Reporting into the Dukhan Programme Manager, this role is responsible for:<br><br>The Procurement Engineer is responsible for all Dukhan procurement activities and deliverables. Working primarily from the Dukhan site, the Procurement Engineer must ensure the Dukhan requirements are met and, through the Dukhan Programme Manager, the role will ensure the relevant stakeholders are informed and up to date on all procurement activities. <p>Direct Reportees: None</p><br><br><br>Job Summary and Purpose <br><p>Handle and manage all activities related to seafarers’ professional development, career progression, and certification compliance.</p><br><br><br>Accountabilities <br><p><strong>Key Accountabilities:</strong><br><strong>Training</strong><br>1. Conduct comprehensive Training Needs Analysis (TNA) for all seafarer ranks and roles.<br>2. Maintain a training matrix covering STCW, company-mandated, and computer-based training (CBT).<br>3. Develop and maintain individual training plans for each seafarer, ensuring alignment with regulatory and operational requirements.<br>4. Coordinate with internal departments and external training providers to schedule and deliver training programs.<br>5. Monitor training completion and certification validity, ensure timely renewals and compliance.<br>6. Design and implement a structured cadet mentorship framework to support the professional growth of cadets onboard.<br>7. Track cadet progress against training objectives and onboard assessments.</p><br>
<p><strong>Career Development & Promotions</strong><br>8. Design and implement career progression paths for all seafarer ranks, ensure transparency and alignment with company policies.<br>9. Track seafarer progress through career stages and maintain up-to-date records of qualifications and experience.<br>10. Manage the promotion process, including: <br>• Monitoring eligibility based on predefined criteria.<br>• Maintaining and updating promotion waiting list.<br>• Coordinating with relevant stakeholders to ensure timely and fair promotions.<br>11. Provide career counseling and debriefings to seafarers’ post-deployment, offer guidance on development opportunities.</p><br>
<p><strong>Performance Management</strong><br>12. Oversee the appraisal process for all seafarers: <br>• Ensure timely submission of appraisal reports after each tour.<br>• Review and assess appraisal content for accuracy and consistency.<br>• Identify training needs or performance gaps highlighted by Masters.<br>13. Manage the annual performance cycle:<br>• Consolidate appraisal scores. <br>• Collaborate with department heads to finalize year-end performance ratings. <br>• Support the reward and recognition process based on performance outcomes.</p><br>
<p><strong>Evaluate Training Centers</strong><br>14. Assess and approve external training centers to ensure alignment with STCW, flag state, and company-specific standards.<br>15. Conduct periodic evaluations of training providers for quality, relevance, accreditation status, and instructor competency.<br>16. Maintain a vetted list of approved training centers and ensure seafarers are enrolled only in compliant institutions.<br>17. Liaise with training providers to address feedback, resolve issues, and implement improvements where necessary.</p><br>
<p><strong>Vessel Visits & Fleet Officer Engagement:</strong><br>18. Conduct vessel visits (including sailing visits) to evaluate and enhance the effectiveness of onboard training, mentorship, and career development practices.<br>19. Lead the planning, coordination, and execution of the Fleet Officer Meeting, including agenda setting, logistics, and event management.<br>20. Gather feedback from seafarers and vessel leadership during visits to inform continuous improvement of training and development programs.<br>21.
