<li>To lead and be responsible for the Rotating Equipment engineering input into the design, procurement, fabrication, installation and commissioning of the offshore facilities design of BH and MM Redevelopment Projects with focus on the successful execution of the project on time, within budget and in accordance with the agreed project requirements, specifications and standards.</li>
</ul><br><p>* Accountable for the technical integrity of the engineering and design activities within the Rotating equipment discipline and for ensuring that safe, cost efficient and on-time design is developed for the project.* Be responsible for and provide direction to the technical services in the Rotating engineering elements of the project scope, with special attention to the Design Basis, EPIC scope preparation and execution, design/safety/operations reviews, procurement of Equipment, factory acceptance test, vendor selection, and timely resolution of technical and engineering issues, in coordination with Engineering Manager, other discipline Heads and relevant stakeholders.<br>* Be the project's technical expert (TA-2) in the Rotating equipment discipline and will have Technical Authority for disciplines under his organisation. Will have the authority, depending upon their level of expertise/delegated authority, to approve any deviation from DEM-1 (Shall PS). However, they need to discuss the deviation with their reporting line i.e. Department Assistant Managers in Doha for their consent before giving their approval to any deviation to DEM-1 requirements. <li>Ensures that the quality of engineering, design, procurement, construction, installation of new equipment and repair, modifications of onshore and offshore facilities is consistent with the Codes, Standards, Specifications and Company Policies and Procedures.</li>

<li>Supervise the activities of QA/QC Inspectors, Contract hired Engineers/Inspectors and ND Technicians to ensure compliance with procedure requirements and perform the supervisory function at the level established for the position.</li>
<li>Conduct metallurgical failure analysis on failed plant or offshore components to establish the cause of failure and recommendations. This involves preparation of the survey plan, mobilizing the Contractor, leading and supervising the activities.</li>
<li>Provide support to relevant Dept for QA/QC matters related to procurement of materials and equipment. Review purchase requisition for Inspection and certification requirements, technical bid evaluation, appointment of TPI and ensuring the inspection of material receiving at warehouse.</li>
<li>Review and approve all critical repair instructions including Welding Procedure Specification(WPS), Procedure Qualification Records (PQR) and QA/QC reports that are generated by QA/QC Inspectors and Engineers and specify alternative testing and inspection methods as applicable for repair or modification.</li>
<li>Participate and provide necessary inputs for Startup Readiness, Lessons learnt, Formal Risk Assessment (FRA), Engineering Management of Change (EMOC) and Root Cause Failure Analysis (RCFA) from QA/QC perspective.</li>
<li>Review and provide technical input on the Scope of Work (SOW) for Maintenance contracts related to repair and modification works, performing Technical Bid evaluations for the contracts, review and approve all Contractor documents and ensure compliance to QA/QC requirements during execution including shutdowns.</li>
<li>Carryout technical audits as requested on suppliers and contractors Quality Management Systems and provide technical evaluation and recommendation. Perform follow up for the observations and corrective actions.</li>
<li>Plan and ensure timely execution of inspection and certification of Gas Cylinders, Portable Tanks and Lifting Equipment as per QA/QC section KPI.</li>
<li>Promote quality awareness among OES-Maintenance, Supply Department and Contractors through training, knowledge sharing, and procedure roll out sessions.</li>
<li>Complete understanding of Policies and Procedures for Project and Plant QA/QC, eg: Material receiving Inspection, Control of Welding, Pressure testing and assist in revision or updating of the same including support for various other QA/QC Procedures.</li>

<li>Bachelor's degree in Engineering</li>
<li>Professional certifications in welding, NDT, Inspection or Auditing</li>
<li>6 years' experience in QA/QC related activities with the Oil and Gas industry.</li>
<li>Proficiency in the field of design, engineering, procurement, fabrication, inspection and installation of process equipment and piping, including troubleshooting of welding and QA/QC issues.</li>
