Job Summary:Department Manager is responsible of distribution and tasks allocation on the team based on their experience & work load. Manage projects from planning through execution and handover managing site operations, coordinate with technical office, factory teams and sub-contractors, ensure quality installation, deliver projects on time and within budget.<br>Key Responsibilities:Manage the site inspections, measurements take off, and site surveys in tender stage. Provides the tender and estimation team with the best unit rates for installation and site activities. Prepare and manage project schedules and updates based on client requirements. Close deals with sub-contractors in best unit rates that aligns with each project budget. Provides accurate rates of production for all site activities and preparation of project execution plans. Full responsibility of execution of works for the in-hand projects insuring that execution of works within planned budget. Manage stakeholders (Main contractor, consultant, project management, clients …etc). Coordinate with clients, consultants, architects, subcontractors, and site teams. Review and control the shop drawings, material specifications, BOQs, and project schedules. Plan with technical and factory teams on delivery of material for the projects. Supervise site teams for installation activities and ensure compliance with project specifications. Monitor project timelines, budgets, and resource allocation. Conduct daily site inspections and ensure quality workmanship and finishing standards in every site. Resolve technical and operational issues during project execution. Continuously monitor site productivity through targets and reporting system. Ensure compliance with health, safety, and environmental regulations. Prepare Monthly progress reports, project updates, and handover documentation. Manage variation orders, claims, and project documentation. Manage the project Engineers and Site Engineers. Coordinate with technical and factory teams for production schedules with site requirements. Close follow-up the submission of technical submittals, WIRs, IRs, and IPCs for all projects. Close follow-up on IPCs submissions, approvals & collection from clients. Review contractor invoices and verify quantities and pricing. Coordinate with procurement and technical engineering teams to evaluate change orders.<br>(KPIs) Project Schedule Variance for the planned Vs actual project timelines. Budget Variance for planned and budgeted costs Vs actual costs. Resource Utilization and how effectively project resources are being used. Quality of deliverables Vs predefined standards. Stakeholder involved in the project satisfaction level.

IRCA-certified ISO 9001 Lead Auditor qualification is required/preferred. Minimum 10 years of relevant/similar experience in QA/QC management for construction and infrastructure projects. Proven experience in a QA/QC Manager role on major construction projects. Maintain comprehensive quality records, inspection reports, test results, audit reports, and other project documentation. Coordinate with the Resident Engineers, site supervision team, contractors, subcontractors, and client representatives on quality-related matters. Review contractor Quality Management Plans and quality documentation. Monitor material approvals, source approvals, laboratory testing, and material inspection processes. Analyze recurring quality issues and recommend corrective measures to prevent reoccurrence. Prepare and submit regular QA/QC performance reports to project management. Ensure that all quality activities are properly documented and traceable. Provide guidance and technical support to QA/QC engineers, inspectors, and site teams. Ensure compliance with applicable project specifications, international standards, contractual requirements, and HSE requirements.<br>Required Skills:Strong knowledge of QA/QC systems and construction quality management. Key Responsibilities:Technical Documentation: Write, check, and validate digital documentation and Standard Operating Procedures in accordance with project and company policies using professional editing tools. Administer the Content Management System to ensure a single source of accurate information is available digitally to all maintenance staff. System Integration: Utilize systems such as SAP, Cormap, Share Point, and others to source information and configure the documentation system for optimum creation, approval, distribution, and publication. Health, Safety & Environment (HSE): Assist the Program Manager in implementing safe systems and controls within your area of responsibility. Revise and reissue drawings as required. Coordinate civil drawings with architectural, structural, MEP, landscape, and infrastructure drawings. The role will oversee GEC design and supervision contracts, supervision-only services, contract changes, addendums, claims, tender documentation, procurement reporting, and commercial procedures.<br> <br>The position requires strong knowledge of contract administration and procurement processes, with particular emphasis on PWA procedures, Qatar Government requirements, PWA Conditions of Contract, and QCS 2014.<br> <br>Key Responsibilities<br> Manage and administer contracts for Works Contractors, GECs providing design and supervision services, and supervision-only consultants across infrastructure projects. Prepare, review, process, and administer GEC Change Requests and Contract Variation/Addendum (CVA) submissions through financial approval and final issuance. Prepare detailed commercial and contractual substantiation for GEC CVAs, including submissions to relevant tender committees and subsequent audit and approval processes. Administer and monitor contractor and GEC claims, including reviewing supporting documentation, drafting contractual responses, and providing commercial advice and recommendations. Prepare, review, and maintain comprehensive and up-to-date tender and contract documentation for Works Contractors and GECs. Maintain the tender and contract document database on PMDS, ensuring the latest PWA, statutory, authority, stakeholder, and Contracts Department revisions and supplements are incorporated. Research, prepare, and process Change Requests relating to GEC design and supervision and supervision-only services. Prepare and process Change Requests for specialist construction works for general application across infrastructure projects. Develop detailed commercial and contract management procedures for implementation by the Commercial Team. Provide guidance and advice on contract management and administration requirements. Ensure all contract and commercial activities comply with applicable contractual requirements, PWA procedures, and relevant Qatar Government regulations. Prepare and maintain monthly and weekly procurement, GEC CVA, and GEC appointment progress reports. Prepare various commercial, procurement, and contract administration reports and presentations as required by management. Coordinate with relevant stakeholders to obtain required PWA approvals and ensure timely progression of commercial submissions. Identify commercial and contractual issues that may affect project delivery and support the team in developing appropriate solutions. Proven experience in claims administration, change management, contract variations, CVAs, tender documentation, and procurement processes.
