The Procurement Engineer – Civil & MEP is responsible for managing the procurement of construction materials, equipment, subcontract services, and technical requirements for Civil, Mechanical, Electrical, HVAC, Plumbing, and MEP works. Manage and ensure rig is in compliance with applicable rules, codes, regulations, and industry best practices considering the safety of personnel, environment & equipment.<br><br>Roles & Responsibilities<br><br>Rig Move & Related activities:<br><br>Supervises and arranges for the preparation of Rig Move, stability calculations for jacking, floating, and preloading, ensuring compliance with Rig Move preparation checklists. Observation of weather forecast for rig move window including preload hours. Review of Soil condition reports for location for anticipation of expected penetration. Ensure the jacking system & motors have planned maintenance completed up to date and are ready for operation. The drilling package and cantilever are secured per the rig’s operation manual. Cranes and loose items are secured in accordance with the best seamanship practices while securing watertight doors/hatches during the rig move. Towing is available, maintained up to date equipment is ready and certified as required. Spare equipment should be considered and highlighted if not available. Mooring winches are maintained up to date and ready for operation. Arrange and participate in rig move meetings. Maintains records of associated documents/files and moves history to ensure that full and accurate records are kept. Watertight integrity checks.<br><br>Stability<br><br>Assures daily accurate rig loading, leg reactions, supplies of fuel/water and centers of gravity are kept within the design limits for the safe operation of the unit. Calculate the daily load criteria to ensure the installation satisfies the operation and stability requirements. During loading ensures that deck loading is within the loading criteria in accordance with rig design and operation manual.<br><br>Lifting Operations<br><br>Supervises and directs loading/unloading and movement of all cargo including supervising & planning for crane critical, complex lifting operations and personnel transfer, onboard and outboard the unit. Direct deck crew to move/load/unload critical items considering the unit load distribution calculations to ensure security of the lifted items & personnel.<br><br>Drilling / Work-over Operations<br><br>Liaise and co-operate with the drilling crew to ensure safe and smooth running of operations. Assign crew members to work in drilling operations as required.<br><br>Management Of Major Emergencies<br><br>To be part of the Rig’s Emergency Response Team as detailed in the Emergency Plan and in Company Procedures. Preparing and reviewing environmental reports, policies, procedures, CEMP (Construction Environmental Management Plans), EMP (Environmental Management Plans), EIA (Environmental Impact Assessments) and other environmental documentation. Monitoring site implementation of environmental plans, regulations and approved requirements through regular site visits. Ensuring compliance with applicable environmental legislation, permits, policies and ISO 14001 requirements. Reviewing consultant and contractor environmental submissions and coordinating with clients's Quality & Safety Department (QSD) for required approvals. Monitoring and reporting environmental KPIs, including recycling and waste management performance. Identifying environmental risks, non-conformances and areas for improvement, and recommending appropriate corrective and preventive actions. Liaising with consultants, contractors, designers, QSD, the Ministry of Environment and other stakeholders on environmental matters, permits and approvals. Supporting the implementation and continuous improvement of environmental policies, procedures and management systems. Providing technical input in meetings, capturing lessons learned and supporting programme-wide environmental performance.<br><br>Qualifications:To be successful in this dynamic opportunity, we envision that your career journey to date will include:Holding a Bachelor’s degree in Environmental Engineering, Environmental Science or a related discipline from a recognised university listed in the World Higher Education Database (WHED). Having more than 10 years of relevant professional experience following the required academic qualification. Having a minimum of 5 years of experience in environmental engineering/management associated with large-scale beautification, landscaping, public realm, building, infrastructure or development programmes/projects. Demonstrating proven experience in developing, implementing and managing environmental standards and management systems in accordance with ISO 14001. Having a background or additional experience in Health & Safety / HSE, particularly within construction, landscaping or major development projects will be highly desirable. Holding ISO 14001 Lead Auditor certification. Having strong experience in environmental compliance, CEMP/EMP review, environmental reporting, site monitoring, environmental impact assessments and implementation of environmental management requirements.
