain a training matrix covering STCW, company-mandated, and computer-based training (CBT).<br>3. Develop and maintain individual training plans for each seafarer, ensuring alignment with regulatory and operational requirements.<br>4. Coordinate with internal departments and external training providers to schedule and deliver training programs.<br>5. Monitor training completion and certification validity, ensure timely renewals and compliance.<br>6. Design and implement a structured cadet mentorship framework to support the professional growth of cadets onboard.<br>7. Track cadet progress against training objectives and onboard assessments.</p><br>
<p><strong>Career Development & Promotions</strong><br>8. Design and implement career progression paths for all seafarer ranks, ensure transparency and alignment with company policies.<br>9. Track seafarer progress through career stages and maintain up-to-date records of qualifications and experience.<br>10. Manage the promotion process, including: <br>• Monitoring eligibility based on predefined criteria.<br>• Maintaining and updating promotion waiting list.<br>• Coordinating with relevant stakeholders to ensure timely and fair promotions.<br>11. Provide career counseling and debriefings to seafarers’ post-deployment, offer guidance on development opportunities.</p><br>
<p><strong>Performance Management</strong><br>12. Oversee the appraisal process for all seafarers: <br>• Ensure timely submission of appraisal reports after each tour.<br>• Review and assess appraisal content for accuracy and consistency.<br>• Identify training needs or performance gaps highlighted by Masters and Chief Engineers.<br>13. Manage the annual performance cycle:<br>• Consolidate appraisal scores. <br>• Collaborate with department heads to finalize year-end performance ratings. <br>• Support the reward and recognition process based on performance outcomes.</p><br>
<p><strong>Evaluate Training Centers</strong><br>14. Assess and approve external training centers to ensure alignment with STCW, flag state, and company-specific standards.<br>15. Conduct periodic evaluations of training providers for quality, relevance, accreditation status, and instructor competency.<br>16. Maintain a vetted list of approved training centers and ensure seafarers are enrolled only in compliant institutions.<br>17. Liaise with training providers to address feedback, resolve issues, and implement improvements where necessary..</p><br>
<p><strong>Vessel Visits & Fleet Officer Engagement:</strong><br>18. Conduct vessel visits (including sailing visits) to evaluate and enhance the effectiveness of onboard training, mentorship, and career development practices.<br>19. Lead the planning, coordination, and execution of the Fleet Officer Meeting, including agenda setting, logistics, and event management.<br>20. Gather feedback from seafarers and vessel leadership during visits to inform continuous improvement of training and development programs.<br>21. Support additional Marine Personnel Department (MPD) initiatives and tasks as required, contributing to departmental goals and operational excellences.</p><br><br><br>Accountabilities - 2 <br><p><strong>Generic Accountabilities:</strong><br><strong>Quality, Health, Safety, & Environment (QHSE):</strong><br>22. Adhere to all relevant QHSE policies, procedures, instructions and controls so that NAKILAT provides a safe, world class, secure and environmentally responsible service to customers, the public and its own people.<br><strong>Policies, Systems, Processes & Procedures:</strong> <br>23. Follow all relevant departmental policies and procedures so that work is carried out in a controlled and consistent manner.<br><strong>Others:</strong><br>24. Stay updated with the latest trends in marine industry standards, certification requirements, and training methodologies.<br>25. Assist in crisis management and contingency planning related to crew readiness, training, and deployment.<br>26. Carry out any other duties as directed by the immediate supervisor.</p><br><br><br>Qualifications, Experience and Job Skills <br><p><strong>Qualifications:</strong><br>• CoC STCW A-III/2.</p><br>
<p><strong>Experience:</strong><br>• A minimum of 48 months sailing experience on Tankers, out of which minimum 6 at a Management Level Position (Chief/Second Engineer). <br>• Familiarity with maritime regulations, certification systems, and training practices.</p><br>
<p><strong>Job Specific Skills:</strong><br>• Training Program Design & Delivery, Training Needs Analysis (TNA), Career Pathway Development, Performance Management, Data Management & Reporting, Mentorship, Briefing & Debriefing, Stakeholder Coordination, Event & Program Management, Regulatory Compliance, Communication & Advisory. <br>• Expertise in developing and managing training programs aligned with STCW, company-specific, and computer-based learning requirements.<br>• Familiarity with maritime training standards, including IMO Model Courses and flag state requirements.<br>• Ability to assess individual and departmental training needs using structured analysis tools and performance data.<br>• Skill in designing structured career progression frameworks for all seafarer ranks.<br>• Experience in managing promotion pipelines and maintaining promotion eligibility records.<br>• Proficiency in managing appraisal systems, analyzing performance data, and aligning outcomes with training and reward strategies.<br>• Strong capability in maintaining accurate training, certification, and performance records.<br>• Ability to conduct effective debriefings and provide career guidance to seafarers, including cadets and junior officers.<br>• Skills in organizing and managing events such as Fleet Officer Meetings, training sessions, and career development workshops.<br>• In-depth knowledge of STCW, MLC, and flag state regulations related to seafarer training, certification, and career development.<br>• Strong interpersonal and communication skills to engage with seafarers, vessel leadership, and management on development matters.</p><br><br><br><br>
