The position aims to attract a high-level professional leader or practitioner-academic, possessing extensive leadership experience and a distinguished record in public administration, public policy, governance, public sector management, and the development of public institutions and services, or related fields.<br><br>The Professor of Practice plays a pivotal role in bridging academic knowledge with actual practice in public sector institutions, particularly in teaching and qualifying executive students and those with professional experience. The candidate is expected to employ their practical experience in education through real-life case studies, simulations, practical workshops, policy formulation, analysis of institutional and administrative problems, and dealing with real challenges facing public institutions.<br><br>The Professor of Practice is also expected to contribute to strengthening the program's relationship with government and public institutions, developing partnerships with them, engaging leaders and practitioners in the educational process, developing executive education and capacity-building programs, and contributing to initiatives and projects related to public sector development, enhancing institutional efficiency, and improving policy implementation and the quality of public services.<br><br>The program welcomes candidates whose excellence is based on high-level leadership and professional experience in government or public institutions, international organizations, or related professional fields, as well as academics who combine scientific excellence with extensive practical experience.<br><br>Main Duties<br><br>Teaching practical courses at the graduate and executive education levels using real-life case studies, simulations, workshops, problem-solving exercises, and other experiential learning methods that connect theoretical knowledge to actual practice. Training students on practical tools for policymaking and public administration, including policy formulation, memoranda and policy papers, strategic planning, program and project design, implementation plans, institutional analysis, stakeholder management, and performance management and evaluation. Supervising capstone projects, consulting and applied projects, and applied research, particularly those implemented in cooperation with government agencies and public institutions. Engaging government leaders, policymakers, and practitioners in the educational process through lectures, workshops, policy labs, simulations, and applied projects. Building and strengthening effective institutional partnerships with ministries, government agencies, public institutions, international organizations, and relevant professional bodies in Qatar, the Gulf countries, and the Arab region. Developing and contributing to executive education, professional training, and capacity-building programs that respond to the needs of public institutions, leaders, and employees in the public sector. Participating in projects and initiatives for the development and modernization of the public sector, including institutional and administrative reform, capacity development, governance, policy implementation, government digital transformation, enhancing institutional performance, and improving the quality and efficiency of public service delivery. Working with partners in the public sector to identify actual problems and challenges that can be turned into applied projects, capstones, case studies, or executive training and development activities. Developing original applied case studies and teaching materials based on the experiences of institutions in Qatar, the Gulf, and the Arab region, contributing to building applied knowledge relevant to the regional context. Actively participating in curriculum development, mentoring and advising students, program development, committees, and the academic and institutional life of the School and the Institute.<br><br>Qualifications, Experience, and Skills:<br><br>Applicants must possess a distinguished professional and leadership record that embodies the nature of the Professor of Practice position, and the ability to translate practical experience into high-level applied education and training, and effectively connect the program with public sector institutions.<br><br>Hold a PhD in Public Administration or a related field, or an advanced professional degree such as a DPA, or possess an exceptional record of high-level professional and leadership experience and achievement, along with academic or intellectual involvement appropriate to the nature of the Professor of Practice position. Possess advanced leadership experience in government, public administration, public sector management, policy formulation and implementation, institutional development and administrative reform, public services, governance, international organizations, or related fields. Have a clear record of professional achievement and impact, such as leading major public institutions or programs, contributing to the design and implementation of public policies, leading institutional reform and development operations, improving public services, or providing advice to decision-makers and senior leadership. Capable of translating their professional experience into effective executive and applied education through case studies, simulations, policy exercises, applied projects, and experiential learning methods. Capable of training and supervising students in the areas of policy formulation, implementation, strategic planning, institutional development, program and project management, evaluation, and addressing practical problems in the public sector. Summary:The Public Relations Officer /Specialist (PRO) will be responsible for managing all government-related documentation, processing legal paperwork, and liaising with relevant Qatari authorities. The primary objective is to ensure the company remains 100% compliant with Qatar Labour Law, immigration regulations, and corporate licensing frameworks, facilitating smooth business operations. The role holder is responsible for providing operational support in executing administrative requirements related to Ministries, Municipalities, Visa Authorities and other government bodies in order to fulfill the statutory business needs of GMG and its personnel. The role holder is also responsible for preparing and processing labor and residency visa applications and documents for all employees in compliance with labor and immigration regulations and requirements.<br>Responsibilities:Handle the application, renewal, and cancellation of all licenses and permits required for the company’s operations. Ensure compliance with all regulatory requirements related to licenses, permits, and other legal documentation. Ensure timely and accurate submission of documentation in line with regulatory body requirements. Manage the complete and timely preparation of documents for the issuance and renewal of trade licenses and permits. Provide clear and proactive communication to internal departments regarding updates or changes in government regulations affecting licenses and permits. Maintains and tracks records of personnel and commercial/registration related documents for subsequent use. Ensuring PR expenses are periodically updated and receipts duly submitted. Process, renew, and cancel all employee visas, work permits, and Residence Permits (QIDs) via government portals and in person. Coordinate mandatory employee onboarding formalities, including medical screenings, fingerprinting, and blood group tests. Manage family sponsorship visas, business visas, and multi-entry visas for international staff and visitors. Stay up to date with the changing Ministry of Interior (MOI) and Ministry of Labour rules regarding quotas, profession changes, and visa regulations. Handle the issuance, renewal, and amendment of core corporate documents: Commercial Registration (CR) (Ministry of Commerce and Industry - MOCI) Trade / Signage License (Baladiya / Municipality) Establishment Card / Computer Card (Immigration) Tax Card (General Tax Authority). Represent the company at the Qatar Chamber of Commerce and Industry. Coordinate document attestation with the Ministry of Foreign Affairs (MOFA), embassies, and local notary publics. Act as the primary focal point for key Qatari authorities, including the Ministry of Interior (MOI), Ministry of Labour (ADLSA), Traffic Department, Civil Defence, and CID. Regularly utilize and manage the company’s online government portals, specifically Metrash2 and the Ministry of Labour e-services. Resolve any sudden issues, penalties, blocks, or fines levied against the company’s CR or computer card by government entities.<br>Requirements: Exceptional, hands-on knowledge of Qatar Labour Law, immigration laws, and MOCI corporate setup procedures.
