Health, Safety & Environment Manager (HSEM) Operations & Maintenance of Sewage Treatment Plants Location: Qatar Employment Type: Full-Time About the Opportunity We are seeking an experienced Health, Safety & Environment Manager (HSEM) to lead the HSE function for a major government Operations & Maintenance (O&M) contract covering sewage treatment plants, pumping stations, wastewater networks, and associated infrastructure across Qatar. This is a senior leadership position responsible for managing a large HSE team, driving operational excellence, ensuring regulatory compliance, and fostering a proactive safety culture across a workforce of more than 1,000 employees operating at multiple sites. Key Responsibilities As the Health, Safety & Environment Manager, you will:Lead and manage the HSE department across multiple operational sites, workshops, and field teams. Develop, implement, and continuously improve the Occupational Health & Safety Management System (ISO 45001) and environmental management processes. Ensure compliance with client, contractual, statutory, and international HSE requirements. Oversee risk assessments and ensure effective implementation of control measures across all operational activities. Provide HSE leadership for sewage treatment plants, pumping stations, wastewater networks, workshops, and related facilities. Manage high-risk activities including:Confined Space Entry Permit-to-Work Systems Hazardous Gases Chemical Handling & Storage Electrical Isolation (LOTO) Hot Work Working at Height Lifting Operations Sludge Handling Lead incident investigations, root cause analysis, corrective actions, and continuous improvement initiatives. Conduct audits, inspections, compliance monitoring, and performance reviews across all operational locations. Develop and deliver HSE training, toolbox talks, emergency response exercises, and safety awareness campaigns. Monitor environmental performance including waste management, spill prevention, chemical controls, and wastewater-related environmental compliance. Oversee security risk management, site protection measures, and emergency preparedness. Prepare management reports, KPIs, audit reports, HSE statistics, and client presentations. Requirements Essential Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, or another relevant technical discipline. Minimum 20 years of professional experience. At least 10 years' experience in a senior HSE management role within:Wastewater Treatment Sewage Treatment Plants Utilities Water Infrastructure Operations & Maintenance Demonstrated experience managing large, multi-site HSE teams. Strong knowledge of:ISO 45001ISO 14001Permit-to-Work Systems Risk Assessment Incident Investigation Emergency Response Contractor HSE Management Excellent communication, leadership, analytical, and stakeholder management skills. Preferred Qualifications Professional certifications such as:NEBOSH Diploma or Certificate IOSH Managing Safely or Graduate/Chartered Membership OSHA Certification ISO 45001 Lead Auditor ISO 14001 Lead Auditor Other internationally recognized HSE qualifications Regional GCC experience within utility or wastewater O&M projects will be highly advantageous.
