<li>Primary focal point between LNG Operations Expansion & Start-Up Team, Project Management Team and Contractors for all Start-Up Assistance aspects, including coordination of Operation Readiness Plan deliverables; Interim Operations; Reimbursable Start-Up Requests (RSR) and contractor provided labour, equipment, materials, tools, spares, and services; Vendors support; Licensors support, defect & warranty claim process, Performance Guarantee Testing, post-handover completion of exceptions; punch list, check sheets (E-ITRs).</li>
<li>Lead the Start-Up Assistance (SUA) program to ensure safe, reliable, and efficient plant startup aligned with LNG standards and project objectives.</li>
<li>Drive overall Start-Up Assistance readiness by ensuring RSR resources are sourced and mobilized in a timely manner.</li>
<li>Attend daily work planning and prioritization meetings and coordinate Contractor discipline support as required to ensure prompt troubleshooting and issues resolution.</li>
<li>Support issues resolution through coordination with the respective function managers to identify mitigation options and contingency plans.</li>
<li>Coordinate and manage various action registers to ensure completion of tasks.</li>
<li>With support from the Senior Operations Advisor, manage completion of the Operations Readiness Plan by ensuring assignment of all actions and monitors completion of deliverables.</li>
<li>Ensure seamless transition from project phase to Operations, supporting Final Handover and Provisional Acceptance.</li>

<li>Bachelor's Degree in Applied Sciences or Engineering.</li>

Preferably having formal training in QA/QC functional aspects<br><br>EXPERIENCE <br><br>Candidate shall be a safety leader. Candidate should have a minimum of 10 years overall experience in piping erection (UG & AG), pressure testing, mechanical completion and construction of oil and gas facilities. Experience as an EPIC Contractor supervisor is essential. Experience as a Client or PMC supervisor is preferred. Current experience in State of Qatar industrial cities and/or other GCC countries is required. Piping inspection and rotating equipment experience is an advantage, and inspection coordination experience in the. Extensive knowledge of international and industry specific piping codes and standards, including ASME, ANSI B31.3 & B31.1, SHELL DEP’s, etc. Piping, Welding / NDT inspector certificates (AWS / ASNT / CSWIP / API) would be an advantage. Extensiveexperience in pipe coating systems and procedures, including painting, galvanizing, wrapping, insulation, etc. BGAS certification would be an advantage. Reporting to the Discipline Construction Lead/Senior Construction Supervisor on main issues, events at site, progress reporting, trends and recommendation for improvement. Assist functional supervisor in review and / or approval of Construction documentation, including Method Statements, JHAs, MARs etc., and attend HSE Walkthroughs. Supervise all EPIC contractors piping (Process and Utility piping system with various material pipe classes for above ground & underground piped services) installation activities are based on approved the engineering documentation and project schedule during the execution of construction activities Attend Requests For Inspections (RFIs) as per approved ITPs, including Material Receiving Inspections in coordination with Reconstruction Supervisor, and sign off relevant inspection and test reports / RFIs. Ensuring the quality of manufacturing and erection works, dimensional accuracy and orientation, accessory and inline items installed in the correct orientation and material design specification. Lead the EPIC construction contractor(s) on all mechanical aspects of the piping works. Supervise with EPIC contractor during execution of the piping installation, line check, punch clearing, hydrotest and re-instatement at site. Carryout daily checks on contractor’s staff and work carried out during the previous day in order to ensure compliance with prescribed contractual specifications. Also, will act as the Transaction Officer who will be primarily responsible to ensure timely and proper execution of Global Structured Finance transactions assigned to him/ her by the VP of Loan Syndications & Distribution and EVP of Global Structured Finance. He / she will also be responsible for undertaking special tasks and assignments given by the VP of Loan Syndications & Distribution and EVP of Global Structured Finance.<br><br>Main Responsibilities<br><br> Shareholder & Financial: Proactively participate in the formulation and implementation of strategies, business plans and budgets of the Unit in line with overall objectives of QNB Group. Primarily responsible for reviewing the credit worthiness and financial feasibility of the individual project financing proposals based on analysis of current and future market conditions, debt service capability of the expected cash flows and other financial information of the individual borrowers and projects. Provides support to Relationship Manager in the preparation of Credit Summary Report, credit proposals and other credit and business memos, in accordance with Credit Policy and procedures and adequately address all relevant risk factors and ensure that international credit standards, procedures, requirements and practices are adhered to. Responsible for the preparation of Information Memorandum and other information to be provided to prospective lenders for the purpose of conducting their due diligence to enable them to participate in Global Structured Finance transactions arranged by QNB. Coordinates with internal and/ or external legal counsel to ensure that all legal and security documents required for the transactions are complete, prepared in proper format and comply with the highest international standards. Primarily responsible for the review, completion and execution of appropriate, legal and security documents, and other supporting documents as required by law for the respective Global Structured Finance transaction. Primarily responsible to ensure that transaction’s legal and security documents are legally binding and enforceable to protect the interests of the Bank, and ensures that all legal, credit and administrative requirements are met in accordance with Credit Policy, Regulatory convention and international market standards, practices and norms. Primarily responsible for the proper and efficient execution of Global Structured Finance deals, including communicating and interfacing with clients, banks and other third parties involved in Global Structured Finance transactions, in line with the function’s policies and procedures and in consideration of the Bank’s obligations towards its clients and bank counterparties. Liaises with the other parties comprising the project financing consortium, which would be dependent on the role assigned to the other parties within the consortium. Ensures that copies of duly executed Facility Agreement and other legal and security documents, including conditions precedent, are immediately provided to Credit Department and Agency Unit as per procedures of the Bank. Responsible for collating and storing information on the Unit's transactions, activities, and performance in a timely, accurate and efficient manner as required by the existing procedures. Responsible for preparation and delivery of periodic as well as ad hoc MIS reports on transactional and Unit performance against approved business plans, budgets, goals and objectives. Supports the Unit, by providing technical, operational, credit and management guidance and supervision, to enable them to perform their functions and responsibilities efficiently and effectively. Is responsible for preparing, and periodically updating as per Unit’s requirements, QNB Credentials, Marketing presentations, Market update Reports, League Tables, Work in Progress, Deals Done and Deals Turned down reports and other industry and market reports that record market activities and QNB’s participation in such transactions and ranking in the industry. <li>Ensure and promote the application of the Company HSE policies, rules, and specifications.</li>
<li>Ensure that CONTRACTORs comply at all times with safety rules, taking actions as required in case of non-compliance.</li>
<li>Stop any unsafe activity; organize tool-box meetings and awareness sessions.</li>
<li>Promote safety culture within Company personnel and CONTRACTORs, as well as the reporting of Safety Observations.</li>
<li>Ensure and monitor the safety of personnel and installations, as well as protection of the environment.</li>
<li>Pursue within the team the HSE objectives defined by line management.</li>
<li>Ensure that activities are carried out in compliance with NOC referential, procedures, and standards.</li>
<li>Lead the preparation of SIMOPS dossiers and their follow-up implementation.</li>
<li>Participate in actions for identifying and minimizing risks and the impact of activities, especially for SIMOPS.</li>
<li>Ensure CONTRACTOR, SUBCONTRACTORs, and suppliers comply with required HSEQ and risk management criteria; perform audits and site inspections; make sure HSE procedures are understood and applied.</li>
<li>Ensure proper project-tailored reporting in compliance with NOC’s rules and standards.</li>
<li>Review documentation produced by the CONTRACTOR concerning all HSE & risks aspects.</li>
<li>Take part in HSE studies and risk assessments for offshore operations.</li>
<li>Coordinate with the medical and security services in NOC.</li>
<li>Liaise with Operations and DW HSE for assessing and managing risks as needed.</li>
<li>Create and implement risk management procedures, including contractor and supplier involvement.</li>
<li>Reduce risk by assisting risk owners in defining, implementing, and following up mitigation and control measures.</li>
<li>Ensure risk reduction actions are incorporated into the main project schedule.</li>
<li>Assess risks through a scoring system for qualitative evaluation, assisting risk owners in risk evaluation; manage schedules, budgets, and economic models in quantitative risk assessments.</li>
<li>Maintain a project-level risk register using a dedicated database; monitor risk reduction actions and issue regular risk assessment reports for project updates.</li>
