<p>Provide technical guidance to support the Transportation Network and Airfield Pavement Activity Management Plan (TNAP) AMP as required by the contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP), and it is located at Al Udeid Air Base (AUAB), Doha, Qatar. Essential Responsibilities: Provides management service of airfield pavements and transportation infrastructure networks to enable the safe and efficient movement of people, equipment, aircraft, and material across the installation and airfield. Advise and assist in a portfolio-wide view of facilities and linear infrastructure at the highest level. Provide technical guidance to support the Heavy Pavements Sub-AMP, Pavements/Airfield Pavements Sub-AMP duties and responsibilities. Responsible for an asset lifecycle management portfolio containing all Air Force-owned roads, bridges, parking lots, curbs and gutters, traffic signals, signage, marking, sidewalks, walkways, rail systems, docks, final denial barriers (FDB), FDB control systems, FDB supporting safety systems and traffic management and planning. This AMP Manager s subject matter expertise shall lend itself to providing the Government with recommendations on how best to invest in the assets under their purview and align its efforts under four main lines of effort: Asset Visibility, Requirements, Planning, and Performance. Advise and assist the Government to ensure the asset inventory reflects sufficient level of detail to enable investment decisions. Advise and assist with the development of the Future Years Defense Program +3 (FYDP+3) for infrastructure pavements. Conduct regular quality assurance (QA) reviews of data and use gap analysis to identify where Sub-AMP and subject matter experts shall collect additional data. Implement data standards for assets within respective portfolios and provide guidance to Sub-AMPs and the Built Infrastructure Assessment Team (BIAT) on which inventory to prioritize and advise on how often and when to conduct condition assessments. Support condition assessments and provide guidance to ensure relevant data has visibility and analysis. Work with Operations Flight shops, subject matter experts, and the Engineering Flight to advise and assist the Government on the condition assessment methodology and approach to ensure the data is adequate and the data resulting from the condition assessments are properly documented. Advise and assist the Government in defining and prioritizing requirements within respective activities. Integrate requirements from Sub-AMPs within their activity and identify target years for project development, design, and execution. Advise and assist on creating requirements to support future opportunities deriving from asset analysis. Utilize appropriate systems to identify investment requirements at facility or equivalent master-asset level to repair/sustain systems throughout their life cycle. Advise and assist on developing requirements which may be executed through organic Operations Flight labor or through projects managed in the Engineering Flight. Perform work planning, including grouping of requirements into opportunities and developing a rough cost and work estimate for them. Lead semi-annual AMP working groups. AMP working groups should discuss the status of asset visibility, the current risk in asset portfolios, project candidates, performance assessments of key performance indicators (KPI), a review of any completed AMP objectives, and a summary of AMP objectives to accomplish in the coming year. When construction impacting the TNAP AMP is completed the TNAP AMP Manager will update the Pavements Condition Index in PAVER with no more than one (1) error per update. Advise and assist the Government in the development of metrics and KPIs to ensure activities deliver optimal service.</p><p><strong>Desired Candidate Profile</strong></p><p><b>Minimum Position Knowledge, Skills and Abilities Required:</b> Civil Engineer Bachelor s Degree from an ABET Accredited University with at least five (5) years experience in pavement, construction, and maintenance and transportation infrastructure management. Experience with pavement management systems is preferred. Must have an equivalent of an Air Force minimum 5 level or equal and 5 years experience in pavement maintenance and repair, asphalt paving, concrete paving, and pavement marking. Prior R&R experience preferred. Must be familiar with PAVER, serve as the engineering expert and liaison for the Traffic Safety Council, and work with the sub-AMP managers assigned to areas of TNAP responsibilities. Required to complete AFIT WENG 200, WENG 400, WENG 555, WMGT 241, WMGT 331, WMGT 341, WMGT 417 required and WENG 550 desired. All required courses are offered online or live broadcast and shall be completed through the first available offering after hiring date. Must be familiar with NexGen IT and BUILDER SMS. Ability to exercise discretion and make effective decisions. Solid communications and strong interpersonal skills a must. Strong ability to work and lead as a member of a diverse, dynamic team. The role is primarily responsible to report using advance NDT techniques, accurate defect detection, characterization, and supporting a safe and reliable project execution.</p><br><br><br><p><strong>Key Job Accountabilities</strong></p><br><br><ul><li>Engage with external Contractors to perform PAUT/TOFD and advance NDT techniques and perform defect sizing, characterisation.</li><li>Review and technically assess contractor-issued NDT reports, interpretation records, images, and supporting inspection data to confirm adequacy, traceability, and compliance prior to acceptance.</li><li>Review and verify NDT procedures, technique sheets, personnel certifications, calibration records, equipment validity, and qualification records prior to commencement of inspection activities.</li><li>Ensure full traceability between weld maps, line/component identification, NDT reports, repair history, final inspection status, and supporting quality records.</li><li>Interpret advance NDT data and evaluate indications against the applicable acceptance criteria (ASME, API, Project specs.) and prepare and accurate inspection reports with supporting data/images.</li><li>Engaging contractors and applicable third-party organisations with a professional approach and maintain a good working level relationship</li><li>Review contractors documented quality deliverables in accordance with the requirements and expectations of COMPANY and provide clear, concise output to the applicable quality focal point.</li><li>Evaluate the suitability of products and processes at key stages against the prescribed specification requirements and is effectively implemented.</li><li>Ensure NDE traceability of inspected welds and components.</li><li>Continuously monitor the quality of works in progress at site and at the EPC Contractor fabrication workshop against the applicable NDT Procedure and COMPANY technical specification.</li><li>Verify NDT calibration blocks, reference standards, and equipment validity.</li><li>Ensure that the latest revision of project quality documentation is available, and that records of product and process conformance are maintained in accordance with the document and record control requirements.</li><li>Prepare a daily report summarising the salient inspection points and quality concerns and coordinate directly with the assigned quality focal point regarding any significant issues identified.</li><li>Manage and participate in site quality verification activities (i.e. Quality Walkabout and Procurement Surveillance) and document results using the applicable inspection report template.</li><li>Record and facilitate the follow-up of product related non-conformance results.</li></ul>
<br> Profile <br><p>Qualifications</p><br><br><ul><li>Bachelor of Engineering - Mechanical / Metallurgy or Equivalent</li><li>NDT certificate in ASNT/PCN Level III for methods in UT, RT, PAUT and TOFD, as minimum.</li><li>NDT certificate in ASNT/PCN Level II for methods MT and PT, as minimum</li><li>CSWIP 3.1 certification and NDT Certificate in ECT, preferred</li><li>Minimum 10 years of working experience as NDE personnel for Oil & Gas projects, preferably in LNG (greenfield, brownfield, shutdowns, and live plant environments).<br>• Demonstrated minimum 4-6 years of hands-on experience in advance NDT (PAUT/TOFD) post certification and NDT data interpretation, procedure review, scan plan assessment, and technical validation of contractor inspection outputs.<br>• Practical experience in interpretation and acceptance evaluation of weld inspection results against ASME Section V, ASME B31.3, ASME VIII, API 1104, API 5L, project specifications, and approved inspection procedures.<br>• Demonstrated understanding of welding processes, weld joint configurations, weld repair scenarios, heat affected zone considerations, common fabrication and service-induced discontinuities, and the impact of welding variables on NDT technique selection and interpretation.<br>• Demonstrated ability to assess inspection limitations arising from geometry, restricted access, material condition, weld profile, Docusign Envelope ID: D09C6E9D-E1AC-8B3E-82DE-48DA43BB4932<br>Classification: Confidential<br>coating, cladding, or in -service constraints, and recommend technically suitable inspection approaches.<br>• Extensive experience with reviewing/interpretation of PAUT/TOFD, RT Film and witnessing of MT and PT methods.<br>• Experience in tube inspection (ECT, IRIS, ACFM), corrosion mapping and inspection of TKY weld joints<br>• Understanding of common weld defects and discontinuities, sour service, calibration techniques and scan plan development.<br>• Familiar with ISO 9001 quality assurance principles and practices.</li><li>Strong technical background in advanced NDT, welding, fabrication, and code-based acceptance evaluation, with proven QA/QC inspection and coordination experience</li><li>Fluent in both spoken and written English</li><li>Strong qualitative and quantitative analytical skills.</li><li>Advanced computer literacy</li></ul>
