الغرض والنطاق:
يعمل فني الهياكل Sub-Amp كخبير في المجال لتقديم المشورة لمديري خطة إدارة الأنشطة (AMP) وغيرهم من موظفي العمليات والهندسة في تطوير التشغيل العام، والصيانة، والإصلاح، والامتثال، والاستدامة، وإعادة رأس مال الأصول الميكانيكية وأصول التدفئة والتهوية وتكييف الهواء (HVAC) المتعلقة بالمرافق وتحديد متطلبات FYDP+3 ذات الصلة. وهو مسؤول عن محفظة إدارة دورة حياة الأصول التي تشمل هيكل المبنى، والغلاف الخارجي، والتشطيبات الداخلية. سيكون هذا المنصب لدعم برنامج تعزيز عقود القوات الجوية (AFCAP) ويقع في قاعدة العديد الجوية (AUAB)، الدوحة، قطر.
المسؤوليات الأساسية:

- المساعدة في تطوير تقديرات التكلفة والجداول الزمنية.
- إعداد المراسلات اللازمة، والتقارير الفنية، ووثائق العقود، وصحائف الحقائق، وتقارير الحالة، وإعداد رسومات البناء النهائية المناسبة للحصول على عروض أسعار مؤهلة من المقاولين.
- الامتثال لقواعد وإجراءات الصحة والسلامة والبيئة وأداء العمل بطريقة تعزز سلامة بيئة العمل.
- القيام بدور نقطة الاتصال البديلة لنظام BUILDER.
- إدارة وتشغيل وظائف قاعدة بيانات BUILDER لضمان الوصول والاستخدام الأمثل لقاعدة البيانات، ولضمان دقة البيانات وسلامتها وتحديثها.
- إدخال كافة إدخالات قاعدة البيانات اللازمة وتقديم ضمان الجودة لها بالتعاون مع أسراب القوات الجوية الأخرى.
- إجراء حصر وإدخال معدات العقارات والمرافق (RPIE) في قاعدة بيانات BUILDER.
- الحفاظ على المزامنة بنسبة 100% لسجل مرافق BUILDER مع نظام سجل الممتلكات الخاضعة للمساءلة التابع للقوات الجوية (APSR)، NexGen IT.
- التحقق من أن نظام BUILDER يحتوي على سجل مرفق واحد فقط لكل معرف فريد للعقارات (RPUID).
- التحقق من أن جميع المرافق التي يكون نوع العقار فيها (RPA Type) مساوياً لـ B أو S أو LS تحتوي على كافة الأنظمة المطلوبة في حصر BUILDER.
- تحديد ومتابعة وحصر جميع المرافق التي لم يتم تعيين رمز RPUID لها حتى يقوم مركز الهندسة التابع للقوات الجوية (AFCEC) بتعيين رمز RPUID فريد.
- الحفاظ على تحديث قائمة المرافق التي تنتظر تعيين RPUID أثناء انتظار AFCEC لتقديم أرقام RPUID الفريدة لتلك المرافق.
- الحفاظ على الحصر التفصيلي الحالي لجميع المرافق في نظام BUILDER وتحديث الحصر التفصيلي حسب الحاجة نتيجة لإنجاز الأعمال أو اكتشاف أخطاء في الحصر.
- تحديث تقييمات أقسام المكونات (بما في ذلك الباركود إن أمكن).
- توفر إمكانية تقييم حالة جميع أنظمة المرافق.
الحد الأدنى من المعرفة والمهارات والقدرات المطلوبة للوظيفة:
- يجب أن يمتلك الفنيون ما يعادل المستوى 5 كحد أدنى في القوات الجوية أو ما يعادله و5 سنوات من الخبرة في مجالات عملهم.
- مطلوب إكمال الدورات التدريبية AFIT WENG 200 – تحديد النطاق والتقدير، وAFIT WENG 440، وAFIT WMGT 231 – المستوى 2 لنظام BUILDER SMS (صلاحيات المقيم)، وAFIT WMGT 417 – إدارة الأنشطة. تُقدم جميع الدورات المطلوبة عبر الإنترنت أو البث المباشر ويجب إكمالها من خلال أول دورة متاحة بعد تاريخ التوظيف.
- يُفضل وجود خبرة سابقة في الإصلاح والعمليات (R&O) وخبرة في نظام NexGen.
- شهادة الثانوية العامة أو ما يعادلها من التدريب والخبرة.
- الخبرة في استخدام المستندات المتعلقة بتطوير المشاريع والتعاقدات والإنشاءات أمر ضروري.
- إجادة استخدام الكمبيوتر؛ وقدرة على استخدام Microsoft Office وProject وما إلى ذلك.
- مطلوب القدرة على التواصل والقراءة والكتابة باللغة الإنجليزية.
- قدرة قوية على العمل كعضو في فريق متنوع وحيوي.
- مهارات ممتازة في حل المشكلات وحسن التقدير.
- يجب أن يكون قادراً على الحصول على التصريح الأمني بدرجة سري (Secret) من الحكومة الأمريكية والحفاظ عليه. ملاحظة: المواطنة الأمريكية مطلوبة للحصول على التصريح الأمني السري. يجب أن يكون مواطناً أمريكياً لشغل هذا المنصب.
- امتلاك رخصة قيادة سارية المفعول أو رخصة قيادة دولية وجواز سفر أمريكي.
- تُفضل الخبرة السابقة في التعاقدات الحكومية خارج البلاد.
بيئة العمل، والمطالب البدنية، والمطالب الذهنية:
- القدرة على رفع ونقل ودفع المستلزمات والصناديق التي تصل وزنها إلى 50 رطلاً.
- قد تكون ظروف المعيشة والعمل في موقع التكليف نائية وغير مريحة.
- إمكانية العمل لساعات طويلة، والتعرض للتقلبات الجوية والظروف الخطرة.

Purpose and Scope:
Structures Technician Sub-Amp acts as a subject matter expert to advising AMP Managers and other operations and engineering staff with the development of overall operation, maintenance, repair, compliance, sustainment, and recapitalization of facility-related mechanical and HVAC assets and associated FYDP+3 requirements identification. Responsible for the asset lifecycle management portfolio encompassing the building's structure, envelope, and interior finishes. This position will be in support of the Air Force Contract Augmentation Program (AFCAP) and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.
Essential Responsibilities:
- Subject matter expertise lends itself to advising the AMP Managers, the Operations Flight, and Engineering Flight with recommendations on how best to invest in the systems under their purview.
- Provide technical guidance to support the Facilities Structure & Finishes Sub-AMP functions.
- Responsible for the asset lifecycle management portfolio encompassing the building's structure, envelope, and interior finishes. This includes foundations, structural framing, roofing, exterior walls, windows, doors, interior walls, flooring, ceilings, and paint.
- Will advise and assist with the development of the overall inspection, maintenance, repair, sustainment, and recapitalization plan for these assets, ensuring structural integrity, weather tightness, and aesthetic quality while also supporting the identification of FYDP+3 requirements.
- Works closely with the Facilities AMP and Sub-AMP, if required.
- Assists with the pre-design work for new construction, renovations and improvement projects for real property facilities.
- Interprets and adapts traditional methods and approaches in developing design calculations, layouts, drawings, and specifications that support project objectives and standards.
- Responsible for selected construction inspections, quality control and submittal reviews beyond the expertise of construction managers.
- Assists with the development of cost estimates and time schedules.
- Prepares necessary correspondence, technical reports, contract documents, fact sheets and status report and prepares final construction drawings suitable for obtaining qualified bids from Contractors.
- Complies with health, safety and environmental rules and procedures and performs work in a manner that enhances the safety of the work environment.
- Acts as Alternate BUILDER Point of Contact (POC).
- Manage and administer functions of the BUILDER database to ensure optimum access and usage of the database, and to ensure the accuracy, integrity, and currency of the data.
- Input and provide quality assurance of all necessary database entries in conjunction with other squadron flights.
- Inventory and enter RPIE into the BUILDER database.
- Maintain the BUILDER facility inventory 100% in synchronization with the Air Force Accountable Property System of Record (APSR), NexGen IT.
- Ensure the BUILDER contains only one facility record per Real Property Unique Identifier (RPUID).
- Ensure all facilities with RPA Type equal to B, S, or LS have all required systems inventoried in BUILDER.
- Identify, track, and inventory all facilities with no RPUID assigned until such time as the AFCEC assigns a unique RPUID.
- Maintain, in a current status, the list of facilities awaiting RPUID assignment while waiting for the AFCEC to provide unique RPUIDs for those facilities.
- Maintain the existing detailed inventory of all facilities in the BUILDER and shall update the detailed inventory as needed due to completion of work or identification of inventory errors.
- Update component-section assessments (including barcodes if applicable).
- Provide condition assessment capability for all facility systems.
Minimum Position Knowledge, Skills and Abilities Required:
- Technicians shall have an equivalent of an Air Force minimum 5 level or equal and 5 years’ experience in their respective trades.
- Required to complete AFIT WENG 200 – Scoping & Estimating, AFIT WENG 440, AFIT WMGT 231 – SMS Builder Level 2 (Assessor Rights), & AFIT WMGT 417 – Activity Management. All required courses are offered online or live broadcast and shall be completed through the first available offering after hiring date.
- Prior R&O experience and NexGen experience preferred.
- High school diploma or equivalent training & experience.
- Experience in the use of documents relating to the development of projects, contracting, and construction is necessary.
- Computer literate; can use Microsoft Office and Project, etc.
- Ability to communicate, read, and write English is required.
- Strong ability to work as a member of a diverse, dynamic team.
- Outstanding problem-solving skills and sound judgment.
- Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance. Must be a USN to fill this position.
- Possess a valid driver’s license or international driver’s license and US passport.
- Prior overseas government contracting experience preferred.
Work Environment, Physical Demands, and Mental Demands:
- Able to lift, carry, and push supplies and boxes up to 50 pounds.
- Living and working conditions at the assignment location could be remote and uncomfortable.
- Long hours, exposure to weather and hazardous conditions possible.
