<p><b>Purpose and Scope</b>: The Programmer is to provide planning, project programming and other administrative duties as required by a USAF engineering contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP) and it is located at Al Udeid Air Base (AUAB), Doha, Qatar. Essential Responsibilities: Provide planning, project programming and other administrative duties as required by the contract. Program all projects IAW latest AFCENT Business Rules for the Execution of the Integrated Priority List guidance and DAFI 32-1020, Planning and Programming Built Infrastructure Projects and support the facility board process by participating in meetings, preparing briefings, and inspections. Must prepare, maintain and document approval documents, records, reports, and data associated with project programming and make available upon request from the Customer. In conjunction with the real property accountable officer, the Programmer will provide a recommendation to the Government regarding if capitalization of any of the project work is necessary. If the Government concurs that capitalization is necessary, the Programmer will initiate a draft DD Form 1354, Transfer and Acceptance of Military Real Property, identifying all work needing to be capitalized. Will provide all programming documents to include draft DD Form 1391, DD Form 1354 (draft) and/or AF Form 300 (as applicable) within 30 calendar days of WRRB approval with no more than two (2) missed due dates allowed per month. Will assist with the development and maintenance of project data files (including complete project requirements, justification, and environmental compliance criteria data) within NexGen IT or other database as designated by the Customer. Will monitor, update, and verify accuracy and consistency of project data including review of all open work on the facility and existing projects on a facility to identify and eliminate duplication. Will be responsible to update NexGen IT or its successor within five (5) working days of a change in scope, design, funding, construction status, or project dates with no more than two (2) missed due dates allowed per month. Prepare draft DD Form 1391s IAW specific program guidelines. Responsibilities include project justification, site impacts, funding avenues, environmental considerations (including the preparation of environmental impact data and supporting documentation), correspondence, and approval documentation for associated new projects. This includes conducting conceptual analysis to evaluate the feasibility and cost-effectiveness of different project alternatives. Prepare pre-design contract requirement packages for the Government to execute through external contracts. Will assist with the development and maintenance of the Installation Development Plan (IDP), District Plans, and Component plans IAW DAFI 32-1015 or successor publications and guidance, Integrated Installation Planning, and the Integrated Installation Planning Playbook. Provide site planning support services IAW DAFI 32-1015 and the Site Planning Playbook. Will gather and document existing site conditions through the Comprehensive Planning Platform (CPP) following the format provided by the Customer. Provide IDP, District Plans, and Component plan updates to the Installation GeoBase office and be responsible for the accuracy of all planning datasets within the GeoBase program. Other duties as assigned to the relative area of responsibility. Required to complete AFIT WMGT 131, WMGT 141, WMGT 301, WMGT 423, WENG 200, WENG 400, WTSS 200. All required courses are offered online or live broadcast and shall be completed through the first available offering after hiring date. High school diploma or equivalent training/experience. Must be a USN to fill this position. Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance. Possess a valid state issued driver s license or international driver s license and passport. Ability to read and write English is required. Solid communications skills, strong interpersonal skills. <p>Accountable for the technical integrity of the engineering and design activities within the Rotating equipment discipline and for ensuring that safe, cost efficient and on-time design is developed for the project. Be responsible for and provide direction to the technical services in the Rotating engineering elements of the project scope, with special attention to the Design Basis, EPIC scope preparation and execution, design/safety/operations reviews, procurement of Equipment, factory acceptance test, vendor selection, and timely resolution of technical and engineering issues, in coordination with Engineering Manager, other discipline Heads and relevant stakeholders. Be the project's technical expert (TA-2) in the Rotating equipment discipline and will have Technical Authority for disciplines under his organisation. Will have the authority, depending upon their level of expertise/delegated authority, to approve any deviation from DEM-1 (Shall PS). However, they need to discuss the deviation with their reporting line i.e. Department Assistant Managers in Doha for their consent before giving their approval to any deviation to DEM-1 requirements. However, if a technical deviation is beyond their authority level, then they are required to engage relevant (TA- 1), essentially department Assistant Managers, for their review and approval of deviations to DEM-1 requirements. Responsible to provide sufficient information and technical justification to the Engineering Manager for any technical deviation for his final decision. Engineering Manager will have the delegated TA0 authority for final approval of any technical deviation. Responsible to thoroughly investigate any proposed technical deviation and ensure that the deviation doesn't compromise any safety in design but is helpful to optimise the design, improve the availability & operability of the facilities and will optimise project cost without impacting timely Project delivery. Ensure that risks associated with the technical deviations are as low as reasonably possible (ALARP) and properly documented. Lead the Rotating equipment team in developing design scope and ensure that all related deliverables are in compliance with the applicable codes, standards, Project and Corporate requirements and procedures. Coordination of all engineering related reviews including Design Reviews (ITR/PSDR/DRR etc.), ENVID, HAZID, HAZOP, SIL, Bowties, ALARP, SAFOP, SIMOPS, 3D model reviews and Constructability etc. To ensure that all the relevant documents are in place to carry out these reviews effectively and efficiently. Coordinate and align the Rotating discipline interfaces between the project phases and direct the contractors design efforts accordingly taking into account safety, start-up, cost and constructability impacts. Establish professional work relationships with EPIC contractor, represents interest and direct contractors with any technical queries and interpretation of scope, specifications and standards. Maintain an overview of the project Rotating capability and highlight to Engineering Manager any critical resourcing issues. Participate in Project Assurance reviews and Audits and ensure findings are effectively closed out. Provide technical guidance and prepare the Rotating engineering specific elements for the EPIC tender, procurement activities, technical bid evaluation, technical queries raised by contractors. Participate in Technical bid evaluation and provide necessary guidance in selecting the EPIC Contractors. Lead the selection of suitable technology, equipment, field devices, and other Rotating specific systems as per design, evaluate options and select best techno-economic solutions for project facilities. Endorse the Rotating design calculation reports, system studies, design philosophies, software model input and output, drawings, data bases, specifications and vendor data. Provide technical guidance during engineering stages of the project and monitor the implementation of QA/QC processes, in order to achieve deliverables and facilities that meet project requirements. Provide guidance and support to conduct Safety and Design Reviews in coordination with other discipline Heads and Rotating Engineers. Supervise team members and support the development of Qatari Nationals by ensuring that they receive proper job training and development.</p><p><strong>Desired Candidate Profile</strong></p><p>Sc. degree or Higher in Mechanical Engineering from a recognized university; higher degree would be advantageous. Membership of a relevant recognized professional engineering association/institution is preferable. A minimum of 15 years' experience in Rotating engineering design in Oil & Gas Industry, with an Oil & Gas Company or Contractor/Consultant, of which at least 10 years should have been in offshore Oil & Gas processing projects. Of the 15 years' experience, a minimum of 8 years should have been a senior Rotating Engineer in a major project and a minimum of 7 years as Lead Discipline in design of major projects in a reputable engineering consultant, EPIC contractors or Oil & Gas Company. Fully familiar with Shell DEP's and other international design codes and standards. Fully familiar with Mechanical Engineering software's and design review. Familiar with all types of EPIC deliverables, equipment, design and construction progress reviews. Proven ability to manage respective discipline engineering team in a major project environment. Fundamental knowledge to level of "proficient" or preferably level of " mastery" in respective discipline engineering with added strength in the other disciplines to level of " developed". <p>The Programmer is to provide planning, project programming and other administrative duties as required by a USAF engineering contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP) and it is located at Al Udeid Air Base (AUAB), Doha, Qatar. Essential Responsibilities: • Provide planning, project programming and other administrative duties as required by the contract. • Program all projects IAW latest AFCENT Business Rules for the Execution of the Integrated Priority List guidance and DAFI 32-1020, Planning and Programming Built Infrastructure Projects and support the facility board process by participating in meetings, preparing briefings, and inspections. • Must prepare, maintain and document approval documents, records, reports, and data associated with project programming and make available upon request from the Customer. In conjunction with the real property accountable officer, the Programmer will provide a recommendation to the Government regarding if capitalization of any of the project work is necessary. If the Government concurs that capitalization is necessary, the Programmer will initiate a draft DD Form 1354, Transfer and Acceptance of Military Real Property, identifying all work needing to be capitalized. Based in Doha, Qatar, this individual will be responsible for all aspects of clinical study execution in the region from site identification and regulatory submissions through enrollment, data collection, and closeout. The ideal candidate is a highly self-sufficient, resourceful professional who thrives in an entrepreneurial environment with limited on-the-ground infrastructure. A strong preference will be given to candidates with clinical/procedural expertise in interventional cardiology, interventional radiology, or vascular surgery who can provide direct case coverage and physician-level technical support for interventional procedures alongside treating physicians.<br>Responsibilities, Skills & Hands-On Experience:<br>Regional Clinical Trial Setup & Management Serve as the primary operational lead for clinical studies in the MENA region for both Nav IQ and Akura Medical’s PE thrombectomy device programs. Lead the planning, design, and execution of clinical studies (IDE, post-market, PMCF, registries, and observational studies) in alignment with business and regulatory strategy. Ensures the project is planned and conducted in accordance with all applicable regulations, standard operating procedures, and good clinical practices (GCP). Develop, review, and manage clinical study documentation, including protocols, informed consent forms, case report forms (CRFs), statistical plans (as applicable), and clinical trial agreements. Coordinate site identification, evaluation, selection, initiation, monitoring, and close‑out activities across multiple MENA countries (including Qatar, UAE, Saudi Arabia, Egypt, and others as applicable). Drive all site start-up activities including regulatory and ethics committee (EC/IRB) submissions, budget negotiations, and contract finalization. Manage and maintain inspection-ready Trial Master File (TMF) and related clinical documentation in compliance with applicable regulations. Provide oversight of site performance, enrollment, data quality, and protocol compliance. Develops detailed project plans, and monitors project milestones against performance indicators. Coordinate investigational device shipments, accountability logs, and supply chain logistics within the region. Plans, directs, creates, and communicates the study timeline including but not limited to generating reports to provide regular status updates to the US-based clinical team and senior management. Vendor & Budget Oversight Manage and oversee clinical research organizations (CROs), laboratories, and other vendors to ensure delivery of contracted services. Develop and manage study budgets, forecasts, and resource plans; monitor expenditures against approved budgets. Identify and mitigate operational, timeline, and budgetary risks. Regulatory & Compliance Navigate country-specific regulatory landscapes across MENA to obtain necessary approvals for investigational device studies. Ensure all clinical activities comply with ICH GCP, ISO 14155, local regulatory requirements, and sponsor SOPs. Support preparation of regulatory submissions, audits, and inspections. Prepare sites for potential regulatory inspections; serve as the primary regional contact for regulatory queries. Manage risk assessment and mitigation. Clinical & Physician Support Provide direct procedural support and case coverage alongside interventional cardiologists, interventional radiologists, and vascular surgeons performing PE thrombectomy procedures using Nav IQ and Akura devices (preferred). Train physicians, clinical staff, and coordinators on device use, study protocols, and data collection requirements. Serve as the primary technical and clinical liaison between study sites and the sponsor. Attend cases as needed and provide real-time guidance and troubleshooting support in the catheterization lab or hybrid OR. Cross-Functional Collaboration Provide guidance, training, and operational oversight to Clinical Research Associates (CRAs) and other study team members, as applicable. Contribute to continuous improvement of clinical operations processes, procedures, and best practices. Work closely with US-based clinical affairs, regulatory, R&D, and quality teams to align regional activities with overall program goals. Support planning and execution of investigator meetings, site training sessions, and regional advisory boards.<br>Education & Work Experience:Bachelor’s degree or higher in Life Sciences, Engineering, or a related healthcare field (advanced degree or clinical licensure preferred e.g., MD, RN, RT, PA, or equivalent).5–7 years of experience in clinical research, with minimum of 2 years in the medical device industry. Demonstrated experience managing pre-market and/or post-market medical device clinical studies. Hands-on experience in interventional cardiology, interventional radiology, or vascular surgery (either as a clinician, clinical specialist, or field clinical engineer). Direct experience in the MENA region is highly preferred; ability to provide direct case coverage is a significant advantage. Familiarity with PE treatment, VTE management, or catheter-based thrombectomy procedures is strongly preferred. Deep understanding of MENA regulatory environments and experience navigating multi-country clinical submissions (Saudi Arabia SFDA, UAE MOH/DOH, Qatar MOPH, and others).
