<strong>Procurement Specialist<br><br></strong><strong>Job Purpose<br><br></strong><ul><li>Oversees all Contractor procurement activities, assuring procurements and materials for the project meet EPC contract requirements, are cost-effective, expedient, and in compliance with Company policies and procedures, as well as complied with by the Contractor.<br><br></li></ul><strong>Job Context & Major Challenges<br><br></strong><ul><li>Responsible for ensuring LLI Vendors and EPC Contractor have a robust and achievable Procurement Schedule incorporating as much as practicably feasible the "like for like" principle that supports the overall project construction schedule, considering the overall procurement cycle from RFQ to delivery at site.</li><li>Support the EPC Contractor in setting up fabrication priorities and coordinating all EPC requests to suppliers to avert overloading of any fabrication line.<br><br></li></ul><strong>Key Job Accountabilities<br><br></strong><ul><li>Establish and maintain alignment with the PMT on project procurement needs, objectives, and requirements.</li><li>Manage identification and procurement of LLI including preparation of ITT packages, coordination of tender process with Supply, PMT, P&D and legal, evaluation of bids, and administration of agreements until assigned to EPC Contractor. Ensure compliance with project procurement processes and procedures and development of other coordination procedures. Review and approve Contractor’s procurement procedures and processes.</li><li>Develop and execute Procurement Plans (overall and individual) that support the project’s goals and objectives, including plans for purchase of spare parts and bulk materials. <strong>WORK LOCATION: Doha, Qatar <br><br></strong><strong> PROJECT DURATION: 18 MONTHS WITH EXPECTED FOLLOW-ON WORK WITHIN THE DoS PROGRAM <br><br></strong>The new U.S. Embassy Compound Project in Doha will be located on a five-hectare (12.36 acre) site in a new diplomatic zone north of the historic city, within the Wadi al Banat district. The Design-Build contract was awarded in September 2021 to American International Contractors Inc. The Design-Build contract duration is 49 months and the substantial completion is anticipated in December 2025.<br><br>The NEC, a multi-building campus will provide a new Chancery, Marine security guard residence, and support facilities for the Embassy. The scope objective is to design and construct a new American Embassy, with consular services, to replace the existing facility located in Doha, Qatar including a strategy for future expansion. The major project elements consist of a New Office Building (NOB), Compound Access Control (CAC's) - Main CAC, Consular CAC, Service CAC, Pedestrian CAC -- SCAC/Utility Building, Support Annex, Recreational Facility, Parking Structure (PKG), and Marine Security Guard Residence.<br><br>The site for the new American Embassy is in a rapidly expanding area north of downtown Doha and west of Lusail, a new mixed-use residential district. The site is accessed along Arab League road, a six-lane expressway running north-south along the western edge of the site with new roads proposed at the south and east sides. A two-level parking structure for staff parking is located on the western perimeter of the site accessed along a one-way frontage paralleling Arab League Road.<br><br>The New Embassy Campus is organized into four programmatic zones: representational, recreational, residential, and service. The Chancery sits on the center of the site and defines the edges of the four zones. To the south of the Chancery is the representational zone including the Main Entry Plaza, American Center Plaza, and Consular Plaza. Each space has been designed for dual purpose focusing on day-to-day pedestrian and vehicle access with flexibility to accommodate larger programmed outdoor events. To the west and north of the Chancery is the recreational zone including soccer field, basketball court, pool, kitchenette and deck, cabana building, and recreation building. To the north and east of the Chancery is the residential zone including gardens, terraces, and the MSGQ building. Technicians shall also support the installation, inspection, adjustments, reconfiguration, and introduction of new or advanced technology, update, testing, and the related technical support for these systems by providing on-site technical assistance.<br><br><strong>What You’ll Get To Do<br><br></strong><ul><li>The installation of electrical system components as assigned (e.g. panels, pull stations, pulling conduit, wire, etc.) for providing enhanced and/or upgraded system capabilities.</li><li> The installation, upgrade of and disassembly and reconfiguration of systems, operator and maintenance training, service, repair and maintenance of electronic and mechanical security systems.</li><li>Diagnose electrical, sensor, network, problems or failures in assigned systems for identifying equipment and/or systems repair.</li><li> Provides technical expertise for security systems installed equipment upgrades and reconfigurations at designated bases in Southwest Asia and Northern Africa.</li><li> Works closely with the site’s Force Protection (FP) personnel on all security systems issues.</li><li> Makes recommendations to the FP and On-Site FP Commander on the placement of new or upgraded equipment.</li><li>Must understand basic IP networking and RF technologies</li><li>Duties include manual labor, the lifting of heavy equipment unaided, digging, laying cable, power generation, fiber splicing, and working long hours in harsh environmental conditions.<br><br></li></ul><strong>Required Skills<br><br></strong><ul><li>Active US Secret clearance.</li><li>A successful candidate will possess a minimum of 10 years of technical experience relating to physical or electronic security system projects.</li><li>Minimum of 5 years working in electronics, basic electric circuit troubleshooting.</li><li>Candidates should have a strong background in the installation of intrusion detection systems, like Honeywell's Vindicator, and recent experience with electronic security systems, access control, CCTV, thermal imagers, and other security/CCTV systems.</li><li>Ability to write detailed trip reports to include sensor recommendations and placement derived from site surveys.</li><li>Possesses a minimum of a high school diploma.
