Construction Supervisor (Electrical & Instrument)<br><br> Job Purpose The purpose of the Construction Supervisor (Electrical & Instrument) is to supervise and oversee all construction activities concerning electrical and instrument in accordance with the established CAT III, IV, V and VI Projects processes, specification, and IFC Drawings. The Construction Supervisor - Electrical & Instrument is responsible in supervising the execution of all CAT III, IV, V and VI Projects Mechanical and Piping Construction activities safely, with the required quality, and per schedule. The role directly reports to the Head of Construction and works closely with the assigned Construction Lead. The role works in the Pool Matrix of the Construction Division. The role is applicable to Brownfield and Greenfield CAT III, IV, V and VI Projects, and in normal plant operating conditions as well as shutdowns. The role provides representation in monitoring and coordinating the site and safety activities of Contractor and its Sub-contractors. The role reports on the construction activities, progress, and areas of concern and mitigating actions. The role prepares for and participates in CAT III, IV, V and VI Project(s) Weekly Construction Meetings. The role reviews and approves Construction Method Statements provided by the Contractor and ensures that its requirements are fully implemented at site by the Contractor / Sub-contractor. Main Duties / Accountabilities Familiar with the health, safety and environment requirements and ensure that they are adhered to during construction activities. Ensure safety compliance at site and participated in Safety IIF Program. Engage Contractors, Sub-contractors, and applicable Third Parties with a professional approach and maintain a good working level relationship. Fully conversant with Project’s discipline specific, facility related technical specification requirements. Interface and coordinate with the Project Engineering and QA/QC Teams. Coordinate Contractor’s Construction activities, and interface coordination with the activities of Third Parties. Ensure that construction activities are carried out in accordance with rules, regulations, Procedures and Permit to Work (PTW). Ensure that Construction activities are carried out in accordance with RLC rules regulations, Procedures and the Consolidated Permit to Work System in areas under RLC jurisdiction. Continuously monitor Construction activities in progress at site and at critical activities locations against the applicable Project Technical Specifications. Review activities and inspection results (reports / tests) to ensure compliance with Project requirements before proceeding with succeeding Construction activities. Monitor and ensure the correction of Non-Conformance Report items and other issues supporting QA/QC compliance. Conduct Construction surveillance activities per PMD requirements and participate in Construction Walkthroughs. Report construction progress and concerns and coordinate directly with the assigned Construction Focal Point regarding any significant issues identified. Operating Environment, Framework and Boundaries Works in accordance with Policies & Procedures and directives from the Head of Construction. Discusses with the Head of Construction / Construction Focal Point, and the Contractor regarding site issues / problems, and work progress encountered at site. Operates in a comprehensive technical and supervisory role to support all Construction related activities for assigned Projects. Communications and Working Relationships Close working relationship with the Construction Focal Point, other Construction Supervisors, QA/QC Inspectors, and Discipline Engineers for execution of assigned Projects construction activities. Frequent contacts with Operations regarding Permit to Work (PTW), and material passes, supplier representatives, Contractors, and Sub-contractors during execution of Projects construction activities. Regular meetings with the Construction Focal Point to discuss construction activities, progress and work priorities. Problem Solving / Complexity Execute the Construction scope of Projects according to their Construction Execution Plans. Works within well-established Policies, Procedures and Standards. Works under pressure in fast-track and complex Projects, including shutdowns. And able to provide professional, concise response to construction related issues and concerns. Undertakes investigations and problem solving of construction issues and concerns. Must have the ability to work with the Contractor to make decisions on Projects construction issues and concerns. Provides expertise in a range of the various Construction scopes for all Projects, and other Construction activities. Good team player and strong work commitment, dedication, and contribution. Decision Making Authority and Responsibility Plan and prioritises assigned Construction work within the agreed work plans for assigned Projects. Minimum Qualification, Knowledge, Skills and Experience Bachelor of Science in Electrical / Instrument Engineering, or equivalent such as Diploma. Thorough knowledge of IEC, NEC, NFPA, BS, NEMA, NETA, IEEE, etc. Codes / Standards. Minimum of six (06) years broad experience in all phases of Construction planning, field execution and mechanical completion activities in electrical and instrument discipline for EPC type Oil and Gas Projects. Experience working in Brownfield and Greenfield Projects with Contractors and Sub-contractors, in particular those involved in the Construction of Onshore and Offshore (when required), Plant Shutdowns, Oil & Gas, Chemical and / or Petrochemical Plant Facilities. In addition to experience in installation, modification, and testing of electrical, instrument, and systems control equipment. Experience in HVAC Systems electrical panels installation and cable termination / testing (Optional). Good leadership and interpersonal skills and the ability to work as a team member under project schedule pressures. Self-motivated and proactive in communication, taking action, and efficiently driving construction activities. Fluent in both spoken and written English. Possess good IT skills, and be able to use basic software such as Excel, Word, etc. Good supervisory and site control skills.

The role owns three interlocked service lines — IT Support (onsite/remote end-user services), Service Desk (24x7 single point of contact), and L1 Application Functional Support — delivered to enterprise and government clients under SLA / XLA-driven managed services contracts.<br><br>Operating within an ITIL v4-aligned Service Value System, the SDU Leader ensures consistent service quality, customer experience, financial performance, and continuous improvement, while building a high-performing, ITIL-mature delivery organization.<br><br>Mandatory Selection Criteria<br><br>Service Desk & IT Support Management Experience: Minimum 3 years in a manager-level role leading Service Desk (SD) and IT Support operations. Managed Services / Service Provider Background: Prior employment with a managed services provider delivering Service Desk and IT Support under SLA-driven contracts (non-negotiable). ITIL v4 Certification: Valid ITIL v4 Foundation certification (minimum). ITIL 4 Managing Professional or Specialist modules preferred. Education: Bachelor’s degree in Computer Science, Information Technology, or a related discipline. Scale of Operation: Demonstrated leadership of multi-tier (L1/L2) teams of 100+ resources across multiple customer accounts.<br><br>Responsibilities<br><br>KEY RESPONSIBILITIES1. Service Delivery & Operational Leadership<br><br>Own end-to-end delivery of Service Desk, IT Support, and L1 Application Functional Support services across all managed contracts within the Delivery Unit. Ensure 24x7 service availability, shift coverage, and resource readiness across all customer environments. Act as the single point of accountability for service delivery performance, escalations, and contractual obligations. Drive consistent adoption of ITIL v4 practices across Incident, Service Request, Problem, Change Enablement, Knowledge, and Service Level Management. Serve as the primary escalation point for major incidents, customer escalations, and complex service issues.<br><br>2. ITIL v4 Process Governance<br><br>Govern adoption of ITIL v4 Service Value Chain activities — Engage, Plan, Improve, Design & Transition, Obtain/Build, Deliver & Support — across the Delivery Unit. Maintain mature, auditable processes for Incident, Request, Problem, Change Enablement, Knowledge, and Continual Service Improvement (CSI). Ensure SOPs, runbooks, escalation matrices, and knowledge articles are documented, reviewed, and continuously updated. Lead internal and external audits (ISO 9001, ISO/IEC 20000, customer governance audits) and ensure timely closure of findings.<br><br>3. Service Desk Operations<br><br>Lead 24x7 Service Desk operations as the single point of contact for end-users across multiple client accounts. Govern full ticket lifecycle management within ITSM tools — logging, classification, prioritization, routing, resolution, and closure. Drive First Call Resolution (FCR), reduce re-opened tickets, and increase self-service adoption. Implement workforce management practices including shift rostering, queue management, schedule adherence, and surge planning.<br><br>4. IT Support / End-User Services<br><br>Lead L1 and L2 onsite and remote IT support teams across customer environments. Oversee endpoint lifecycle management including imaging, deployment, patching, hardening, and decommissioning using tools such as Microsoft Intune and SCCM/MECM. Govern Active Directory, Azure AD / Entra ID user provisioning, access management, and joiner-mover-leaver (JML) processes. Ensure VIP and executive support services meet white-glove service standards. Oversee Microsoft 365 operations (Exchange Online, Teams, Share Point, One Drive) at L1/L2 level.<br><br>5. L1 Application Functional Support<br><br>Lead L1 Application Functional Support teams covering government applications, e-services portals, ERP systems, case management, and business applications. Ensure structured functional triage, business rule validation, and escalation to L2/L3 application teams. Drive documentation, knowledge transfer, and training to ensure operational readiness across functional modules.<br><br>6. SLA / XLA / KPI Governance & Reporting<br><br>Own SLA, OLA, and XLA performance across all service lines, ensuring ≥ 98% SLA compliance baseline. Govern operational KPIs including CSAT, FCR, MTTR, abandon rate, and others with executive-level reporting. Develop dashboards and management reports for leadership and customer governance forums. Lead monthly and quarterly service review meetings (MSR/QBR) with customers.<br><br>7. Customer & Stakeholder Management<br><br>Act as senior delivery interface for customer stakeholders, PMO, and business owners. Build trust through proactive communication, risk management, and delivery consistency. Manage expectations, scope changes, and contractual discussions in coordination with Account Management and Legal teams. Identify and drive opportunities for service expansion, automation, and value-added services.<br><br>8. Financial & Commercial Management<br><br>Own Delivery Unit P&L including revenue assurance, cost control, utilization, and forecasting. Manage resource costs, overtime, subcontracting, licensing, and tooling within approved budgets. Conduct monthly financial performance reviews and ensure alignment with contracted revenue. Ensure billing accuracy through validation of deliverables and consumption tracking.<br><br>9. Pre-Sales, RFP & Solutioning Support<br><br>Support pre-sales and sales teams in RFPs, tenders, and solution development. Develop proposals including SoW, staffing models, transition plans, RACI matrices, and pricing inputs. Participate in customer presentations, due diligence, and bid defense sessions.<br><br>10. Transition, Onboarding & Transformation<br><br>Lead end-to-end service transitions including due diligence, knowledge transfer, shadowing, reverse shadowing, and hypercare. Define onboarding plans, milestones, exit criteria, and risk mitigation strategies. Drive transformation initiatives including automation, AI-enabled Service Desk, self-service, and shift-left strategies.<br><br>11. AI, Automation & Continual Service Improvement (CSI)<br><br>Drive adoption of AI-enabled Service Desk capabilities including intelligent triage, virtual agents, and AI-assisted resolution. Identify and implement automation opportunities using RPA, workflow automation, and self-healing scripts. Maintain CSI register and deliver measurable improvement initiatives with defined business impact. Ensure governed and practical use of AI with measurable outcomes and human oversight.<br><br>12. People Leadership & Capability Development<br><br>Lead and develop a multi-tier team including Team Leads, Shift Leaders, Engineers, and Functional Analysts. Define career development paths, training plans, and certification roadmaps. Drive performance management, coaching, feedback, and recognition programs. Foster a culture of accountability, customer focus, and operational excellence.<br><br>13. Compliance, Risk & Security<br><br>Ensure compliance with information security policies, data protection regulations, and contractual obligations. Maintain compliance with ISO 9001, ISO/IEC 20000, and ISO/IEC 27001 standards applicable to managed services delivery.<br><br>Qualifications<br><br>REQUIRED EXPERIENCE<br><br>Minimum 10 years of total IT experience, including at least 3 years as a Service Desk & IT Support Manager. Mandatory prior experience with a Service Provider / Managed Services Provider, delivering Service Desk and IT Support under SLA-based contracts for enterprise or government clients. Proven leadership of multi-tier (L1/L2), multi-location teams of 40+ resources across multiple customer accounts. Demonstrated experience managing 24x7 operations with measurable SLA / XLA performance outcomes. Hands-on experience in customer onboarding, service transition, and steady-state operations. Strong track record of contributing to RFPs, RFQs, SoWs, technical proposals, and pre-sales solutioning. Experience working in ITIL v4-aligned environments with mature ITSM governance practices. Exposure to Qatar / GCC enterprise or government accounts is a strong advantage.<br><br>TECHNICAL SKILLS1. <p>JOB PURPOSE</p><br>
<p>This role is responsible for leading and managing the QA/QC Department within Major Projects, ensuring the</p><br>
<p>effective development, coordination, implementation, execution, and control of quality activities in alignment</p><br>
<p>with the Company's strategy, commitments, and goals. The position oversees multi-disciplinary teams,</p><br>
<p>including Section Heads, Engineers, Coordinators, Supervisors, and Inspectors, to deliver QA/QC governance</p><br>
<p>and Project support in accordance with Company requirements.</p><br>
<p>The role is strongly focused on managing the QA/QC team, providing direction for technical problem-solving,</p><br>
<p>decision-making, and portfolio analysis through innovative and analytical approaches. The role-holder is</p><br>
<p>accountable for driving compliance with Project quality requirements while promoting and ensuring</p><br>
<p>adherence to Company Occupational Health & Safety, Environmental, Energy, and Quality systems and</p><br>

<p>KEY ACCOUNTABILITIES</p><br>
<p>1. QA/QC Leadership & Strategy</p><br>
<p>Lead the overall Quality Assurance and Quality Control function across all phases of the project:</p><br>
<p>engineering, procurement, construction, and commissioning.</p><br>
<p>Ensure full implementation of EPCC Contract requirements, Project specific Quality Management</p><br>
<p>System/Plan.</p><br>
<p>Support the Chief Major Projects Officer in all QA/QC matters and report deviations, risks, and</p><br>
<p>improvement opportunities.</p><br>
<p>Promote a culture of quality, compliance, and continuous improvement across the project team and</p><br>
<p>contractors.</p><br>
<p>2. Quality Surveillance Across Project Phases</p><br>
<p>Oversee and conduct quality surveillance during:</p><br>
<p>o Engineering: Ensure design deliverables meet quality standards and contractual</p><br>
<p>requirements.</p><br>
<p>o Procurement: Verify quality controls in material requisitions, vendor selection, inspection</p><br>
<p>planning, and fabrication.</p><br>
<p>o Construction: Monitor site activities for compliance with ITPs, method statements, and</p><br>
<p>specifications.</p><br>
<p>o Commissioning: Ensure systems are tested and verified in accordance with approved quality</p><br>
<p>protocols.</p><br>
<p>Review and follow the EPCC Contractor's Quality Gates Process to ensure engineering development</p><br>
<p>aligns with project quality assurance requirements.</p><br>
<p>3. Quality Audit Planning & Execution</p><br>
<p>Develop and implement a Project Quality Audit Plan covering internal teams, EPCC Contractor, and</p><br>
<p>Subcontractors.</p><br>
<p>Conduct scheduled and unscheduled audits, including:</p><br>
<p>o Internal Project Team audits</p><br>
<p>o EPCC Contractor audits</p><br>
<p>o Subcontractor and vendor audits</p><br>
<p>Prepare audit documentation (notifications, agendas, checklists, reports).</p><br>
<p>Maintain an Audit Report Register to track non-conformances, observations, and agreed actions.</p><br>
<p>Follow up on audit findings and ensure timely closure of recommendations.</p><br>
<p>4. Procedure Review & Compliance</p><br>
<p>Review and approve Project Procedures to ensure they incorporate adequate QA/QC requirements.</p><br>
<p>Ensure procedures are aligned with the EPCC Contract, PIM, and Company standards.</p><br>
<p>Monitor implementation of procedures across all project phases and stakeholders.</p><br>
<p>5. Contract & Risk Management</p><br>
<p>Follow up with EPCC Contractor on interpretation and implementation of EPCC Contract documents</p><br>
<p>related to quality.</p><br>
<p>Identify, report, and track quality-related risks within the QA/QC domain.</p><br>
<p>Focal point (Risk Manager) for managing the Project Risk Management process including but not</p><br>
<p>limited to development and establishment of Project Risk Register and its monthly update.</p><br>
<p>KEY ACCOUNTABILITIES</p><br>
<p>6. Quality Control Oversight</p><br>
<p>Oversee all QC activities at site and vendor/subcontractor locations during equipment fabrication and</p><br>
<p>delivery.</p><br>
<p>Manage and allocate QC inspectors to ensure timely execution of inspections and RFIs.</p><br>
<p>Ensure compliance with approved ITPs and monitor adherence throughout the project lifecycle.</p><br>
<p>Review and approve inspection reports, expediting reports, and inspection notifications.</p><br>
<p>7. Procurement Quality Control</p><br>
<p>Liaise with Procurement to embed quality requirements in material requisitions, technical bid</p><br>
<p>evaluations, and purchase orders.</p><br>
<p>Review EPCC Contractor tender documents to confirm inclusion of technical specifications and quality</p><br>
<p>requirements.</p><br>
<p>Coordinate inspection visits to vendor facilities and manage inspection schedules and logistics.</p><br>
<p>Review expediting reports and manage fabrication defects, ensuring timely resolution and</p><br>
<p>documentation.</p><br>
<p>8. Non-Conformance & Deviation Management</p><br>
<p>Review NCRs submitted by EPCC Contractors and Subcontractors for technical feasibility and</p><br>
<p>contractual impact.</p><br>
<p>Coordinate with engineering teams to evaluate NCRs and recommend corrective actions.</p><br>
<p>Manage Negative Variation Orders for non-conformance-related costs.</p><br>
<p>Review and approve deviation requests, concession requests, and material selection changes.</p><br>
<p>Track closure of NCRs and verify implementation of corrective actions.</p><br>
<p>9. Construction Quality Monitoring</p><br>
<p>Continuously monitor construction activities to ensure correct interpretation and execution of</p><br>
<p>technical documents.</p><br>
<p>Verify construction works are performed in accordance with approved ITPs and meet quality and</p><br>
<p>safety standards.</p><br>
<p>Ensure timely identification and resolution of quality issues during construction.</p><br>
<p>10. Mechanical Completion Oversight</p><br>
<p>Lead the mechanical completion process, ensuring systems and components are installed, tested,</p><br>
<p>and documented per contract requirements.</p><br>
<p>Oversee punch list generation, classification (A/B/C), and closure in coordination with EPCC</p><br>
<p>Contractor and Company teams.</p><br>
<p>Ensure readiness for pre-commissioning and commissioning by verifying completion of quality related</p><br>
<p>deliverables.</p><br>
<p>11. Site & Equipment Preservation</p><br>
<p>Ensure proper preservation of equipment, spare parts, and tools at site per EPCC Contract and</p><br>
<p>manufacturer recommendations.</p><br>
<p>Monitor environmental conditions, storage practices, and handling procedures.</p><br>
<p>Coordinate inspection of equipment upon arrival and during storage, ensuring compliance with</p><br>
<p>preservation protocols.</p><br>
<p>12. Inspection Test Plan (ITP) & RFI Management</p><br>
<p>Ensure all site activities are executed in accordance with approved ITPs.</p><br>
<p>Monitor and verify completion of inspection hold points, witness points, and review points.</p><br>
<p>Oversee the RFI process, ensuring timely submission, review, and closure.</p><br>
<p>Maintain RFI logs and ensure traceability of inspection outcomes.</p><br>
<p>13. Subcontractor Coordination & Technical Review</p><br>
<p>Review quality-related reports from EPCC Contractor and Subcontractors, including inspection</p><br>
<p>summaries and test results.</p><br>
<p>Coordinate with engineering teams to evaluate technical implications and recommend corrective</p><br>
<p>actions.</p><br>
<p>Ensure timely implementation and verification of rectification measures.</p><br>
<p>14. Reporting & Continuous Improvement</p><br>
<p>Provide inputs to monthly progress reports, Steering Committee updates, and Board presentations.</p><br>
<p>Support the Chief Major Projects Officer in reviewing and finalizing Lessons Learned reports.</p><br>
<p>Promote continuous improvement initiatives and ensure lessons learned are captured and applied</p><br>
<p>across the project.</p><br>
<p>Project Progress and Planning:</p><br>
<p>Follow up for the timely closure of Project quality audit findings.</p><br>
<p>Follow up for progress of all QA/QC activities.</p><br>
<p>Project Information Manual (PIM):</p><br>
<p>Shall ensure Project Close Out with EPCC Contractor in line with PIM and Project Procedures</p><br>
<p>Initiate 'Project Changes' affecting his function/ discipline in accordance with the Project Information</p><br>
<p>Manual</p><br>
<p>Shall document and submit Lessons Learned in accordance with relevant PIM procedure</p><br>
<p>Initiate discipline specific 'Principal Decisions' in accordance with relevant PIM procedure.</p><br>
