Project Manager – CS Projects<br><br>Business Unit: Smart Infrastructure (SI)<br><br>Organization: Electrification & Automation (EA)<br><br>Department: Customer Services (CS)<br><br>Location: Qatar / Assigned Territory<br><br>Position Summary<br><br>The Project Manager is responsible for the end-to-end management and successful execution of Medium Voltage (MV) and Low Voltage (LV) switchgear, protection systems, Substation Automation Systems (SAS), and Digital Power projects within the Customer Services (CS) business.<br><br>The role ensures that projects are delivered safely, on schedule, within budget, and in compliance with contractual, technical, and quality requirements. The Project Manager serves as the primary customer interface and is accountable for project profitability, customer satisfaction, risk management, and operational excellence throughout the project lifecycle.<br><br>The position includes retrofit, modernization, upgrade, replacement, maintenance, testing and commissioning, protection relay migration, automation system upgrades, cybersecurity enhancements, and digital service solutions.<br><br>Key Responsibilities<br><br>Project Management & Execution<br><br>Lead and manage multiple customer service projects from order intake through final acceptance and warranty closure. Develop project execution plans, schedules, resource plans, risk registers, and communication plans. Ensure compliance with PM@Siemens principles, customer requirements, and contractual obligations. Coordinate engineering, procurement, manufacturing, logistics, installation, testing, commissioning, and handover activities. Monitor project progress and implement recovery plans when required. Conduct project review meetings with internal and external stakeholders. Manage MV/LV switchgear projects. Lead protection and automation project teams. Be responsible for commercial and financial management, including profit and loss (P&L) accountability. Serve as the primary point of contact for customers and establish and maintain strong customer relationships. Ensure compliance with Health, Safety, and Environment (HSE) standards and promote Siemens' Zero Harm Culture. Ensure adherence to Siemens Quality Management requirements. Lead cross-functional project teams and coordinate project activities effectively. Identify, assess, and mitigate project risks throughout the project lifecycle.<br><br>Required Qualifications<br><br>What We Are Looking For<br><br>Bachelor's Degree in Electrical Engineering.<br><br>Preferred Qualifications<br><br>Master's Degree in Electrical Engineering, Project Management, or Business Administration (MBA). Professional certifications such as PMP (Project Management Professional), Siemens Certified Project Manager, PRINCE2 Practitioner, PMI-SP, NEBOSH, or IOSH.<br><br>Experience Requirements<br><br>Minimum of 8-12 years of experience in power distribution, protection, and automation systems. Minimum of 5 years of project management experience. Proven experience in MV/LV switchgear projects. Strong experience in protection and automation projects. Experience in both brownfield and greenfield projects. Experience managing projects within utility, infrastructure, transportation, commercial, industrial, water, oil & gas, and energy sectors. Shareholder & Financial:</span></strong></p><br><p><span>- Assist to design a fraud risk assessment strategy of QNB Group that takes into consideration all business segments, customer categories and locations.</span></p><br><p><span>- Assess the fraud risk exposure periodically to identify specific potential schemes and events that the business needs to mitigate</span></p><br><p><span>- Test, based on the fraud control matrix the different procedures, key control indicators and key risk factor the efficiency and adequacy of the fraud control tools and procedures. </span></p><br><p><span>- Assist in designing prevention techniques to avoid potential key fraud risk events to mitigate possible impacts on the Group.</span></p><br><p><span>- Assist in implementing detection techniques to uncover fraud events when preventive measures fail or unmitigated risks are realized.</span></p><br><p><span>- Periodically monitor the performance of the fraud rules and take proper actions to enhance the monitoring efficiency.</span></p><br><p><span>- Assist in performing needs analysis to enhance the fraud monitoring system and to widen the scope of the </span></p><br><p><span>coverage to cover more channels, products and fields.</span></p><br><p><span>- Ensure proper management of fraud rules and revise as necessary.</span></p><br><p><span>- Suggests new testing and monitoring techniques covering the fraud risk </span></p><br><p><span>- Responsible for the identifying awareness topics priorities to executive management linked to the Fraud Control.</span></p><br><p><span>- Establish the priorities within the annual plan of the anti-fraud for the areas that require most focus using a risk-based approach</span></p><br><p><span>- Participate in design detection techniques to uncover fraud events when preventive measures fail or unmitigated risks are realized.</span></p><br><p><span>- Responsible for the awareness to executive management linked to the Fraud Control.</span></p><br><p><span>- Implements KPI’s and best practices for Senior Manager, Fraud Assurance and Strategy.</span></p><br><p><span>- Promote cost consciousness and efficiency and enhance productivity, to minimize cost, avoid waste, and optimize benefits for the bank.</span></p><br><p><span>- Act within the limits of the powers delegated to the incumbent.</span></p><br><p><span>- Demonstrate clear understanding of the important factors behind the bank's financial & non-financial performance.</span></p><br><p><strong><span>B. Customer (Internal & External):</span></strong></p><br><p><span>- Liaise with Group divisions, departments, zone and branch management and other entities in identifying and confirming suspicious behavior and attempted fraud activity, thereby contributing to the Group’s goal of reducing and preventing losses incurred to the customer. </span></p><br><p><span>- Build and maintain strong and effective relationships with all related departments and units to achieve the Group’s goals and objectives.</span></p><br><p><span>- Liaise with Information Security personnel on issues pertaining to enhancements in, and problem-resolution of the Enterprise Fraud Management system</span></p><br><p><span>- Ensure adequate coverage of the Group’s operations/ activities to avoid being subject to any fines/ losses.</span></p><br><p><span>- Assist in providing ongoing advisory services and guidance on all fraud related matters to subsidiaries.</span></p><br><p><span>- Ensure proper communication and coordination with relevant departments and third-party vendors for fraud related projects.</span></p><br><p><span>- Provide timely and accurate information to internal / external auditors and external regulators (for the issues falling under his responsibility) as and when required to resolve the queries/ respond to issues raised by them:</span></p><br><p><span> Qatari Law</span></p><br><p><span> QCB Instructions</span></p><br><p><span> Professional Bodies and Associations recommendations </span></p><br><p><span> All relevant rules and regulations applicable to the overseas branches and subsidiaries.</span></p><br><p><span> Best Practices including UK Fraud Act, UK: The Fraud Review Report, UK Bribery Act, US SarbanesOxley Act, US FCPA, etc.</span></p><br><p><span>- To assist customers in all their queries on Bank’s product and seek solution to their requests.</span></p><br><p><span>- Maintain activities in accordance with Service Level Agreements (SLAs) with internal departments/units to achieve improvements in turn-around time.</span></p><br><p><span>- Build and maintain strong/effective relationships with related departments/units to achieve the Group’s objectives.</span></p><br><p><span>- Provide timely/accurate data to External / Internal Auditors, Compliance, Financial Control and Risk when required.</span></p><br><p><strong><span>C. Internal (Process, Products, Regulatory)</span></strong></p><br><p><span>- Support the QNB Group Management to reduce the likelihood of a negative risk event by respecting and maintaining the fraud control infrastructure that sets the control consciousness of the Department.</span></p><br><p><span>- Provide analysis on the performance of parameters to support management in ensuring the appropriateness of rules in response to emerging or previously undetected suspicious and fraudulent behavior, recommending changes or enhancements where necessary.</span></p><br><p><span>- Ensure that an appropriate fraud deterrence framework is in place to protect the group from any risk event.</span></p><br><p><span>- Establish, initiate and be the custodian of all the Group policies dedicated to prevent and detect fraud activities.</span></p><br><p><span>- Assist the Vice President of Anti-Fraud Assurance and Strategy in providing Compliance Anti-Fraud services / advice to all the business lines.</span></p><br><p><span>- Advise on the implementation of fraud risk management and control practices within the organization.</span></p><br><p><span>- Assist the Vice President of Anti-Fraud Assurance and Strategy in the development of the compliance plan and the Compliance and policies manuals for approval by the Group Board Audit & Compliance Committee.</span></p><br><p><span>- Identify on timely basis, the regulatory changes (locally / International) that impact the Group’s compliance risk to enable timely update of the referenced charter, plan and policy manuals.</span></p><br><p><span>- Report on a regular basis to the Vice President of Anti-Fraud Assurance and Strategy regarding noncompliance risks, identified frauds and corrective action taken pertaining to the Group’s activities, for onward reporting to the Group Board Audit & Compliance Committee and Group Management Risk Committee.</span></p><br><p><span>- Forward all fraud suspicious incidents to the fraud investigations team for appropriate investigations.</span></p><br><p><span>- Maintain a track of all the fraud suspicious cases and follow up on the conclusions provided by the investigations team.</span></p><br><p><span>- Assist in preparing the Anti-Fraud training programs provided by Group Compliance and ensure there are continuously updated and in line with all the new applicable laws, regulations and best practices</span></p><br><p><span>- Take necessary actions to ensure all the new issued policies and procedures (when applicable) are embedded with appropriate key controls for fraud prevention and detection.</span></p><br><p><span>- Provide real-time ad hoc corrective actions and compliance advisory oversight for all business lines.</span></p><br><p><span>- Participate in issuing the studies, manuals on the new regulations, international standards, etc.</span></p><br><p><span>- Liaise with Group Human Capital to ensure the existence of appropriate awareness amongst personnel employed in the different entities on Fraud Control matters through provision of training courses, holding of seminars, etc.</span></p><br><p><span>- Perform fraud awareness studies on all the subjects and new regulations that directly impact the business and the bank activities and communicate the emerging issues along with the potential Fraud risks.</span></p><br><p><span>- React upon any risky events, news and developments that may impact business operations and management decisions;</span></p><br><p><span>- Maintain an updated inventory of suspected risk events, their status, impact and actions taken.</span></p><br><p><span>- Participate in establishing appropriate “Anti-Fraud” and anti-bribery culture within the Group.</span></p><br><p><span>- Participate in the enhancement and update of the fraud risk assessments on a regular basis.</span></p><br><p><span>- Maintain a feedback process to permanently readjust to the Fraud Risk Assessment strategy</span></p><br><p><span>- Defining and documenting mitigating controls and linking them to identified fraud risks.</span></p><br><p><span>- Suggest amendments to the existing controls, designing and implementing new preventive and detective controls as necessary, and implementing supporting technologies.</span></p><br><p><span>- Promoting the importance of the fraud risk management program and the organization’s position on fraud risk both internally and externally through corporate communications programs. </span></p><br><p><span>- Participate in designing and delivering fraud awareness training.</span></p><br><p><span>- Providing periodic evaluation of anti-fraud controls.</span></p><br><p><span>- Using independent evaluations of the fraud risk management program. </span></p><br><p><span>- Implementing technology to aid in continuous monitoring and detection activities.</span></p><br><p><strong><span>D. Learning & Knowledge:</span></strong></p><br><p><span>- Assist the Vice President of Anti-Fraud Assurance and Strategy in facilitating an organizational Compliance Culture throughout the Group which reflects a commitment to compliance with the related laws and regulations.</span></p><br><p><span>- Assist the Vice President of Anti-Fraud Assurance and Strategy in the creation and management of the Compliance monitoring program and Compliance action tracker roadmap to ensure that a compliance culture is embedded within all aspects of the business.</span></p><br><p><span>- Ensure on-going development and implementation of the Group’s Code of Conduct and Compliance awareness.</span></p><br><p><span>- Assist in preparing the yearly training program to cover QNB Group Staff members;</span></p><br><p><span>- Assist in establishing new E-channels to build the awareness and knowledge among the Group staff members.</span></p><br><p><span>- Participate in developing and coordinating in a multifaceted educational and training program and seeks to ensure that all appropriate employees and management are knowledgeable of, and comply with, applicable laws and regulations.</span></p><br><p><span>- Liaise with Training Department on Fraud matters through provision of training courses, seminars, etc.</span></p><br><p><span>- Proactively identify areas for professional development of self and undertake development activities.</span></p><br><p><span>- Seek out opportunities to remain current with all developments in professional field.</span></p><br><p><span>- Hold meetings with staff and assess their performance and your team's overall performance on a regular basis.</span></p><br><p><span>- Take decisive action to ensure speedy resolution of unresolved grievances or conflicts within the team members.</span></p><br><p><strong><span>E. Legal, Regulatory, and Risk Framework Responsibilities:</span></strong></p><br><p><span>- Comply with all applicable legal, regulatory and internal compliance requirements including, but not limited to, Group Compliance Policies and Procedures (AML & CTF, Sanctions Policy, Data Protection Policy, Fraud Control Policy, Whistle Blowing Policy, Conflict of Interest and Insider Dealing Policy).</span></p><br><p><span>- Understand and effectively perform your role under the Three Lines of Defense principle to identify measure, monitor, manage and report risks.</span></p><br><p><span>- Ensure systematic good outcomes for clients in accordance with Conduct Risk policy.</span></p><br><p><span>- Support the framework of RCSA, KRI, Incident reporting and remediation, as appropriate, in accordance with the Operational Risk Management requirements.</span></p><br><p><span>- Maintain appropriate knowledge to ensure full qualification to undertake the role.</span></p><br><p><span>- Complete all mandatory training provided by the Bank, attain, and maintain the required levels of competence.</span></p><br><p><span>- Attend mandatory (internal and external) seminars as instructed by the Bank.</span></p><br> <br> <br><br> Education/Experience Requirements: <br> <p><span>- Bachelor's degree with a Major in Marketing, Banking, Finance, Accounting, Economics, Business Administration, Business Information Systems or Information Technology (related field of study) with professional qualifications such as CFE / CIA / CRMA / CAMS / CICA. </span></p><br><p><span>- A minimum of 8 years’ experience in a major banking institution or in a consultancy firm, out of which 4 years should be in Compliance or in Internal Audit.</span></p><br> <br> <br> </div>
