Primary Purpose Of The Job<br><br>Manage independent Cost estimation and Cost advice for developing and implementing various Capital, Production, Maintenance, HSE and Refinery Shutdown Projects. Execute cost estimate for in-house Plant modification for optimizing and improving Refinery processes, production and HSE requirements.<br><br>Required Experience And Skills<br><br>Minimum 12 years oil and gas experience in cost estimation, contractor interface, planning and costing. Excellent oral and written English, communication combined with good presentation skills. About the Role We are seeking a motivated and detail-oriented Engineer – Hydrocarbon Accounting (HCA) & Metering to support hydrocarbon accounting, production allocation, measurement validation, and reporting activities within a complex industrial environment. The successful candidate will contribute to production data integrity, hydrocarbon reconciliation, metering performance, digitalization initiatives, and continuous improvement programmes supporting operational and business objectives. Qualifications & Experience Bachelor's degree in Engineering, Business Administration, Data Management, Industrial Systems, or a related discipline. Minimum 10 years of relevant professional experience. At least 7 years of experience within the Oil & Gas, LNG, Petrochemical, Energy, Utilities, or Process Industry sectors. Basic understanding of production operations, hydrocarbon accounting, metering, and production information systems. Familiarity with digital technologies, industrial data systems, and operational reporting environments. Strong analytical, communication, and teamwork skills. Ability to work collaboratively with multidisciplinary technical and operational teams. Key Competencies Understanding of hydrocarbon measurement principles and metering systems. Knowledge of mass balance methodologies, production allocation, and hydrocarbon accounting concepts. Key Responsibilities Support daily hydrocarbon accounting, allocation, and metering activities to ensure accurate production reporting. Validate, analyse, and reconcile production, consumption, inventory, and transfer data from various operational systems. Support daily, monthly, and annual hydrocarbon allocation and production reporting processes. Assist in investigating and resolving measurement, reconciliation, and allocation discrepancies. Maintain and update allocation methodologies, hydrocarbon accounting databases, and reporting models. Support administration and maintenance of hydrocarbon accounting applications and associated production data systems. Participate in reviews of hydrocarbon accounting processes, procedures, and performance improvement initiatives. Support internal, external, partner, and regulatory audits, including the closure of identified findings. Provide reliable production and historical data to support planning, forecasting, and business reporting activities. Participate in digitalization, automation, and reporting optimization projects. Prepare technical documentation, procedures, reports, and operating guidelines related to hydrocarbon accounting. Coordinate with Metering, Operations, Production Planning, Digital, and Commercial teams to ensure data consistency and operational alignment. Support continuous improvement initiatives aimed at enhancing reporting accuracy, system reliability, and operational efficiency. Additional Requirements Strong attention to detail and commitment to data integrity and reporting accuracy. Experience working within multidisciplinary operational and technical environments. <li>Provide expert professional advice and guidance in allocation, planning and stewardship of costs and expenditures for Onshore Project and develop and modify procedures to meet business requirements during project phases.</li>
<li>Develop and maintain a set of Project Cost Control procedures, guidelines and flow charts to meet project requirements along with a standard cost reporting process across all project Contracts.</li>

<li>Ensure cost data integrity across all Contracts and make sure cost information is accurately compiled and reported to Project Management to provide visibility on overall project cost status and performance.</li>
<li>Direct project team and provide guidance and expertise to Project Cost Engineers assigned to each one of the EPCs and ensure common understanding and standardized practice of cost control processes in terms of Value of Work Done (VOWD) reporting, forecast updates, contractors' change orders, trend and contingency management and expenditures allocation.</li>
<li>Support the Business Division Manager and lead the financial input into Funding Packages submittals, e.g. Advance Commitments (ACs), Full Funding (FF), Supplementary Funding whenever required and recommend budget transfers to ensure that all necessary funding is provided and Project Cost at Completion is aligned with the approved budgets.</li>
<li>Development of Forecast cost estimates and preparation of annual Work Program and Budget (WP&B) taking full consideration of project scope, progress achieved and pending to complete scope.</li>
<li>Develop and maintain Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS) for the overall Onshore project consistent with project scope and reporting structures requirements across project EPCs.</li>
<li>Facilitate the monitoring of FEED and Contractors and project's cost performance comparing to agreed control plans and recommend corrective plans as required during project execution with the appropriate PMT personnel.</li>
<li>Monitor, review and endorse FEED and Contractors deliverables in terms of VOWD reporting, Trend Management and Earned Value Analysis.</li>
<li>Advise Head Project Controls and Project Leadership Team of any potential cost issues as early enough to mitigate, provide guidance on corrective actions and measures to mitigate any adverse trends.</li>
<li>In conjunction with Head Project Controls develop and implement corrective actions and recovery plans ensuring these are implemented in a timely manner.</li>
<li>Follow up Project Commitments in line with approved budgets and ensure all change orders are dully submitted (with regard to contractual compliance) and are subject to proper Management approval.</li>
<li>Provide guidance to Procurement and Contracts teams for commitments WBS and CBS allocations.</li>
<li>Develop in-house cost reporting solutions for managing Project Cost ensuring accuracy, integrity and consistency of data.</li>
<li>Provide support for tenders' technical evaluations during Pre-EPC phase by developing Tender Evaluation Plans, facilitating and coordinating the technical evaluation process, developing Technical Bid Evaluation reports and getting required approvals from project management and Onshore committees.</li>
