We are seeking an experienced and highly motivated HSE Manager to lead and manage all Health, Safety, and Environmental activities for infrastructure and construction projects in Qatar. The ideal candidate must possess strong knowledge of Qatari HSE regulations, preferably have previous experience working on Ashghal projects, and demonstrate excellent leadership and communication skills. <p><strong>Key Responsibilities</strong></p><br>
<p><strong>Process Design & Automation</strong></p><br>
<ul><li>Lead the design and optimization of procurement processes, leveraging Oracle Fusion best practices for source-to-settle, supplier management, and contract lifecycle management.</li><li>Identify and implement automation opportunities in requisitioning, purchase order processing, supplier onboarding, and invoice management.</li><li>Develop and maintain process documentation and user guides for procurement modules in coordination with organizational change management team of the project.</li><li>Align with approved Target operating mode.</li></ul>
<p><strong>System Integration & Data Coordination</strong></p><br>
<ul><li>Collaborate with the data team to ensure accurate migration and validation of supplier and procurement data from legacy systems.</li><li>Coordinate with system integration streams to ensure procurement modules are integrated with Finance, EAM, Inventory, and HR.</li><li>Oversee end-to-end testing of procurement integrations and resolve related issues.</li></ul>
<p><strong>Stakeholder Engagement & Change Management</strong></p><br>
<ul><li>Act as the primary procurement liaison with business leads, IT, and external partners.</li><li>Facilitate workshops and training sessions for procurement process alignment and user adoption in coordination with organizational change management team of the project.</li><li>Support change management initiatives, including communication plans and training for procurement users.</li></ul>
<p><strong>Project Delivery & Governance</strong></p><br>
<ul><li>Align with the central PMO to manage project plans and deliverables for procurement workstream.</li><li>Monitor risks, issues, and dependencies related to procurement and drive resolution.</li></ul>
<p><strong>Compliance & Security</strong></p><br>
<ul><li>Ensure procurement processes comply with internal and external regulatory requirements (e.g., procurement policies, audit standards).</li><li>Collaborate with IT/security teams to implement secure procurement solutions.</li></ul>
<p><strong>Skills & Qualifications</strong></p><br>
<ul><li>Bachelor's or Master's degree in Supply Chain, Business, IT, or related field.</li><li>8–10 years of experience in ERP implementations (preferably Oracle Fusion) with a focus on Supply chain management in an asset-intensive or airport environments.</li><li>Strong technical expertise in procurement process design, automation, and system integration.</li><li>Experience coordinating with data, change management, and IT teams.</li><li>Excellent stakeholder management and communication skills.</li><li>Professional certifications in Oracle Supply chain management, Procurement, project management, or supply chain (preferred).</li></ul>

<li>The Pipelines Procurement Lead is responsible for managing the Offshore Pipelines Procurement requirements to ensure objectives are met within the approved scope, budget and schedule and to ensure that all work is completed in accordance with quality standards applicable.</li>

<li>Reviews the procurement activities of contractor with those of the PMT to ensure that company's procurement objectives are met with regards to cost, schedule and quality.</li>
<li>Stewards' contractor's performance to ensure their compliance with company's requirements and approved procedures</li>
<li>Reviews and approves the contractor's procurement procedures and documents.</li>
<li>Participates in the review of the contractor's vendor quality control effort and assists contractor in resolving procurement issues and problems.</li>
<li>Support the contractor in evaluating prospective key vendors and coordinates the addition of vendors to the Project Vendor List when required.</li>
<li>Cooperates with the Quality department to ensure contractor's items meet the project quality requirements.</li>
<li>Reviews and monitors contractor's procurement plans for purchase of CONTRACTOR's scope and contractor's handling COMPANY items.</li>
<li>Reviews and monitors contractors' materials management plans.</li>
<li>Works effectively within established policies and procedures and participates in the further development of these to meet evolving business and project needs.</li>
<li>Reviews vendor's SPL (Spare Parts List) submitted through the EPCI CONTRACTOR to ensure completeness and accuracy of information prior to issuing to OPCO.</li>
<li>Monitors the formal finalization of contractor's procurement of spare parts</li>

<li>Bachelor's degree in Business, Accounting, Commercial, Marketing, Sciences, Engineering, Project Management, Supply Chain Management, Law, Communication, Technologies, Mathematics, or Statistics.</li>
<li>8 years experience in business related function or discipline, including 4 years in the Oil & Gas Industry, and including 1 year experience in a supervisory or acting role, or oversight of contractor/subcontractors/ service/vendor personnel.</li>
<li>Experience with EPC contractors, sub-contractors and vendors involved in the oil and gas industry.</li>
<li>Demonstrated ability and sensitivity to work with people from variety of cultural backgrounds.</li>
<li>Worldwide experience with contractors in particular those involved in the procurement activities for Offshore LNG production facilities.</li>
<li>Excellent interpersonal and communication skills with a focus on teamwork and the ability to communicate and interact within a PMT.</li>
<li>Application and in-depth knowledge of stakeholder specifications and a working knowledge of Industry standards.</li>
<li>A high level of proficiency in written and spoken English.</li>
<li>Computer literacy involving the regular use of professional office applications and some technical applications.</li>
