Ensure compliance with relevant regulations and international standards (e.g., ASHRAE, IPC, NFPA, CIBSE, and relevant authority requirements). Drive design quality through technical reviews, calculations, simulations, value engineering, design optimization, and multidisciplinary coordination. Utilize advanced modelling and digital tools (Revit, BIM workflows, energy modelling platforms). Provide technical leadership, mentoring, and guidance to junior and mid-level engineers. Coordinate with architects, structural, electrical, and specialist teams to ensure integrated design delivery. Conduct site inspections, audits, and performance assessments to ensure alignment with design intent. Lead mechanical design reviews, identify technical risks and design gaps, and implement practical engineering solutions in line with project requirements and commercial objectives. Support project managers in tracking progress, managing risks, and maintaining delivery timelines. Engage directly with clients—presenting solutions, resolving challenges, and building long-term relationships. Contribute to innovation initiatives, sustainability strategies, and digital engineering improvements.<br><br>Required Qualifications & Experience<br><br>Bachelor’s or master’s degree in mechanical engineering. Minimum 8–12 years’ experience in mechanical engineering, specifically within building services in the UAE. Proven experience delivering complex projects with minimal supervision. Strong expertise in:HVAC design and energy-efficient systems Mechanical plant design and equipment selection Piping systems and system integration Proficiency in industry-standard tools:Auto CAD, Revit (BIM), IES, HAP, and mechanical calculation software Strong knowledge of:UAE authority regulations and approval processes International codes (ASHRAE, IPC, NFPA where applicable) Experience in preparing:Technical reports and specifications Feasibility studies Familiarity with Building Management Systems (BMS) and smart building integration. Strong commercial awareness and understanding of project delivery frameworks in the UAE.<br><br>Preferred Attributes<br><br>Chartered Engineer status or working toward professional accreditation. Experience on large-scale or high-profile developments in the UAE or GCC. Exposure to sustainability frameworks (LEED, Estidama, Net Zero strategies). <p><br></p><p>About the Role</p><p>We are looking for a Senior Infrastructure / Roads / Underground Services Engineer to work under the Programme Management Business Group, providing project management and construction supervision services. The Senior Infrastructure / Roads / Underground Services Engineer will assist the Project Manager and/or Resident Engineer in administering the operational functions of the day-to-day infrastructure, road, drainage, and underground utility activities on the project. The role will include reviewing design submissions, shop drawings, method statements, material submittents, RFIs, technical queries, and construction activities to ensure compliance with approved drawings, specifications, contract requirements, applicable standards, and authority requirements. SR. COMMISSIONING ENGINEER (INSTRUMENTATION)<br><br>Mandatory Qualification<br><br>B. Sc. in an Engineering Discipline with extensive experience in commissioning of oil and gas projects.<br><br>Experience<br><br>Minimum of twelve (12) years’ experience in design, construction, commissioning, and start-up of oil & gas processing plants and preferably offshore with EPIC contracting companies of which a minimum eight (8) years Commissioning Coordinator/Team Leader.<br><br>Primary Duties And Responsibilities<br><br>Responsible for pre-commissioning, commissioning, and start-up of facilities in projects in accordance with company procedures and guidelines in place. To define, mobilize and manage an organization which will cover the preparation and the execution of commissioning. To manage the preparation of project specific pre-commissioning/commissioning procedures and reporting tools (including technical database when applicable, planning, punch list control). To manage the execution of commissioning to achieve maximum productivity, minimize cost and achieve smooth hand over. To supervise the reporting of commissioning execution to ensure that all technical, and contractual information is properly recorded, collected and available for inspection/reference as required by regulations and company procedures/policies. To supervise the schedule of commissioning in order to reach the planned end date. To co-ordinate with other project entities/existing facilities. To ensure the project commissioning and handover process is implemented in compliance with company procedures and guidelines. To promote HSE behaviour within the commissioning activities and verify that HSE procedures are implemented by commissioning team. Improve company commissioning procedures, initiate and contribute to the commissioning deliverables standardization, develop strategy to minimize offshore commissioning and minimize lost time due to interfaces. Develop commissioning strategy and provide input to the project execution plan and early stages of engineering. Responsible for the review and the approval of the various commissioning preparation tasks to be performed by the Contractor: work breakdown structure, priorities, resources, schedule, etc. Review and approve the commissioning management procedures (hand over, checklists, interfaces, punch list, internal organisation, and sign-off certificates). Review and approve the commissioning dossiers prepared by the Contractor (including database populating and operational test procedures writing). Coordinate activities of the company commissioning team (system engineers, discipline supervisors, planning/punch list controller, Asset Holder). Identify and address all interface issues with other project packages with respect to commissioning. Prepare overall commissioning plan and obtain approval for the same in consultation with Asset Holder. Responsible to check and endorse mechanical completion. Responsible for witnessing and monitoring the pre-commissioning activities performed by the Contractor. Countersign all pre-commissioning dossiers at Ready For Commissioning (RFC) status. Control all commissioning activities performed by the Contractor and its reporting. Check progress against planning and recommend any necessary corrective actions, close follow up on punch list with Contractor and Asset Holder. Coordinate with Contractor/Vendors to solve system/equipment performance problems. Review and approve the commissioning dossiers after completion of commissioning activities and sign the Ready for Start Up and hand over certificates. Must be an Expert in design & engineering of subsea umbilicals. Have worked in at least 2 major offshore EPIC (Engineering, Procurement, Installation & Commissioning) Oil & Gas projects with direct responsibility for umbilical and Power cables package delivery. Have PMT / PMC experience and able to manage EPIC Contractors / Vendors in discipline related activities for large-scale Projects. Have extensive experience in working with relevant umbilical design codes and standards (ISO, API, Shell DEPs). Have extensive experience in umbilical manufacturing and testing with proven ability in reviewing documents with respect to quality and safety and compliance to project design basis and standards. Able to make recommendations for approval or rejection of technical deviations/Change Requests. Able to resolve technical challenges and liaison with other relevant disciplines and external stakeholders. Previous work experience for an umbilical manufacturer is preferable. Have experience in subsea umbilical crossing design, loadout, installation, and J-tube pulling operations. Have experience in power cable crossing design, loadout, installation, shore approach, and shore pulling analysis. Experience in and understanding of subsea umbilical pre-commissioning / commissioning operations<br><br>Primary Duties And Responsibilities<br><br>Provide technical design and engineering services in subsea umbilical and power cable Engineering (Offshore) for all assigned engineering projects. Achieving the technical quality of work in accordance with Company procedures, whilst considering quality, schedule, cost and HSE. Conduct Umbilical and Power Cable Engineering (Offshore) activities of in-house site surveys for projects, from initial concept definition phase through to; engineering studies, FEED, detailed design and commissioning. Ensure the required Company technical assurance practices, engineering standards, environmental and safety policies are incorporated and followed, in workscopes and whilst conducting Pipeline Engineering (Offshore) activities. Review technical deviations and variations to approved guidelines, codes, standards and practices. Support Engineering Department to review, update and apply Company standards and amendments to external standards. Plan and co-ordinate activities of a team of multidiscipline engineers for providing timely delivery of technical services to meet the project requirements. Co-ordinate engineering designs, develop and review multi-disciplinary work- scopes for projects and other engineering activities. Ensure that the work-scope is comprehensive and clear. Develop offshore subsea facilities engineering scope of works and deliverables list for FEED and detail engineering stage. Review and approve method statements developed by contracted organisations for scope compliance. Liaise with contracted organisations to resolve technical issues. Develop, update and monitor schedules for in-house engineering activities, contribute to external FEED/EPIC scheduling activities and effective project delivery. Conduct evaluation of technical bid packages for scope compliance. To review and comment on Package Vendor documents. Review and evaluate the Contract Changes/Variation to approved guidelines and practices. Act as the focal point for technical matters and take a lead role on behalf of Company on matters associated with subsea facilities. Work seamlessly with Company’s project team, to support the execution of subsea facilities, tie ins and systems integrations. Ensure the testing program, plans and procedures for all Subsea facilities deliver technical integrity assurance of all system interfaces prior to shipment for installation. Ensure interfaces between project Contractors and other stake holders are effectively managed. These include Operations & Maintenance department, Topsides and Drilling Contractors. Provide onshore and offshore technical support during onshore and offshore project construction, commissioning and startup activities. Provide coaching, mentoring and training to less experienced Subsea Engineers in the wider organisation.
