Primary Purpose Of The Job<br><br>Manage and conduct marine inspections and audits on vessels contracted or operating within Qatar Energy’s areas to ensure compliance with international, regional, local, and contractual standards.<br><br>Oversee Port State Control inspections, OVID audits, and DP trials to safeguard operational integrity, prevent substandard vessels from operating, and uphold safety, environmental, and regulatory requirements.<br><br>Required Experience And Skills<br><br>Fully familiar with movement of floating units and all aspects of marine operations connected with the offshore industry including PSV, AHTS, offshore construction vessels, Heavy Lift Vessels/Barges/JUB/Diving & ROV vessels, rig moving, support operations, and marine investigation. Proficient in MS Office applications.<br><br>Educational Qualifications<br><br>STCW Chief Engineer Certificate of Competency (STCW III/2) with minimum 10 years’ relevant experience in Offshore/Oil & Gas operations, including 3 years as Chief Engineer on offshore vessels and marine operations. Preferable experience on Dynamic Positioning vessels (DP2, DP3 Class) with significant sailing experience on more than one of the following: Offshore Supply Vessels, AHTS, ASD Tug, rig move/towing, Jack-up barge, or subsea vessels. The role will drive spend optimization, supplier strategy, procurement intelligence, market analysis, commercial negotiations, and procurement transformation. The position will work closely with Strategy, Investment, Finance, IT, and Business Unit leadership to ensure procurement is integrated into business planning and supports the Group’s growth and long-term commercial objectives. Key Responsibilities Lead Group-level strategic sourcing, spend analytics, and procurement optimization initiatives. Manage IT procurement and sourcing, including hardware, software, IT services, and resources. Develop category and sourcing strategies aligned with Group business objectives. Conduct market intelligence, supplier evaluation, benchmarking, and cost analysis. Lead strategic negotiations, high-value contracts, framework agreements, and supplier partnerships. Identify cost-saving, efficiency, demand-management, and value-creation opportunities. Drive procurement transformation, digitalization, analytics, governance, and process improvements. Build and manage strategic supplier relationships and supplier performance. Partner with Finance, IT, Strategy, Investment, and Business Units on procurement and business decisions. Lead and develop procurement teams while ensuring alignment with Group procurement objectives.<br>Qualifications & Experience Bachelor’s degree in Procurement, Supply Chain Management, Business Administration, Finance, Engineering, or a related discipline.10–15+ years of progressive procurement experience, including significant experience in strategic sourcing, category management, and procurement leadership. Strong experience in IT procurement and sourcing, particularly across:IT hardware Software and licensing IT infrastructure IT services Technology resources Proven experience working within large, complex, or multi-business organizations. Strong experience in strategic sourcing, supplier management, commercial negotiations, contract management, and cost optimization. Experience in spend analytics, procurement transformation, digital procurement, and procurement performance management. Experience managing high-value contracts, strategic suppliers, and complex sourcing initiatives. Experience working with senior stakeholders across Finance, IT, Strategy, Investment, and Business Units. Professional Certification CIPS, MCIPS, CPSM, or equivalent professional procurement certification is preferred.
