Acts as the Company representative with the customer and selected suppliers during the program execution. Negotiates changes to the scope of work with the customer. Assists business development in understanding customer issues and business plans in order to market and secure new/additional work. Establishes the program requirements for all areas of the program, and monitors the draft and final deliverables for adherence to these criteria. Assigns responsibility to executing project plans for key subordinates and assesses how to utilize their qualifications and strengths. Provides input to performance reviews and development plans for subordinates. Promotes technical excellence as well as the improvement of the Quality Improvement Process. Mobilizes Company resources, through effective liaison with support departments, other offices, or subsidiaries, to create project teams capable of completing effective, quality work. Works with individual lead discipline engineer to develop budgets, schedules and plans for the various elements of a project. Ensures that the project meets or exceeds goals established in these plans. Monitors and reports to management on the progress of all project activity within the program, including significant milestones, and any conditions which would affect project cost or schedule. Works with individual lead discipline to devise and execute action plans to rectify potential cost overruns or delays, or to accommodate significant changes to the scope of work. Advises the customer and Company management of any such changes. Oversees establishment of Work Plan, Health and Safety Plan, Quality Assurance/Quality Control Plan and other documents for hazardous waste work. May participate in negotiations with regulatory agencies and in public meetings in support of customers. Completes other responsibilities associated with the position as may be appropriate<br><br>HSE Management<br><br>Work with project manager(s) and other team members to visibly support and comply to the One-Way program and ensure that HSE requirements are followed by all project participants<br><br>Customer Relationships<br><br>Establish and maintain good working relationships throughout the project and post completion Identify, document and communicate the customer requirements Ensure effective management of multiple stakeholders<br><br>Commercial Management<br><br>Ensure effective management of Worley Parsons/Customer contract, including delivery of the budget gross margin.<br><br>Scope Management<br><br>Ensure effective handover from Business Development Group Ensure a clear definition of scope Ensure compliance with requirements of the contract Apply an effective change control process Manage and monitor project performance on an ongoing basis to identify issues and opportunities early and take pre-emptive action. Effectively manage project interfaces, including use of High Value Engineering centres<br><br>Time Management<br><br>Manage the planning of all scope elements of the project. Develop resource & financial requirements from the project plan. Manage the design, procurement and construction activities to meet the project schedule. Monitor the key reports and the development of corrective action plans. Ensure timely and effective documentation turnover and project close-out.<br><br>Cost Control<br><br>Ensure that all estimates which are prepared for the project are accurate project estimates. Ensure that all proper and accurate cost reports are provided for control of the project. Monitor and control all cost aspects of the project to forecast costs, obtain approvals, identify trends and take action to avoid cost overruns and take advantage of opportunities.<br><br>Quality Management<br><br>Ensure the project quality requirements are properly defined and fully implemented. Ensure the right systems are in place and that these are applied on the project. Ensure compliance with Worley Parsons policies and procedures. Implement as part of the project a lessons learned program on the project consistent with WP requirements.<br><br>Team Management<br><br>Define roles and responsibilities and provide clear and focussed leadership for the project team to create a vision for project success and a strategy to fit that vision<br><br>Communications Management<br><br>Ensure effective communications with the project team. Document communication requirements. Ensure accurate, timely & effective progress reporting to the Customer and internally to Worley Parsons management. Ensure ongoing monitoring of the communication network between project staff, the customer and third parties and introduction of changes where required.<br><br>Risk Management<br><br>Identify project risks and opportunities. Monitor closure of all identified risks and opportunities. Maintain the risk management focus throughout the project duration<br><br>Design Management<br><br>Set clear objectives for the design team. Ensure design team are aware of, and are complying with, customer's Basis of Design and applicable regulations and codes. Monitor design activities, inter-discipline data flow and communications<br><br>Procurement/Subcontracts Management<br><br>Set clear objectives for the procurement and subcontracts team. Assess procurement process throughout the project to ensure goods meet specification and are delivered on time and are within budget.<br><br>Construction Management<br><br>Set clear objectives for the Construction team. Monitor the Construction Management function to ensure safe delivery of the project within cost and schedule objectives<br><br>Education – Qualifications, Accreditation, Training<br><br>Full-Time Bachelor’s Degree in Engineering from an accredited university MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates not holding this accreditation must be willing to achieve this within the probationary period. Chartered Professional Engineer (CPEng) status or undertaking the same will be an advantage.<br><br>Industry Specific Experience<br><br>Prior experience must include significant project experience and successful project management. In this role, you will work closely with the Qatari Emiri Air Forces (QEAF) and our key OCONUS subcontractor, Kongsberg Air Defense (KDA).<br><br>As part of the Short & Medium Range Air Defense Systems Product Area within the Land and Air Defense Systems (L&ADS) Strategic Business Unit, the team has successfully delivered NASAMS systems to Qatar and is now transitioning into operations and sustainment, with opportunities for product modernization.<br><br>In this role you will report to the NASAMS Program Director within the MRAD Directorate and collaborate closely with the Qatar NASAMS Program Manager based in Andover, MA. Serving as the primary point of contact for Qatar NASAMS execution efforts in Doha, you will work in partnership with the Qatar NASAMS Program Manager to ensure a unified approach to program execution.<br><br>You will lead in-country teams for modernization, warranty, after-sales support, repair & return, and technical assistance, with responsibility for schedule and performance. This high-visibility role involves daily interaction with the MRAD Directorate, regional and CONUS-based functions, and senior-level customer representatives, ensuring program success through cross-functional collaboration and effective stakeholder engagement.<br><br>This accompanied role will be in Doha, Qatar for a 2-year international assignment on a Memorandum of Understanding (MOU) with potential extension.<br><br>Ability to travel internationally (up to 25%) as needed.<br><br>Employment is contingent upon meeting all medical requirements for overseas assignments including comprehensive post-offer medical examination.<br><br>What You Will Do<br><br>Oversee daily execution of the in-country team, schedule, and performance for assigned contracts, ensuring compliance and fostering customer intimacy to support growth efforts. Serve as the primary operational Point of Contact for QEADF, providing procurement guidance, sustainment support, technical troubleshooting, and resource allocation for NASAMS Tactical Operations in Qatar. Direct in-country team members, including site leads, warranty/logistics, quality, and technical personnel, to ensure maximum operational readiness for QEADF. Build strong partnerships with the major OCONUS subcontractor KDA, acting as the primary liaison between the NASAMS program office and subcontractor leadership. Drive timely resolution of issues, ensuring Raytheon and subcontractor concerns are addressed promptly. Support contract proposals, including bidding, negotiation, definitization, and start-up processes. Develop and maintain a collaborative relationship with the QEAF customer, providing regular program updates and coordinating expectations with OCONUS and CONUS teams. Ensure subcontractor commitments meet financial, technical, and schedule requirements, escalating issues to the CONUS Program Manager as needed. Collaborate with internal functions, such as MRAD, Engineering, Contracts, Finance, Supply Chain, and Quality, to enhance program success. Manage subcontractor lifecycle deliverables and support customer program reviews and visits. Lead, mentor, and motivate the in-country team to achieve program objectives while fostering a culture aligned with corporate vision and values. <br><br>Qualifications You Must Have<br><br>Typically requires a Bachelor’s degree and 12+ years of relevant experience or an Advanced degree and minimum 10+ years of experience. PMX Certification Level 4, or ability to obtain within 12 months. CORE certification or process improvement equivalent. Experience with Program Management, Risk, and Opportunity Measures. Experience in program execution. Experience with financial analysis tools and project management tools and/or systems. Experience working with cross-functional teams. Proven ability to effectively lead a cross-functional team in an international environment. Demonstrated ability to effectively work with international customers. The ability to obtain and maintain a U. S. government issued Secret security clearance is required. U. S. citizenship is required, as only U. S. citizens are eligible for a security clearance. <br><br>Qualifications We Prefer<br><br>MBA or a graduate degree in engineering. Background in development, production, and/or sustainment programs, ideally within the aerospace and defense industry. Experience working in MENA-based programs. Experience in international program execution, including collaboration with large international subcontractors and US Government programs. Strong working knowledge of EX/IM regulations, security requirements, and subcontract formation, execution, and management. Skilled in developing and reviewing cost proposals, as well as preparing Proposal Review and Contract Start-up packages for management approval. Expertise in supporting development, production, sustainment, and execution of complex weapon systems, preferably within the aerospace and defense industry.
