Primary Purpose Of The Job<br><br>Lead, Regulate, and ensure the safe, efficient and compliant Operation of Ras Laffan Port. Accountable for the overall strategic, operational, and regulatory performance of the Port. The incumbent will also be responsible for providing detailed analytical review and preparation of local financial & regulatory reporting for The Bank including ad hoc requirements as needed.<br><br>Main Responsibilities<br><br> Shareholder & Financial: Ensure timely and accurate disclosure of financial & regulatory reporting including all material matters concerning the Group. Role Purpose<br><br>The Senior Manager, Data Management & Governance leads client engagements that establish or strengthen practical data-management and governance capabilities. We are seeking an experienced and highly motivated HSE Manager to lead and manage all Health, Safety, and Environmental activities for infrastructure and construction projects in Qatar. The ideal candidate must possess strong knowledge of Qatari HSE regulations, preferably have previous experience working on Ashghal projects, and demonstrate excellent leadership and communication skills. Arabic language proficiency is highly preferred.<br>Key Responsibilities<br>* Develop, implement, and maintain project HSE plans, procedures, and management systems.* Ensure compliance with Ashghal HSE requirements, Qatar Construction Specifications (QCS), and local regulatory requirements.* Lead the implementation of health, safety, and environmental programs across project sites.* Conduct regular site inspections, audits, and safety assessments to identify hazards and ensure compliance.* Investigate incidents, accidents, near misses, and unsafe conditions and implement corrective actions.* Prepare HSE reports, statistics, KPIs, and monthly performance reports for management and clients.* Conduct risk assessments, Job Safety Analysis (JSA), and review method statements.* Coordinate emergency response plans, drills, and crisis management procedures.* Provide HSE training, toolbox talks, and awareness programs to employees and subcontractors.* Liaise with clients, consultants, regulatory authorities, and project stakeholders regarding HSE matters.* Monitor contractor and subcontractor HSE performance and ensure corrective actions are implemented.* Promote a positive safety culture and continuous improvement within the organization.* Support project teams in achieving zero incidents and maintaining excellent HSE performance.<br>Qualifications<br>* Bachelor’s Degree in Engineering, Occupational Health & Safety, Environmental Science, or a related discipline.* NEBOSH International Diploma or NEBOSH IGC.* IOSH Managing Safely or equivalent professional certification.* Lead Auditor qualification (ISO 45001 and ISO 14001) is an advantage.* Membership with recognized professional bodies is preferred.<br>Experience<br>* Minimum 10 years of HSE experience in construction, infrastructure, or civil engineering projects.* Minimum 5 years of experience in a managerial HSE role.* Previous experience on Ashghal projects is highly preferred.* Experience working with major contractors, consultants, and government projects in Qatar.* Strong knowledge of Qatar HSE regulations, QCS requirements, and international standards.<br>Skills and Competencies<br>* Excellent leadership and team management skills.* Strong communication and presentation abilities.* Ability to conduct incident investigations and root cause analysis.* Proficient in risk assessment and hazard identification techniques.* Strong report writing and documentation skills.* Computer proficiency in Microsoft Office applications.* Ability to work under pressure and manage multiple projects.<br>Language Requirements<br>* Fluent in English (written and spoken).* Arabic speaking is highly preferred.
