The incumbent is also responsible for managing the operation of safety systems, to ensure that safety systems, procedures and other guidelines are implemented, and standards fully comply with the requirements to ensure safety of the entire Group’s International assets, properties and staff.<br><br>Main Responsibilities<br><br> Shareholder & Financial: - Implements KPI’s and best practices for Safety. - Promote cost consciousness and efficiency and enhance productivity, to minimise cost, avoid waste, and optimise benefits for the bank. - Act within the limits of the powers delegated to the incumbent. - Ensure that all QNB Group premises are safe. Internal (Processes, Products, Regulatory): - Supervise routine, scheduled and emergency safety of all equipment & electrical/ mechanical systems, which are necessary for efficient QNB operations. - Prepare the schedule of tasks for the safety team for day-to-day. - Prepare safety and quality assurance checklist and schedule of safety visits for bank premises. - Prepare the safety program for each year (routine) for all electrical and mechanical equipment in all the Group premises. - Coordinate with the Purchasing Department for the purchase and requisition of any safety equipment, parts as required. - Receive higher approval of works where required and co-ordinate with the Purchasing Department to obtain quotes. - Verify & ensure the record of all security equipment delivered to Branches and monitor the maintenance cost accordingly. - Ensure compliance with all QNB policies and procedures. - Scrutinize all invoices for routine safety works, equipment & other maintenance works and forward them to concerned parties. - Ensure that all safety requirements are maintained. - Co-ordinate and monitor maintenance performed where external service providers are used. - Ensure implementation & compliance of safety policies and procedures in all QNB Group (International premises). - Review & provide guidance /assistance as required on safety systems, and system maintenance contracts for International Branches & subsidiaries - Coordinate with Branches/offices to ensure compliance of safety procedures, periodic maintenance of security equipment, etc.. - Conduct initial investigation of offenses and report findings. - Conduct safety checks to ensure safety equipment are functional (such as fire alarm & firefighting systems etc.) - Collect requirements, prepare design for safety layout, obtain quotes and ensure implementation of integrated security system for new Branches.- Review & provide guidance /assistance as required on safety systems, and system maintenance contracts for International Branches & subsidiaries - Coordinate with Branches/offices to ensure compliance of safety procedures, periodic maintenance of safety equipment, etc... - Coordinate with safety maintenance company on safety issues and to derive appropriate solutions. - Conduct initial investigation of offenses and report findings to the AVP Safety for International Branches and subsidiaries. - Follow up and assist if required, in conducting Fire Drill and safety check-ups to ensure the premises & staff are well aware of Evacuation procedures & safety polices. - Provide guidance and training to safety personnel in International branches on the use of preventive safety equipment.<br><br>Education And Experience Requirements<br><br> University graduate with Safety/Security certifications. <p>Participation and review method statements, Job Safety Analysis (JSA), safety third party certifications (lifting equipment, lifting plans, working at height etc.) and other HSE documents submitted by Contractors. Take necessary action by highlighting and reporting to immediate Supervisor in case of any lapse and/or deficiency.</p><p>To provide, with full responsibility and accountability, a technical service to Corporation in the areas of Health and Safety during EPIC stage to ensure contractor(s) compliance with HSE plan, HSE risk register, policies, procedures, and regulations.</p><p>Carries out duties and responsibilities for all areas of work covered in HSE aspects of Major Projects.</p><p>Ensures adherence by contractor personnel to HSE policies, procedures and regulations with respect to active / passive fire safety systems, special protection systems, life safety and fire risk assessment, safety studies / reviews, security systems, emergency response programs, emergency lighting and communication systems. etc.</p><p>Responsible for monitoring related activities within project sites and conducting daily inspection and ensuring the work being carried out is in line with approved JSA, Risk Assessment, and Method Statement and approved Permit to Work System.</p><p>Responsible for identifying and implementing risk reduction measures in all areas and phases of construction.</p><p>Participate and assist in checking and reviewing method statements, JSA's, safety certifications and other related documents submitted by contractors/ project consultants.</p><p>To take necessary action by highlighting and reporting to immediate Supervisor in case of any lapse and/or lagging.</p><p>Participate and provide input to Sr. HSE Engineer for the implementation of Project HSE Performance Monitoring, HSE Objectives and Initiatives, HSE related procedures, guidelines, standards and policies to ensure Project activities are conducted in a safe, secure and healthy manner and in compliance with DT HSE and Corporate requirements.</p><p>Monitor implementation of HSE Legal requirements, regulatory bodies, national laws and regulations, and State of Qatar-ratified international conventions and protocols within Project activities.</p><p>Participate and provide support to carry out and maintain records of Project HSE risk register to ensure proper recording, monitoring and close-out of Project HSE Risks throughout project duration.</p><p>Participate in review of contractors' HSE documentation (HSE Plan, HSE Procedures and other HSE requirements) to ensure contractors are compliant with HSE requirements.</p><p>Participate in review of contractor's Safety Officers CV's and competence assessment test/ personal interview prior to mobilization of contractors HSE personnel at project site to ensure compliance with Corporate HSE Regulations for contractors.</p><p>Carry out incident investigation, reporting including implementation of close-out of preventive and corrective actions of incidents/accidents that occur within projects to ensure compliance with corporate procedure for Incident management.</p><p>Conduct site safety meetings and HSE awareness amongst project staff and Contractors.</p><p>Conducts safety audits on the project involving all parties to ensure compliance with safety policies and advise corrective actions and follow-up on the suggested actions to ensure proper implementation.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Minimum 12 years' experience in project or operational safety (onshore/offshore), or at offshore oil &amp; gas, petrochemical projects, specifically experience in offshore/onshore fabrication yards, working at offshore platforms, barges and experience working at offshore construction and installation projects.</li><li>Thorough knowledge on various safety, health and environmental regulations, standards, procedures and environmental compliances during offshore construction/installation and in-depth knowledge and experience in HSE management system of the company, contractors/sub-contractors.</li><li>Excellent communication and competency in the use of PC including MS office and any other relevant software.</li><li>Experience in the Arabian Gulf is desirable.</li><li>HNC/B.Sc. or equivalent in engineering discipline.
