Acts as the Company representative with the customer and selected suppliers during the program execution. Negotiates changes to the scope of work with the customer. Assists business development in understanding customer issues and business plans in order to market and secure new/additional work. Establishes the program requirements for all areas of the program, and monitors the draft and final deliverables for adherence to these criteria. Assigns responsibility to executing project plans for key subordinates and assesses how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Promotes technical excellence as well as the improvement of the Quality Improvement Process. Mobilizes Company resources, through effective liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Works with individual lead discipline engineer to develop budgets, schedules and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule. Works with individual lead discipline to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the customer and Company management of any such changes. Oversees establishment of Work Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan and other documents for hazardous waste work. May participate in negotiations with regulatory agencies and in public meetings in support of customers. Effectively manage project interfaces, including use of High Value Engineering centres<br><br>Time Management<br><br>Manage the planning of all scope elements of the project. Develop resource & financial requirements from the project plan. Manage the design, procurement and construction activities to meet the project schedule. Monitor the key reports and the development of corrective action plans. Ensure timely and effective documentation turnover and project close-out.<br><br>Cost Control<br><br>Ensure that all estimates which are prepared for the project are accurate project estimates. Ensure that all proper and accurate cost reports are provided for control of the project. Monitor and control all cost aspects of the project to forecast costs, obtain approvals, identify trends and take action to avoid cost overruns and take advantage of opportunities.<br><br>Quality Management<br><br>Ensure the project quality requirements are properly defined and fully implemented. Ensure the right systems are in place and that these are applied on the project. Ensure compliance with Worley Parsons policies and procedures. Implement as part of the project a lessons learned program on the project consistent with WP requirements.<br><br>Team Management<br><br>Define roles and responsibilities and provide clear and focussed leadership for the project team to create a vision for project success and a strategy to fit that vision<br><br>Communications Management<br><br>Ensure effective communications with the project team. Document communication requirements. Ensure accurate, timely & effective progress reporting to the Customer and internally to Worley Parsons management. Ensure ongoing monitoring of the communication network between project staff, the customer and third parties and introduction of changes where required.<br><br>Risk Management<br><br>Identify project risks and opportunities. Monitor closure of all identified risks and opportunities. Maintain the risk management focus throughout the project duration<br><br>Design Management<br><br>Set clear objectives for the design team. Ensure design team are aware of, and are complying with, customer's Basis of Design and applicable regulations and codes. Monitor design activities, inter-discipline data flow and communications<br><br>Procurement/Subcontracts Management<br><br>Set clear objectives for the procurement and subcontracts team. Assess procurement process throughout the project to ensure goods meet specification and are delivered on time and are within budget.<br><br>Construction Management<br><br>Set clear objectives for the Construction team. Monitor the Construction Management function to ensure safe delivery of the project within cost and schedule objectives<br><br>Education – Qualifications, Accreditation, Training<br><br>Full-Time Bachelor’s Degree in Engineering from an accredited university MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates not holding this accreditation must be willing to achieve this within the probationary period. Chartered Professional Engineer (CPEng) status or undertaking the same will be an advantage.<br><br>Industry Specific Experience<br><br>Prior experience must include significant project experience and successful project management. Vast relevant experience in a supervisory and/or project management role including technical expertise. Strong experience in Onshore experience on Brownfield projects. Mandatory experience in Pre-FEED and FEED phase <br><br>HSE Capability<br><br>Maintain HSE focus with the team to ensure OHSE requirements. PMS compliance by Vessel to be audited and corrective actions to be taken.<br>• Technical inputs to Shipnet IT team for PMS change requests and other modifications required through MSM PMS engineer.<br>• Technical evaluation of contracted bulk spares, stores and services by the procurement department</p><br><p><strong>External Communication: -</strong><br>• Various Vendors and Service providers</p><br><p><br><strong>Purpose:</strong><br>• Spare parts, Services, Logistics and IT outsourced services.</p><br><p><strong>Occupational Health & Safety and Environment</strong><br><strong>Accountability:</strong><br>Accountable to their line manager and direct reports as far as is practical to ensure <br>• a safe place of work.<br>• Safe systems of work.<br>• Safe assest, plant & equipment.<br>• Provision of information and training.</p><br><p><strong>Responsibility:</strong><br>• His/her personal safety and that of all personnel under his/her authority, including others who may be affected by the company’s activities.<br>In particular to:<br>• Conduct risk assessments on activities within their department ensuring that the methods and safe systems of work are safe and implemented.<br>• Ensure all employees and contractors under their control are competent to undertake their duties.<br>• Ensure all accidents, incidents and near misses are reported and investigated.<br>• Promote good behaviors and set a personal example regarding occupational health and safety matters.</p><br><p><strong>Authority:</strong><br>Managers/Supervisors have the authority to stop work when health and safety is unsafe or being compromised.</p><br><br>Responsibilities:<br><p><strong>Key Roles & Responsibilities</strong></p><br><p>• Analyze Vessel and Fleet performance based on established criteria and share performance reports with Fleet Manager’s to enhance vessel performance and vessel availability.<br>• Analyze breakdowns across the fleet and assist the technical team in identifying and implementing mitigation measures to prevent repetitive failures. <br>• Review all defect reports in Shipnet and assign correct defect categories before closure.<br>• Create circulars and send mails to office team and vessels where necessary. <br>• Generate 6M and yearly defect / NPT analysis reports for MSM Technical / Marine team.<br>• Conduct monthly meetings within various MSM departments to discuss and share various reports including but not limited to Vessel Offhire, PMS, Defects, KPI, external audits, OAO vessel inspections etc.<br>• Maintain the Shipnet Application with Shipnet IT team, monitoring PMS compliance by vessel and office team based on audits done by PMS engineer. <br>• Oversee the revamping of vessel PMS as per requirement and monitor vessel PMS change requests carried out by PMS Engineer.<br>• Coordinate Shipnet PMS and database development for new vessels joining the MSM fleet, along with PMS engineer, IT Dept and external service providers.<br>• Ensure Shipnet CBT module for training is available to all crew and keep the training module updated as per revisions in Shipnet<br>• Drive innovations and initiate projects to improve KPI targets including optimizing of spare parts and stores consumption.<br>• Transition maintenance philosophy from Time based Overhaul (TBO) to Condition Based Maintenance (CBM) where feasible, thus improving vessel availability in the long run and reducing cost.<br>• Manager Inventory of shore spare parts, identifying common spare parts / stores across the fleet to reduce procurement costs and minimize vessel downtime.<br>• Liaise with procurement department in sharing fleet data and assist in technical evaluation for contracted bulk purchase of spare parts / stores and technical services.<br>• Set, track, report and analyze KPIs for MSM office personnel.<br>• Monitor vesels certification compliance with the assistance of Document Administrator.<br>• Manage the Offshore Assurance officers (OAO) program, planning and executing vessel inspection and audits through a Team consisting of Master and Chief Engineer. <br>• Analyze OAO reports and share findings with concerned Managers and Superintendents to facilitate follow up actions.<br>• Brief Master’s and Chief Engineers prior vessel joining, regarding PMS compliance, vessel defects and follow up, reporting formats, vessel performance and Fleet Audit points. <br>• Collaborate with Senior Manager to implement Company’s digitalisation initiative.</p><br><p><strong>Related Assignments</strong><br>• Perform other duties and assignments as directed.<br> </p><br><br>Qualifications:<br><p><strong>Minimum Qualification/Experiences/Skills</strong><br><strong>Education & Professional Qualification:</strong><br>• Bachelors Degree in Mechanical Engineering or any relevant field.</p><br><p><strong>Professional Experience:</strong><br>• 8-10 years of Sailing experience in both Deep Sea fleet and Offshore Fleet.
