<p>Provide technical design and engineering services in Instrumentation Engineering for all assigned engineering projects. Achieving the technical quality of work in accordance with procedures, whilst considering quality, schedule, cost and HSE. <p>Accountable for the technical integrity of the engineering and design activities within the Rotating equipment discipline and for ensuring that safe, cost efficient and on-time design is developed for the project. Be responsible for and provide direction to the technical services in the Rotating engineering elements of the project scope, with special attention to the Design Basis, EPIC scope preparation and execution, design/safety/operations reviews, procurement of Equipment, factory acceptance test, vendor selection, and timely resolution of technical and engineering issues, in coordination with Engineering Manager, other discipline Heads and relevant stakeholders. Be the project's technical expert (TA-2) in the Rotating equipment discipline and will have Technical Authority for disciplines under his organisation. Will have the authority, depending upon their level of expertise/delegated authority, to approve any deviation from DEM-1 (Shall PS). However, they need to discuss the deviation with their reporting line i.e. Department Assistant Managers in Doha for their consent before giving their approval to any deviation to DEM-1 requirements. However, if a technical deviation is beyond their authority level, then they are required to engage relevant (TA- 1), essentially department Assistant Managers, for their review and approval of deviations to DEM-1 requirements. Responsible to provide sufficient information and technical justification to the Engineering Manager for any technical deviation for his final decision. Engineering Manager will have the delegated TA0 authority for final approval of any technical deviation. Supervise team members and support the development of Qatari Nationals by ensuring that they receive proper job training and development.</p><p><strong>Desired Candidate Profile</strong></p><p>Sc. degree or Higher in Mechanical Engineering from a recognized university; higher degree would be advantageous. Membership of a relevant recognized professional engineering association/institution is preferable. A minimum of 15 years' experience in Rotating engineering design in Oil & Gas Industry, with an Oil & Gas Company or Contractor/Consultant, of which at least 10 years should have been in offshore Oil & Gas processing projects. Of the 15 years' experience, a minimum of 8 years should have been a senior Rotating Engineer in a major project and a minimum of 7 years as Lead Discipline in design of major projects in a reputable engineering consultant, EPIC contractors or Oil & Gas Company. Fully familiar with Shell DEP's and other international design codes and standards. Fully familiar with Mechanical Engineering software's and design review. <p><b>Pre-award:</b></p><p>Manage a portfolio of existing D&C contracts; examples of duties include assessing suitability of current contracts for new campaigns, seeking opportunities to optimize contract effectiveness, providing technical evaluation for scope ads and estimating cost impact for contract cap values, implementing change orders / contract amendments as required, etc.</p><p>Establish new D&C contracts; examples of duties include defining technical requirements / specifications to be included in contracts, developing contract / tendering strategies, providing engineering support for tendering activities, conducting technical and commercial evaluations, assisting in negotiations, etc.).</p><p>Assess commercial risks and consider appropriate risk mitigation solutions to prevent any potential impact on Tender and Contract delivery program.</p><p>Develop, recommend, and support Management and Tender Committee approval request presentations.</p><p>Generate, review, advise the team's technical and commercial evaluation criteria.</p><p>Lead technical evaluation of Contractor's bids, lead clarifications, author review / guide team with respect to authoring technical evaluation reports / matrix.</p><p>Advise and review of alternative bid submissions, support evaluation process of acceptability both technically and commercially.</p><p>Interface internally with other D&C Team members to ensure contract effectiveness, capturing lessons from current contracts and applying for upcoming programs.</p><p>Interface with other LNG stakeholders such as Supply Dept and Subsurface Business Support to support tendering and procurement processes.</p><p>Support the preparation of tender committee presentations and submissions.</p><p>Provide mentorship for the development of National Engineers and junior staff.</p><p>Post-award:</p><p>Provide ad-hoc contract administration of the Drilling and Completions contracts which may include contract management plans, claim mitigation, change orders, and close out activities.</p><p>Review and modify ITT templates and exhibits to comply with Company general Terms and Conditions.</p><p>Interface with other LNG stakeholders such as Supply Dept and Subsurface Business Support to support order change and procurement processes.</p><p>Support the preparation of tender committee presentations and submissions.</p><p><strong>Desired Candidate Profile</strong></p><ul><li>Minimum B.S. Degree in Commerce, or Engineering from an accredited and recognized university.</li><li>Minimum of 8 years post-degree, including relevant work experience in both Engineering and Contracting aspects of large offshore Drilling & Completions rig programs.</li><li>Experience and strong technical knowledge of Drilling & Completions equipment, materials, and services (preferably including Jack up Drilling Rigs, Directional Drilling, Drilling Fluids, OCTG, Cementing, Liner Systems, Completion Equipment, Wellheads & Trees, Wireline, Coiled Tubing, Perforating, Acid Stimulation, Fishing and Milling).</li><li>Experience in Drilling & Completions contract strategies, contract tendering, contract award, post award contract administration, and contract negotiations for large Drilling & Completions programs.</li><li>Experience working in Middle East Region preferred.</li></ul>
