About the job SENIOR PROJECT MANAGER INFRASTRUCTURE - T24 MODERNISATION (BANKING)
<p><strong>Role Overview</strong><br>This is a senior technology delivery leadership role responsible for all IT delivery activities across the T24 Core Banking Modernisation programme at a leading Qatar-based financial institution. The IT Workstream PM will own infrastructure, environments, architecture governance, system integrations, middleware delivery, data migration support, testing coordination, release management, cutover planning, and production readiness. The role requires someone who can act as the central technical orchestrator — coordinating multiple software vendors, system integrators, and internal technology teams toward a single integrated delivery plan while maintaining governance and accountability throughout.<strong><br>Key Responsibilities</strong><br>Architecture, Infrastructure & Environment<br>Coordinate with infrastructure teams to build and provision all programme environments. Validate vendor solutions against security, network, architecture, and data governance standards. Manage secure access provisioning including VPNs, network access, and environment permissions for all internal and external teams. Govern provisioning, readiness, stability, and maintenance of all programme environments throughout the delivery lifecycle.<br>System Integration & Interface Development<br>Coordinate development of APIs and middleware integrations between T24 modules and all downstream applications. Monitor dependencies across software vendors and internal teams. Coordinate architecture reviews and technical design approvals, ensuring compliance with enterprise architecture standards and technical governance.<br>Data Migration Support<br>Monitor all technical extraction, cleansing, and ETL build activities. Coordinate ETL and database teams responsible for migration pipelines. Track mock run execution, tuning activities, and migration refinements. Ensure masking, encryption, and protection of sensitive banking information across all non-production environments.<br>Testing<br>Lead technical defect review sessions and route defects to appropriate vendors and technical teams. Coordinate load testing, stress testing, high availability testing, failover testing, and disaster recovery testing activities across the programme.<br>Release Management<br>Govern deployment pipelines and ensure controlled promotion of releases across all environments. Manage release packaging, deployment readiness, and CI/CD pipeline governance.<br>Cutover<br>Own detailed technical cutover plans and execution sequences. Co-lead technical command centre operations during the go-live weekend. Ensure all technical teams and vendors are prepared for cutover weekend execution activities. Establish rollback procedures, triggers, escalation paths, and recovery plans. Ensure complete rollback readiness prior to every cutover attempt.<br>Vendor Management<br>Hold software vendors and system integrators accountable for technical contractual deliverables. Coordinate across multiple concurrent vendors with overlapping technical dependencies.<br>Workstream Management<br>Plan, organise, track, govern, and report all technology-related workstream activities. Manage cross-functional issues and dependencies. Provide regular status updates to the Programme PMO and executive stakeholders.<strong><br>Essential Skills & Experience</strong><br>Minimum 12 years of experience in IT delivery or technology programme management with at least one full lifecycle core banking transformation programme as a senior technology lead. </p><br><p>Demonstrable experience on a Temenos T24 implementation or migration programme. Deep knowledge of API, middleware, Kafka, ESB, and REST integration architecture in a core banking context. Multi-vendor and System Integrator management experience on a complex concurrent delivery. Infrastructure delivery experience across cloud and on-premise banking environments. </p><br><p>Experience governing environment, release, and deployment management across a large-scale banking programme. </p><br><p>Hands-on experience coordinating performance, stress, failover, DR, and cybersecurity testing in a banking context. </p><br><p>Strong CI/CD pipeline management and DevOps delivery experience. PMP or equivalent project management certification. Strong stakeholder management and executive reporting capability.</p><br><p><strong>Desirable Skills & Experience</strong></p><br>
<p>Prior experience at a Qatar, GCC, or Middle East financial institution or on a programme delivered for one. </p><br><p>Familiarity with Islamic banking IT architecture and platform requirements. </p><br><p>Experience with Temenos-specific infrastructure, hosting environments, and release management processes. </p><br><p>ITIL Foundation or Practitioner certification relevant to release and environment management. AWS, Azure, or equivalent cloud certification where cloud infrastructure is in scope.</p><br>

<p>Overview ***This position is physically located in the Marshall Islands in support of LOGCAP*** Has full authority and responsibility for the overall effective management and allocation of the personnel and resources necessary to meet all contract specifications involving Installation Logistics Supply, Maintenance, Transportation, Central Receiving Shipping Point, Installation Property Management, Installation Transportation, Transportation Motor Pool, Full Food Service, Retail and Bulk Fuel, Shuttle Bus services, USAMMC-SWA, Bottle Water and Ice in direct support of the USG Directorate of Logistics (DOL) mission program requirements, along with appropriate coordination of Program Department Managers.
