<p><strong>Role Overview</strong><br>This is a senior program governance role responsible for establishing and operating the Program Management Office (PMO) for a major T24 Core Banking Modernisation programme at a leading Qatar-based bank. </p><br>
<p>The Program PMO Lead will own overall programme governance, planning, reporting, risk management, vendor coordination, and delivery oversight across all workstreams. This is a foundational role — the successful candidate will stand up the PMO from scratch during mobilisation and then operate it through the full programme lifecycle.<strong><br>Key Responsibilities</strong><br>PMO Establishment<br>Deploy and onboard the PMO team and define team operating model and ways of working. Establish and operationalise programme governance structures, reporting mechanisms, escalation processes, decision-making forums, and controls aligned with QIB PMO standards and the T24 Modernisation governance framework. Define the Programme Master Plan in coordination with Business, IT teams, the System Integrator, Temenos, the Testing Partner, and all other programme vendors. Identify stakeholders and develop stakeholder management and communications plans. Establish the full PMO management framework including processes, procedures, templates, standards, and supporting tooling. Define the project lifecycle and execution governance model. Complete all PMO setup activities within the agreed mobilisation period.</p><br>
<p>PMO Operations<br>Operate the Programme PMO and provide ongoing governance oversight throughout the programme. Monitor programme performance and progress across all workstreams. Manage inter-workstream and vendor dependencies. Facilitate executive reporting, governance forums, and steering committee sessions. Ensure continued compliance with approved governance standards and programme controls.<br>Project Execution Management<br>Govern all elements of programme execution including integration management, scope management, schedule management, cost management, resource management, communications management, RAID management, and vendor and workstream coordination management.<strong><br>Essential Skills & Experience</strong><br>Minimum 12 years of programme or project management experience with at least 5 years in a PMO leadership role on a large-scale core banking transformation or modernisation programme. </p><br>
<p>Demonstrable experience establishing a PMO from mobilisation through to steady-state operations on a complex multi-vendor programme. Deep knowledge of programme governance frameworks, reporting structures, escalation mechanisms, and steering committee management. </p><br>
<p>Strong experience managing RAID logs, dependency tracking, and cross-workstream coordination in a complex banking technology environment. Experience working directly with System Integrators, software vendors, and multiple concurrent delivery partners. </p><br>
<p>Proficiency in programme management tooling including MS Project, JIRA, Confluence, or equivalent. PMP, PgMP, or equivalent programme management certification is required. Prior experience on a Temenos T24 implementation or migration programme is strongly preferred.<strong><br>Desirable Skills & Experience</strong><br>Experience working within or for a Qatar, GCC, or broader Middle East financial institution.
