Primary Purpose Of The Job<br><br>Manage independent Cost estimation and Cost advice for developing and implementing various Capital, Production, Maintenance, HSE and Refinery Shutdown Projects. Execute cost estimate for in-house Plant modification for optimizing and improving Refinery processes, production and HSE requirements.<br><br>Required Experience And Skills<br><br>Minimum 12 years oil and gas experience in cost estimation, contractor interface, planning and costing. Excellent oral and written English, communication combined with good presentation skills. Experience in MS Office applications and leadership and motivation ability and Problem-solving skills.<br><br>Educational Qualifications<br><br>Civil/Mechanical/process Degree holder from internationally recognized university. Certified Project Management Professional (PMP) and / or Certified Cost Professional (CCP) certified cost engineer (AACE) will assets.

Job Summary:The role has the responsibility to lead and manage multi-disciplinary construction team and ensure that Execution of Projects is executed in an efficient and systematic manner and according to good engineering practices to fulfill the Company’s goals and objectives. The role holder will also act as point of reference and apply expertise to resolve problems escalated by the construction Engineers / project coordinators/Contractors or project engineers during Execution phase. Also provide constructability input to new plant / facility modification projects, engineering phase and drive for flawless project execution/ completion.<br>The role holder has a prime role in ensuring proper coordination within multiple trades and customers to achieve smooth and safe execution of projects on site. The role-holder is responsible for ensuring that resources are properly utilized for executing projects in the Projects Department.<br>Key Accountabilities:Plan, manage and organize the activities of the Section to ensure that project execution activities are achieved within the set time schedules, scope, specification, and cost. Plan and prepare work scope between various departments, sections and disciplines during construction services, shutdown execution to ensure a smooth completion of planned activities. Set performance targets, provide feedback, motivate, and participate in the development of projects execution section. Participate in the recruitment and selection interviewing process. Ensure construction activities are conducted in accordance with regulatory requirements, valid standards, technical requirements, and good engineering practices to ensure that projects are executed in line with agreed specifications. Identify and implement comprehensive safety programs and initiatives to keep safety utmost in project execution. Demonstrate commitment to safety culture by participating in safety walkthrough, toolbox talk, applying a robust construction safety measure to manage the project safely. Actively contributes to balance the project execution portfolio in the Section, on short and long term, regarding contribution to safety, health, environment, profitability, and product quality, according to the company’s goals and objectives. Monitor Project execution Process and Cost to ensure adherence to targets. Review shutdown plan to achieve timely completion of shutdown project. Review the shutdown construction strategy to optimize use of construction manpower and equipment and continuous safety assessment. Prepare and follow-up Section Budget. Liaise closely with Plant Sections and other relevant Sections within the company concerning projects execution. Advise project team on change orders received during execution phase to estimate the claim raised by the contractors. Ensure day-to-day supervision and surveillance to projects. Resolve construction issues that may arise and communicate with PMT. Ensure construction team review site conditions and mitigate hazards/risks at site to ensure compliance with QAFCO policies and procedures including contractual requirements. Keep informed of technological developments in the area of responsibility to identify and recommend opportunities for increased effectiveness and/or cost reduction Develop the Section’s workforce and ensure construction personnel maintain required qualifications/ upgrade their competency through their assignments with project teams, ensure their developments with appropriate exposure to new technology and work processes; ensuring construction systems standardization is consistently applied by project teams via construction management manual and procedures. Involve in the development of nationals and follow-up the on-the-job development programs. Keep informed of technological developments in the area of responsibility to identify and recommend opportunities for increased effectiveness and/or cost reduction.<br>Desired Candidate Profile:Bachelor’s degree in mechanical, Electrical, or Chemical Engineering, or relevant discipline (master’s degree preferred). The incumbent will be a key member of the Process Safety team and will interface with the appropriate operations and technical teams to support in conducting the Process Safety Risk studies for Projects and existing operations, facilitating Process Hazard Analysis (PHA) studies including but not limited to Hazard and Operability study (HAZOP), Safety Integrity Level (SIL), Quantitative Risk Assessment (QRA), Layer of Protection Analysis (LOPA), Failure Mode and Effects Analysis (FMEA), Major Hazard Analysis /Direct Hazard Analysis (MHA/DHA), Dispersion Studies and Safety Cases Studies. The role holder will comply with all relevant QAFCO Management System procedures in respect to Health, Quality, Safety and Environment.<br><br>Key Accountabilities<br><br>Promote and comply with QAFCO’s Occupational Health & Safety, Environment, Quality, Responsible Care Management Systems & Product Stewardship, PSM requirements. Assist Head of Safety and Loss Prevention Senior Engineer in developing various documents and implementing activities related to monitoring and following-up Process Safety Management system. Develop the Company Process Safety Specifications and Standards to be used in all projects and assets operations. Partner with operational and technical resources to ensure compliance with Process Safety Management (PSM) requirements. Follow valid standards, technical requirements and good engineering practices to ensure that operations and projects are executed in line with agreed process safety specifications. Lead company-wide network to develop and update process safety related requirements and procedures Provide, when required, specifications for the procurement of equipment and services. Conduct evaluation of bids and recommend preferred suppliers to ensure meeting optimum process safety requirements. Coordinate the activities within Process Safety group. Lead and coordinate different campaigns to promote Process Safety within the company. Partner with leaders to develop short and long-term process safety objectives, targets, strategies, and measures that prioritize action plans and mitigate risks. Develop and implement key performance indicators (most importantly, leading indicators) to track the progress of PSM on a weekly and monthly basis. Generating and reviewing Process Safety Management weekly and monthly reports. Participate in developing, implementing and facilitating Process Hazard Analysis (PHA) studies like HAZOP, SIL, QRA, LOPA, FMEA, MHA/DHA, safety cases and Dispersion Studies. Keep informed of technological developments and best practices in the area of responsibility in order to update knowledge, identify and recommend opportunities for increased effectiveness and/or cost reduction.<br><br>Desired Candidate Profile<br><br>Bachelor’s Degree in Engineering, preferably Chemical Engineering. Certifications, such as NEBOSH International Technical Certificate in Oil and Gas Operational Safety, Process Safety Management, Incident Investigations & Root Cause Analysis, Process Hazard Analysis are desirable. A minimum of 8 years proven successful experience in a similar position with extensive in Process Safety field within Fertilizer, Petrochemicals or Oil & Gas industry. Should have excellent supervisory skills. Should have knowledgeable about codes, standards and recommended practices for Process Safety Management Should have good engineering judgment; ability to recognize, assess, and mitigate hazards, Attention to detail, initiative, highly organized, good analytical skills, and practical use of engineering principles Should have good knowledge & ability to operate standard PC applications. Should have good English communication & Technical Report Writing Skills.
