<strong>Purpose and Scope: <br><br></strong>Structures Technician Sub-Amp acts as a subject matter expert to advising AMP Managers and other operations and engineering staff with the development of overall operation, maintenance, repair, compliance, sustainment, and recapitalization of facility-related mechanical and HVAC assets and associated FYDP+3 requirements identification. Responsible for the asset lifecycle management portfolio encompassing the building's structure, envelope, and interior finishes. This position will be in support of the Air Force Contract Augmentation Program (AFCAP) and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.<br><br><strong>Essential Responsibilities:<br><br></strong><ul><li>Subject matter expertise lends itself to advising the AMP Managers, the Operations Flight, and Engineering Flight with recommendations on how best to invest in the systems under their purview. </li><li>Provide technical guidance to support the Facilities Structure & Finishes Sub-AMP functions. </li><li>Responsible for the asset lifecycle management portfolio encompassing the building's structure, envelope, and interior finishes. This includes foundations, structural framing, roofing, exterior walls, windows, doors, interior walls, flooring, ceilings, and paint. </li><li>Will advise and assist with the development of the overall inspection, maintenance, repair, sustainment, and recapitalization plan for these assets, ensuring structural integrity, weather tightness, and aesthetic quality while also supporting the identification of FYDP+3 requirements. </li><li>Works closely with the Facilities AMP and Sub-AMP, if required. </li><li>Assists with the pre-design work for new construction, renovations and improvement projects for real property facilities. </li><li>Interprets and adapts traditional methods and approaches in developing design calculations, layouts, drawings, and specifications that support project objectives and standards. </li><li>Responsible for selected construction inspections, quality control and submittal reviews beyond the expertise of construction managers. </li><li>Assists with the development of cost estimates and time schedules. </li><li>Prepares necessary correspondence, technical reports, contract documents, fact sheets and status report and prepares final construction drawings suitable for obtaining qualified bids from Contractors. </li><li>Complies with health, safety and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment. </li><li>Acts as Alternate BUILDER Point of Contact (POC). </li><li>Manage and administer functions of the BUILDER database to ensure optimum access and usage of the database, and to ensure the accuracy, integrity, and currency of the data. </li><li>Input and provide quality assurance of all necessary database entries in conjunction with other squadron flights. </li><li>Inventory and enter RPIE into the BUILDER database. </li><li>Maintain the BUILDER facility inventory 100% in synchronization with the Air Force Accountable Property System of Record (APSR), NexGen IT. </li><li>Ensure the BUILDER contains only one facility record per Real Property Unique Identifier (RPUID). </li><li>Ensure all facilities with RPA Type equal to B, S, or LS have all required systems inventoried in BUILDER. </li><li>Identify, track, and inventory all facilities with no RPUID assigned until such time as the AFCEC assigns a unique RPUID. </li><li>Maintain, in a current status, the list of facilities awaiting RPUID assignment while waiting for the AFCEC to provide unique RPUIDs for those facilities. </li><li>Maintain the existing detailed inventory of all facilities in the BUILDER and shall update the detailed inventory as needed due to completion of work or identification of inventory errors. </li><li>Update component-section assessments (including barcodes if applicable). </li><li>Provide condition assessment capability for all facility systems. <br><br></li></ul><strong>Minimum Position Knowledge, Skills and Abilities Required:<br><br></strong><ul><li>Technicians shall have an equivalent of an Air Force minimum 5 level or equal and 5 years’ experience in their respective trades. </li><li>Required to complete AFIT WENG 200 – Scoping & Estimating, AFIT WENG 440, AFIT WMGT 231 – SMS Builder Level 2 (Assessor Rights), & AFIT WMGT 417 – Activity Management. All required courses are offered online or live broadcast and shall be completed through the first available offering after hiring date. </li><li>Prior R&O experience and NexGen experience preferred. </li><li>High school diploma or equivalent training & experience. </li><li>Experience in the use of documents relating to the development of projects, contracting, and construction is necessary. </li><li>Computer literate; can use Microsoft Office and Project, etc. </li><li>Ability to communicate, read, and write English is required. </li><li>Strong ability to work as a member of a diverse, dynamic team. </li><li>Outstanding problem-solving skills and sound judgment. </li><li>Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance. <strong>Purpose and Scope: <br><br></strong>Perform drafting work compiling and organizing engineering and drafting data, designing structures and recommending design changes, and preparing specifications and estimates. Additional duties include surveying, GIS/GeoBase updates and maintenance. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Al Udeid Air Base, Doha, Qatar.<br><br><strong>Essential Responsibilities:<br><br></strong><ul><li>Create and print custom maps via Defense Area Printing Service (DAPS) or other Government-directed system upon the request of the Customer. Save the maps to the Government IDMS or other media as requested. </li><li>Provide engineering surveys for facility projects, construction layout, utility location, and disaster response (e.g., topography, boundary, construction, and route). </li><li>Conduct in-the-field land surveys to collect geospatial data portraying the installation’s built and natural infrastructure to update utility, infrastructure, and facility MDSs. </li><li>Create and maintain technical drawings, geospatial data, and maps. </li><li>Provide engineering assistance and drafting support to customers, engineers, craftsmen, in-house projects and work tasks, and as requested by the Customer. </li><li>Establish and maintain a repository of technical reference material, plans, and specifications for facilities that is easily accessible to the work force engaged in engineering, operations, and maintenance. </li><li>Compile and organize project documentation, including cost estimates, plans, specifications, statements of work, bills of materials, time schedules, submittal registers, and A&E statements of work (SOW), as provided by the Government. </li><li>Utilize GeoBase as the Air Force program for installation GIS, utilizing an enterprise GIS geared toward meeting Air Force civil engineering and mission requirements for facilities management. Perform GIS and GeoBase activities IAW DoDI 8130.01, Installation Geospatial Information and Services (IGI&S), DAFI 32-10112, IGI&S, DAF GeoBase Program Guidance and Policies, AFCENT GeoBase Program Guidance, and AFCEC Geospatial Integration Office program management. </li><li>Comply with GeoBase Common Installation Picture (CIP), Mission Data Set (MDS), Mission Data Layers (MDL) control documents, and the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) Air Force Adaptation specifications, data quality requirements, and reporting standards. </li><li>Provide updated CIP maps to the COR annually or when there’s changes to infrastructure on the installation (i.e., new buildings/roads, demolished buildings/roads, or airfield changes), in both printed and electronic formats, with quantities and dimensions as requested by the Government. </li><li>Document and maintain spatially accurate and georeferenced digital facility floor plans, as required by the COR, consistent with the Drawing of Record (DoR) and/or Space Use Data Set (SUDS) guidance IAW the AFCEC Facility Space Planning & Optimization Management Playbook or local procedures (as determined by the COR). Employ industry-standard methods, including 360-degree digital scans and photographs, to achieve comprehensive, accurate, and up-to-date documentation of facility interiors and exteriors. </li><li>Perform surveys for airfield waivers, line-of-sight issues, topographic mapping, parcel boundaries, locations of existing construction and layouts of new facilities, to meet engineering requirements and related services (e.g., topographic surveys, static Global Positioning System (GPS), Real-Time Kinematic (RTK), control surveys, and boundary surveys) using Government-provided equipment utilizing survey and resource grade GPS, Range Finders, and Total Stations to perform surveys, and save the survey data within the GIS database. </li><li>Update and maintain installation CIP, IDP, District Plans, Component plans and other MDSs and MDLs spatial data to accurately represent “ground truth” while also capturing installation spatial data requirements as directed by the Customer. </li><li>Edit, maintain and add new GIS data within the Air Force System of Record (GEOMAP), utilizing the ESRI ArcGIS Pro software platform or AutoCAD software as directed by the Customer. </li><li>Meet with installation subject matter experts for each MDS/MDL to verify accurate spatial and attribute data and provide timely updates when presented with discrepancies. </li><li>Maintain, within a government database as designated by the Government, as-built drawings for downrange facilities and infrastructure. </li><li>Perform other surveying, drafting and GIS/GeoBase duties as assigned. <br><br></li></ul><strong>Minimum Position Knowledge, Skills and Abilities Required:<br><br></strong><ul><li>Must have at least three (3) years of experience in surveying and drafting and at least one (1) year of experience (within three years) with current versions of AutoCAD and GIS software. </li><li>Must be proficient in creating and maintaining technical drawings, geospatial data, and maps. </li><li>Must have familiarity with all tools and techniques of survey to include: differential leveling, Engineering Data Management/Data Collectors, and GPS equipment usage (preferably Trimble equipment) and associated download software. </li><li>Must be capable of creating or updating space usage information contained in SUDS. </li><li>Preference will be given to individuals who have worked on US Government and Military domestic and international projects. </li><li>Experience in the use of documents relating to the development of projects, contracting, and construction is necessary. </li><li>Must have knowledge of principles of project design reviews, GIS/GeoBase Updates & Maintenance, surveying services and other administrative functions. </li><li>Proficient in AutoCAD 2025 or newer and use AutoCAD to create presentable and accurate facility and infrastructure plans for concept and statement of work requirements for project execution. </li><li>Excellent communications, effective leadership and interpersonal skills. </li><li>Computer literate; can use Microsoft Office and Project, etc. </li><li>Strong ability to work and lead as a member of a diverse, dynamic team. </li><li>Outstanding problem-solving skills and sound judgment. </li><li>Must be a USN to fill this position. </li><li>Must be able to obtain and maintain a Secret US Government Clearance. Ashghal project documentation, for example, has required project engineers to be professionally registered in Qatar.</p><br><p>Experience :</p><p>-Minimum 5–8 years total experience in building/construction MEP works.</p><p>Previous experience in villas, residential/commercial buildings, hotels or similar projects depending on your company scope.</p>
