Apply primers or sealers to prepare new surfaces for finish coats. Remove old finishes by stripping, sanding, wire brushing, burning, or using water and/or abrasive blasting. Cover surfaces with appropriate material for protection during painting and post appropriate paint signs. Clean up and store paint and painting tools and equipment in appropriate areas. Coordinate with vendor in order to modify colors of paint, stain, or varnish.<br>Follow all company and safety and security policies and procedures; report maintenance problems, safety hazards, accidents, or injuries; and complete safety training and certifications. Ensure uniform and personal appearance are clean and professional, maintain confidentiality of proprietary information, and protect company assets. Welcome and acknowledge all guests according to company standards, anticipate and address guests’ service needs, assist individuals with disabilities, and thank guests with genuine appreciation. Speak with others using clear and professional language. Support team to reach common goals. Ensure adherence to quality expectations and standards. Purpose and Scope: <br><br>The Programmer is to provide planning, project programming and other administrative duties as required by a USAF engineering contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP) and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.<br><br>Essential Responsibilities: <br><br>Provide planning, project programming and other administrative duties as required by the contract. Program all projects IAW latest AFCENT Business Rules for the Execution of the Integrated Priority List guidance and DAFI 32-1020, Planning and Programming Built Infrastructure Projects and support the facility board process by participating in meetings, preparing briefings, and inspections. Must prepare, maintain and document approval documents, records, reports, and data associated with project programming and make available upon request from the Customer. In conjunction with the real property accountable officer, the Programmer will provide a recommendation to the Government regarding if capitalization of any of the project work is necessary. If the Government concurs that capitalization is necessary, the Programmer will initiate a draft DD Form 1354, Transfer and Acceptance of Military Real Property, identifying all work needing to be capitalized. Will provide all programming documents to include draft DD Form 1391, DD Form 1354 (draft) and/or AF Form 300 (as applicable) within 30 calendar days of WRRB approval with no more than two (2) missed due dates allowed per month. Will assist with the development and maintenance of project data files (including complete project requirements, justification, and environmental compliance criteria data) within Nex Gen IT or other database as designated by the Customer. Will monitor, update, and verify accuracy and consistency of project data including review of all open work on the facility and existing projects on a facility to identify and eliminate duplication. Will be responsible to update Nex Gen IT or its successor within five (5) working days of a change in scope, design, funding, construction status, or project dates with no more than two (2) missed due dates allowed per month. Prepare draft DD Form 1391s IAW specific program guidelines. Responsibilities include project justification, site impacts, funding avenues, environmental considerations (including the preparation of environmental impact data and supporting documentation), correspondence, and approval documentation for associated new projects. This includes conducting conceptual analysis to evaluate the feasibility and cost-effectiveness of different project alternatives. Prepare pre-design contract requirement packages for the Government to execute through external contracts. Will assist with the development and maintenance of the Installation Development Plan (IDP), District Plans, and Component plans IAW DAFI 32-1015 or successor publications and guidance, Integrated Installation Planning, and the Integrated Installation Planning Playbook. Provide site planning support services IAW DAFI 32-1015 and the Site Planning Playbook. Will gather and document existing site conditions through the Comprehensive Planning Platform (CPP) following the format provided by the Customer. Provide IDP, District Plans, and Component plan updates to the Installation Geo Base office and be responsible for the accuracy of all planning datasets within the Geo Base program. Other duties as assigned to the relative area of responsibility. <br><br>Minimum Position Knowledge, Skills and Abilities Required:<br><br>Position requires an Engineering Bachelor’s Degree from an ABET Accredited University with at least five (5) years’ experience in Air Force Civil Engineer Programming. Must have knowledge and experience of principles of planning, project programming and other administrative duties. Required to complete AFIT WMGT 131, WMGT 141, WMGT 301, WMGT 423, WENG 200, WENG 400, WTSS 200. All required courses are offered online or live broadcast and shall be completed through the first available offering after hiring date. High school diploma or equivalent training/experience. Must be a USN to fill this position. Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance. Possess a valid state issued driver’s license or international driver’s license and passport. Ability to read and write English is required. Solid communications skills, strong interpersonal skills. Ensure timely, accurate, and compliant design output, meeting customer specifications, regulatory requirements, and industry best practices. Review and approve engineering execution strategies, project organization structures, and discipline responsibilities. Prepare and implement the Engineering management Plan on projects and ensure discipline schedules/budgets include safety and sustainability activities for the asset lifecycle. Manage technical Value Improvement Practices (VIPs) - technology selection, value engineering, energy optimization, RAM, etc.<br><br>Cross-Discipline Coordination & Interface Management<br><br>Provide overall integration across engineering disciplines, ensuring effective sequencing and interface management. Establish and maintain engineering coordination procedures with internal teams, licensors, contractors, and stakeholders. Oversee and manage interfaces between engineering, procurement, construction, and third-party contractors. Ensure structured communication and resolution of technical queries and inter-disciplinary conflicts.<br><br>Technical Governance & Quality Assurance<br><br>Ensure engineering activities comply with Worley standards, international codes, and customer specifications Must ensure maintaining engineering quality assurance processes, including document control, review cycles, and approval timelines. Lead the review and approval of key engineering documents, ensuring compliance with HSSEQ, operability, maintainability, and technical integrity requirements. Must ensure and participate in design reviews, safety studies, and technical assurance activities. Ensure required Technical Peer Reviews (TPRs) are planned, scheduled, and budgeted; proactively engage Location Director of Engineering when needed.<br><br>Project Management & Delivery<br><br>Overall key technical interface with customer management teams. Support the safe, on-time, and within-budget delivery of engineering scope across all project phases. Monitor engineering progress against schedule, budget, and deliverable milestones, identifying risks and implementing mitigation plans. Provide technical and commercial input to optimize design solutions and manage project risks. Ensure alignment between engineering outputs and project controls (cost, schedule, procurement needs). Maintain engineering registers for assumptions, holds, technical queries, deviations, key document changes, and SEAL decisions.<br><br>HSSEQ & Compliance<br><br>Champion Health, Safety, Security, Environment, and Quality culture within engineering activities. Ensure designs incorporate safe, sustainable, and environmentally compliant solutions. Capture and implement lessons learned and continuous improvement initiatives.<br><br>Education<br><br>Full-Time Bachelor’s Degree in any discipline of Engineering from an accredited University. Chartered Professional Engineer (CPEng) status or undertaking the same will be an advantage. MME (Ministry of Municipality and Environment) engineering accreditation is a mandatory requirement. Candidates not holding this accreditation must be willing to achieve this within the probationary period.<br><br>Job Specific Knowledge , Experience & Competencies<br><br>Significant experience in oil & gas, petrochemical, or energy sector projects. Must have proven experience as Project Engineering Manager / Engineering Manager on Pre-FEED, FEED and Detailed Engineering projects during the last five years. Strong exposure to multi-disciplinary engineering and global delivery teams.<br><br>Technical & Functional Competencies<br><br>Strong understanding of engineering governance, execution planning, and design assurance. Extensive knowledge of cross-discipline integration, interfaces, and sequencing. Experience in engineering deliverables, specifications, and design review processes. Solid understanding of project lifecycle phases (Pre-FEED, FEED, Detailed Design, EPC). Familiarity with industry standards and customer specifications.
