<p>Ensure Implementation of Project QA/QC requirements at project site and suppliers / subcontractor's works complying to project specification and other technical requirements.</p><p>Organize Pre-Activity Review meetings, attend Quality Walk through and QA/QC Weekly meetings.</p><p>Undertake surveillance of on-site and off-site Structural / Piping / Pipeline shop and Field fabrication / Equipment Erection and associated inspection &amp; testing activities, Surface Preparation &amp; Painting activities, identify potential or actual non-conformances and direct contractor in taking necessary Correction, corrective and preventive actions.</p><p>Initiate or ensure initiation of NCRs for the recurrent surveillance observations and non-conformities and coordinate / follow-up for RCA / Correction / Corrective /Preventive action proposals and timely close out.</p><p>Monitor the progressive compilation of Material Test Certificates and Construction Records and their traceability.</p><p>Monitor and verify the implementation of Preservation Management System.</p><p>Ensure the Contractors maintain, update, and publish the IMTE Registers on regular basis and calibration records maintained.</p><p>Ensure appropriate Systems / Processes / Procedures / Computer data base established by Contractor to maintain the Inspection and Test status during pre-fabrication, field erection, testing and statistical analysis of the data.</p><p>Monitor the KPIs, Special processes and personnel performance.</p><p>Participate in Project QHSE audits and Pre-Qualification Audits of Vend.rs / Suppliers / Sub-Contractors. Conduct ITP / QCP / MS / Process / Activity level compliance audits / Checks.</p><p>Monitor Contactor/Sub-Contractor/Third party inspectors &amp; Engineers and Subordinates, performance, provides necessary support / guidance and reports to functional supervisor.</p><p>Implement and enforce the elements of Company Quality Management System requirements applicable to your function.</p><p>Exposed to Construction Site and Prevailing Climatic Conditions at least 50% of time.</p><p>Ensure own safety and the safety of others who may be affected by Company business, whether the activity is under direct control or not.</p><p><strong>Desired Candidate Profile</strong></p><p>Bachelor's degree in mechanical engineering (or Equivalent) from a recognized university.</p><p>IRCA Certified QMS Lead Auditor.</p><p>Welding Inspector Certification (CSWIP 3.1 / AWS-CWI), Painting Inspector Certification (BGAS Grade-2 / NACE Level-2) and NDT Leve-2 Certification in RT, MT, UT and PT (ASNT/ACCP) is a must. Equivalent International Certifications acceptable.</p><p>Having IIW-Welding Engineer / NDT level-3 and Certification in advanced NDT (PAUT, TOFD, Auto UT etc.,) will be an advantage.</p><p>Professional membership / affiliations with recognized chartered or other professional institutions like ASNT / AWS / TWI / NACE / ASQ-CMQ&amp;OE, MCQI-CQP or similar is desirable.</p><p>15 years' experience in the construction of major Green field or Brown-field Process Plants in Oil &amp; Gas industry including large scale solar (Photovoltaic) projects.</p><p>Worked with major EPIC Contractors / End User in similar position in major projects with overall responsibility for the Quality of Piping / Mechanical discipline Construction and Commissioning activities. Purpose of the Job<br>Phillips Page Associates (PPA) is a growing international consultancy specialising in Mission Critical Infrastructure and Data Centre Engineering, delivering complex MEP, ICT and Security design solutions across the UK, Europe and the Middle East. PPA is building a permanent, full-time, site-based PMC team in Qatar to support its growing mission-critical project portfolio. The Planning Engineer develops and maintains the project schedule, monitors progress and supports the Project Manager in schedule risk management.<br>The successful candidate will:<br>· Develop and maintain the master project schedule· Track and report progress against baseline· Support schedule risk analysis and mitigation· Coordinate schedule integration with contractors and the client planning team<br>Job Accountabilities<br>Schedule Development<br>· Develop and maintain the master project schedule (e.g. Primavera P6), covering design, procurement, construction and commissioning.· Develop the work breakdown structure (WBS), logic links and schedule baselines in line with the project execution plan.· Integrate contractor and subcontractor schedules into a single, coordinated master programme.· Identify and clearly flag the critical path and near-critical activities to the Project Manager.<br>Progress Monitoring & Reporting<br>· Collect progress data from contractors and site teams, and update the schedule on a regular, defined cycle.· Track progress against baseline, identifying variances, slippage and emerging delays as early as possible.· Prepare progress reports, S-curves and dashboards for the client and PPA leadership.· Highlight schedule risks and recovery options to the Project Manager ahead of key milestones.<br>Risk & Change Management<br>· Support schedule risk analysis (e.g. QSRA) and help develop mitigation and recovery plans.· Assess the schedule impact of variations, change requests and delay events, and update the programme accordingly.<br>Coordination & Analysis<br>· Coordinate schedule inputs and interfaces with the project team, contractors and the client's planning function.· Support delay analysis, extension-of-time assessments and claims documentation as required.· Maintain a clear audit trail of schedule baseline changes and the reasons for them.<br><br>Technical Knowledge:Strong knowledge and hands-on experience required across:<br>· Primavera P6 and/or MS Project scheduling.· Critical path method and schedule risk analysis.· Progress measurement and earned value techniques.<br>Qualifications & Education<br>· Degree in Engineering or Construction Management.<br>Experience<br>· Minimum 15 years of experience in project controls, planning, construction management, commissioning, or project delivery of mission-critical facilities, including hyperscale data centres.<br>Knowledge & Skills<br>· Strong analytical skills.· Proficiency in Primavera P6.· Strong attention to detail.· Fluent English; Arabic an advantage.
