<strong>Purpose and Scope: <br><br></strong>Perform drafting work compiling and organizing engineering and drafting data, designing structures and recommending design changes, and preparing specifications and estimates. Additional duties include surveying, GIS/GeoBase updates and maintenance. This position is in support of the Air Force Contract Augmentation Program (AFCAP) and is located at Al Udeid Air Base, Doha, Qatar.<br><br><strong>Essential Responsibilities:<br><br></strong><ul><li>Create and print custom maps via Defense Area Printing Service (DAPS) or other Government-directed system upon the request of the Customer. Save the maps to the Government IDMS or other media as requested. </li><li>Provide engineering surveys for facility projects, construction layout, utility location, and disaster response (e.g., topography, boundary, construction, and route). </li><li>Conduct in-the-field land surveys to collect geospatial data portraying the installation’s built and natural infrastructure to update utility, infrastructure, and facility MDSs. </li><li>Create and maintain technical drawings, geospatial data, and maps. </li><li>Provide engineering assistance and drafting support to customers, engineers, craftsmen, in-house projects and work tasks, and as requested by the Customer. </li><li>Establish and maintain a repository of technical reference material, plans, and specifications for facilities that is easily accessible to the work force engaged in engineering, operations, and maintenance. </li><li>Compile and organize project documentation, including cost estimates, plans, specifications, statements of work, bills of materials, time schedules, submittal registers, and A&E statements of work (SOW), as provided by the Government. </li><li>Utilize GeoBase as the Air Force program for installation GIS, utilizing an enterprise GIS geared toward meeting Air Force civil engineering and mission requirements for facilities management. Perform GIS and GeoBase activities IAW DoDI 8130.01, Installation Geospatial Information and Services (IGI&S), DAFI 32-10112, IGI&S, DAF GeoBase Program Guidance and Policies, AFCENT GeoBase Program Guidance, and AFCEC Geospatial Integration Office program management. </li><li>Comply with GeoBase Common Installation Picture (CIP), Mission Data Set (MDS), Mission Data Layers (MDL) control documents, and the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) Air Force Adaptation specifications, data quality requirements, and reporting standards. </li><li>Provide updated CIP maps to the COR annually or when there’s changes to infrastructure on the installation (i.e., new buildings/roads, demolished buildings/roads, or airfield changes), in both printed and electronic formats, with quantities and dimensions as requested by the Government. </li><li>Document and maintain spatially accurate and georeferenced digital facility floor plans, as required by the COR, consistent with the Drawing of Record (DoR) and/or Space Use Data Set (SUDS) guidance IAW the AFCEC Facility Space Planning & Optimization Management Playbook or local procedures (as determined by the COR). Employ industry-standard methods, including 360-degree digital scans and photographs, to achieve comprehensive, accurate, and up-to-date documentation of facility interiors and exteriors. </li><li>Perform surveys for airfield waivers, line-of-sight issues, topographic mapping, parcel boundaries, locations of existing construction and layouts of new facilities, to meet engineering requirements and related services (e.g., topographic surveys, static Global Positioning System (GPS), Real-Time Kinematic (RTK), control surveys, and boundary surveys) using Government-provided equipment utilizing survey and resource grade GPS, Range Finders, and Total Stations to perform surveys, and save the survey data within the GIS database. </li><li>Update and maintain installation CIP, IDP, District Plans, Component plans and other MDSs and MDLs spatial data to accurately represent “ground truth” while also capturing installation spatial data requirements as directed by the Customer. </li><li>Edit, maintain and add new GIS data within the Air Force System of Record (GEOMAP), utilizing the ESRI ArcGIS Pro software platform or AutoCAD software as directed by the Customer. </li><li>Meet with installation subject matter experts for each MDS/MDL to verify accurate spatial and attribute data and provide timely updates when presented with discrepancies. </li><li>Maintain, within a government database as designated by the Government, as-built drawings for downrange facilities and infrastructure. </li><li>Perform other surveying, drafting and GIS/GeoBase duties as assigned. <br><br></li></ul><strong>Minimum Position Knowledge, Skills and Abilities Required:<br><br></strong><ul><li>Must have at least three (3) years of experience in surveying and drafting and at least one (1) year of experience (within three years) with current versions of AutoCAD and GIS software. </li><li>Must be proficient in creating and maintaining technical drawings, geospatial data, and maps. </li><li>Must have familiarity with all tools and techniques of survey to include: differential leveling, Engineering Data Management/Data Collectors, and GPS equipment usage (preferably Trimble equipment) and associated download software. </li><li>Must be capable of creating or updating space usage information contained in SUDS. </li><li>Preference will be given to individuals who have worked on US Government and Military domestic and international projects. </li><li>Experience in the use of documents relating to the development of projects, contracting, and construction is necessary. </li><li>Must have knowledge of principles of project design reviews, GIS/GeoBase Updates & Maintenance, surveying services and other administrative functions. </li><li>Proficient in AutoCAD 2025 or newer and use AutoCAD to create presentable and accurate facility and infrastructure plans for concept and statement of work requirements for project execution. </li><li>Excellent communications, effective leadership and interpersonal skills. </li><li>Computer literate; can use Microsoft Office and Project, etc. </li><li>Strong ability to work and lead as a member of a diverse, dynamic team. </li><li>Outstanding problem-solving skills and sound judgment. </li><li>Must be a USN to fill this position. </li><li>Must be able to obtain and maintain a Secret US Government Clearance. <p><strong>Primary Functions</strong></p><ul><li>To co-ordinate and supervise the activities of the foremen and his crew on the project.</li><li>Must ensure compliance with HSE, Quality and Ethics policy and attached roles and responsibilities</li></ul><p><strong>Tasks and Responsibilities</strong></p><ul><li>To set and apply standards of SAFETY, ETHICS and QUALITY to comply with procedures and take action/s where Procedures and policy are not met and rectify/report immediately.</li><li>To be capable of communicating fluently with Crew, Foremen, Superintendent and all others with whom he liaises.</li><li>Be capable of reading and understanding drawings, project specifications and procedures. and be capable of taking the correct remedial actions. (Wherever Applicable).</li><li>To be conversant with the specific standards applicable to the project / area of work.</li><li>To be capable of looking four weeks ahead in planning of work for the project utilize the project current plan for planning for future work.</li><li>Provide his Foremen with drawings, WPS and information require to do the work efficiently, productively and safely.</li><li>Interface with the production engineer to ensure material is available for the planned work.</li><li>To ensure Proper tools and equipment’s are available and they are utilized efficiently, productively and safely.</li><li>To utilize the overall project / area plan(s), milestone dates, yard layouts and construction drawings to understand the overall view of the project and or his area of responsibility.</li><li>Have an overall view and understanding of the project completion including but not limited to construction methodology, fab sequence and milestone dates.</li><li>Forecast resources required for the planned work ahead (Manpower, Equipment's etc.)</li><li>To be able to conduct meeting with those reporting to him in an organized manner.</li><li>To set targets of production for each of those directly reporting to him, targets for Foremen.</li><li>To be able to communicate supports services in the yard, QC & NDT.</li><li>Provide written instruction where necessary to those directly reporting to him.</li><li>Drive the team to achieve progress, productivity, safety and quality.</li><li>Know and understand the estimated man-hours on the work packs, maintain man-hours booking within estimate and provide weekly progress to production engineers.</li><li>Take actions where standards and targets are not met.</li><li>Where necessary refer quality / progress/ productivity issue to his superintendent and provide recommendation for improvement</li><li>Address any issue of poor quality/ productivity and act where appropriate.</li><li>Report area of poor performance and provide recommendation for improvement.</li><li>Provide accurate feedback to Superintendent.</li><li>Ensure CIR (Computer Input Request) submitted and RFI (Request for Inspection) are raised on timely manner.</li><li>Conduct TBT with crew, conduct safety walkthrough and address any issue of safety, check HIT process.</li><li>Review TRA with his foremen when require and ensure it is discussed with his crew.</li><li>Maintain good housekeeping on his work area. Promote BBSM process and be responsible for his team’s safety.</li><li>Lead by example and make sure company policies and procedures are followed.</li><li>Ensure proper plan of storage of welding consumable to eliminate any chance of welding consumable mix up and wrong selection.</li><li>Interface with F&M department to ensure timely calibration of welding machines.</li><li>Interface with Welding engineers to qualify WPS, welders for specific project.</li><li>Proper planning of qualifications in welding school to meet project requirements</li></ul><p>Other Expectations:</p><ul><li>Promote implementation of QHSES initiatives and drive achieving objectives</li></ul><br/><p><strong>Desired Candidate Profile</strong></p><p><strong>Education Qualification and Experience</strong></p><p><strong>Education: </strong>High School Diploma Level</p><p><strong>Experience:</strong></p><ul><li>10+ years of experience in Offshore Construction industry</li><li>Has an exposure to a multidiscipline work environment.</li><li>Must understand governing code requirements and be able to interpret and apply project specification</li></ul>
