Ensure safe execution, compliance with international standards, and support maintenance, shutdowns, and project activities to maintain plant integrity and reliability. </p><br><p><strong>KEY ACCOUNTABILITIES</strong> </p><p><strong>Scaffolding Activities</strong> </p><ul><li><p>Supervise erection, modification, and dismantling of scaffolds in accordance with company HSE standards and international codes (e.g., BS EN, OSHA). </p></li></ul><ul><li><p>Review scaffold design drawings and ensure proper load capacity and tagging system. </p></li></ul><ul><li><p>Conduct inspections and certify scaffolds prior to use. </p></li></ul><ul><li><p>Ensure scaffolding supports maintenance, turnaround (TA), and project requirements. </p></li></ul><p><strong>Insulation Works</strong> </p><ul><li><p>Monitor installation and removal of thermal and cold insulation systems for piping, vessels, and equipment. </p></li></ul><ul><li><p>Ensure correct material selection (e.g., mineral wool, calcium silicate, PIR) in accordance with approved specifications and service requirements. </p></li></ul><ul><li><p>Verify compliance with specifications to prevent heat loss, condensation, and corrosion under insulation (CUI). </p></li></ul><ul><li><p>Coordinate insulation reinstatement post-maintenance to restore system integrity and operational efficiency. </p></li></ul><p><strong>Painting & Coating</strong> </p><ul><li><p>Supervise surface preparation (blasting, cleaning) and coating applications. </p></li></ul><ul><li><p>Ensure proper application of protective coatings for corrosion control. </p></li></ul><ul><li><p>Verify paint systems per company and international standards (e.g., SSPC, NACE). </p></li></ul><ul><li><p>Monitor environmental conditions (humidity, temperature, dew point). </p></li></ul><p><strong>Maintenance & Turnaround Support</strong> </p><ul><li><p>Support maintenance and turnaround activities by coordinating SIP works during plant shutdowns and turnaround periods. Ensure timely execution to avoid delays in critical path activities. </p></li></ul><ul><li><p>Liaise with maintenance, operations, and contractors’ teams to ensure safe, timely, and coordinated execution of work. </p></li></ul><p><strong>Team Leadership</strong> </p><ul><li><p>Guide and mentor technicians and contractors to ensure safe and efficient execution of scaffolding, insulation, and painting activities. </p></li></ul><ul><li><p>Ensure workforce competency and productivity with company standards, procedures, and safety requirements. </p></li></ul><ul><li><p>Plan, coordinate, and prioritize daily maintenance activities to meet operational schedules and maintain continuous plant reliability. </p></li></ul><p><strong>Policies, Systems, Processes and Procedures</strong> </p><ul><li><p>Contribute to the identification of opportunities for the continuous improvement of Departmental systems, policies, processes and practices taking into account ‘international leading practices’ in order to improve productivity and operational efficiency. </p></li></ul><ul><li><p>Provide critical input to support the development of Section’s systems, policies, processes, and procedures in order to meet business requirements. </p></li></ul><ul><li><p>Implement all relevant Section’s policies, processes, procedures and instructions so that work is carried out in a controlled and consistent manner. </p></li></ul><p><strong>Quality, Health, Security, Safety and Environment</strong> </p><ul><li><p>Ensure compliance with Life Critical Procedures, Tenets of Operations, Consent to Operate, plant policies and procedures, </p></li></ul><ul><li><p>Enforce company Safety Procedures, Permit to Work (PTW), and LT&T systems. </p></li></ul><ul><li><p>Conduct toolbox talks and job safety analysis (JSA). </p></li></ul><ul><li><p>Ensure all SIP activities comply with Company regulations and site policies. </p></li></ul><ul><li><p>Identify hazards and implement mitigation measures. </p></li></ul><ul><li><p>Perform routine inspections and audits of SIP work. </p></li></ul><ul><li><p>Ensure documentation, reports, and checklists are completed accurately. </p></li></ul><ul><li><p>Verify contractor performance and adherence to specifications. </p></li></ul><p><strong>Reporting</strong> </p><ul><li><p>Prepare and submit Daily Shift Reports in a timely and accurate manner in order to meet the Departmental requirements, policies and standards. </p></li></ul><ul><li><p>Report incidents and near misses. <p>Guildhall is recruiting for an Estimation Manager to join a leading international engineering and construction contractor based in Qatar. The successful candidate will lead the estimation and tendering function for major building and infrastructure projects, ensuring commercially competitive, technically compliant, and profitable bids are delivered in line with company standards.
Job Responsibilities:
- Lead the end-to-end tendering and estimation process for complex projects valued at USD 200 million+, including BOQ coding in CCS (Candy), quantity take-offs, BOQ preparation, and bespoke RFQ package development (specifications, drawings, BOQs, and contract documents).
- Coordinate with the Contracts Department to ensure back-to-back contractual compliance, fixed-price lump sum requirements, escalation mechanisms, and all commercial and legal obligations are incorporated into tender submissions.
- Manage technical and commercial bid evaluations, conduct subcontractor negotiations, and ensure compliance with project scope, methodology, sequencing, programme, specifications, contractual requirements, and accurate pricing of plant, equipment, laydown areas, and temporary works.
- Take ownership of the technical, contractual, legal, and commercial performance of all tenders, ensuring company standards, submission deadlines, and quality requirements are consistently achieved.
- Develop bid-winning strategies, lead and mentor the tender team, present weekly tender reports to the Board of Directors and Tender Committee, monitor KPIs including cost per square metre and unit rates, and oversee the successful electronic and physical submission of tender packages.</p><p>- Bachelor's Degree in Civil Engineering from a US or UK accredited university.
- Proven experience with an International Prime Contractor, including significant GCC experience in an Estimation Manager or senior estimating leadership role.
- Demonstrated experience managing tenders for USD 200 million+ projects across sectors such as Airports, Rail, Bridges, Data Centres, Luxury 5-Star Hotels & Residences, Commercial High-Rise Towers (50+ Floors), Ports, and Military Assets.
- Advanced proficiency in CCS (Candy) Estimation Software, quantity surveying, BOQ preparation, tender planning, commercial management, and contract administration.
- Strong understanding of fixed-price lump sum contracts, subcontractor procurement, technical and commercial bid evaluations, FIDIC/contracts, and commercial risk management, with excellent leadership and stakeholder management skills.</p>

Ensure site HSE inspection and audit programs are implemented.<br><br>Education – Qualifications, Accreditation, Training<br><br>Bachelors Degree in engineering discipline (mechanical, welding, material, process etc.)<br><br>Industry Specific Experience<br><br>Must have experience in HSE discipline of projects in operating plants. Personnel shall have the specified minimum project experience in process plants, mainly Oil & Gas or petrochemicals, and shall be knowledgeable of the applicable Engineering codes and standards. Minimum 7 years’ experience in Brown Field Oil and Gas Project Delivery as an HSE Engineer.
