The TLM Production Planner improves the reliability of Division equipment assets and increases the utilization and efficiency of assets. This person reduces the cost of service delivery (CoSD). Raises clarifications where necessary. Reviews and understands contract price form, clarifies unit rate and lump sum breakdown. Understands planned bid strategy, build sequences and methods to execute the scope of work from operations engineer. Issues technical execution plan. Request and Coordinates inputs from Operations / Production / Shop Engineers, Yard Superintendents, Planning, Welding Engineers, QA/QC, Construction Support Engineering, Procurement. Checks if any new equipment Is required to execute work. Obtains cost by liaising with Procurement. Prepares RFQ for scope that cannot be executed inhouse and issues to Procurement to obtain subcontractor quotes. Performs RFQ Bid Evaluations and selects subcontractor with competitive pricing. Performs quantity take-offs, determines workforce, rental equipment, and material cost. Prepares detailed estimates in accordance with the scope of work based on standard rates, historical performance or first principle. Compiles the overall estimates. Conducts reviews with management to finalize estimates. Ensure Bid estimates are fully approved and signed off by all. Records all basis of Bid estimate in a formal document. Records all communication, assumptions done at Bid in a manner that same can be easily referred during later date (at execution). Maintains historical records of estimates. Compiles actual performance of repeated works performed in yard and works out benchmarks to be considered for bidding purpose. Compares actuals to estimates and understands reasons for variance. Recommends benchmarks revision where necessary. <p>The RMC Supervisor is responsible for leading and managing the Roads Management Centre (RMC) operations during assigned shifts, ensuring the safe, efficient, and contract-compliant operation of Qatar's road network on a 24/7 basis. The role provides operational leadership to the control room team, oversees incident and tunnel management, authorizes operational response plans, and serves as the primary escalation point during emergencies, major incidents, severe weather, and planned events. The RMC Supervisor is accountable for shift performance, operational compliance, stakeholder coordination, service level achievement, and adherence to Ashghal requirements, approved Standard Operating Procedures (SOPs), and Egis-QBC JV policies.</p><p><b>Key Responsibilities</b></p><ul><li>Lead and supervise all Roads Management Centre (RMC) operations during the assigned shift, ensuring continuous, safe, and efficient traffic, ITS, and tunnel operations across the Qatar road network.</li><li>Provide direct supervision and guidance to RMC Team Leaders and Operators, ensuring appropriate staffing levels, workload allocation, and effective control room operations.</li><li>Act as the senior operational authority during incidents, emergencies, tunnel events, severe weather, major planned events, and critical system failures, escalating matters in accordance with the approved escalation matrix.</li><li>Authorize and oversee the implementation, monitoring, and withdrawal of approved traffic management response plans, including incident response, traffic diversions, lane closures, speed management, Dynamic Message Signs (DMS), Lane Control Signals (LCS), and tunnel operational procedures.</li><li>Maintain comprehensive situational awareness of the road network through CCTV, OMNIA/ATMS, SCATS, Tunnel Management Systems, DMS/LCS, and other operational platforms to ensure timely operational decisions.</li><li>Monitor operational performance against contractual Service Level Agreements (SLAs) and Key Performance Indicators (KPIs), including response times, clearance times, notification requirements, and journey time reliability, implementing corrective actions where required.</li><li>Ensure the accuracy, completeness, and quality of operational records, incident logs, reports, notifications, and shift documentation, maintaining audit-ready evidence for client review.</li><li>Identify, record, and manage operational Quality Failures, service credits, Information Technology, Business Administration, or a related discipline.</li><li>Minimum 5 8 years of relevant experience in IBM Maximo operations, Enterprise Asset Management (EAM), asset management, or maintenance coordination.</li><li>Previous experience within road maintenance, highways operations, or a Roads Management Centre (RMC) environment is preferred.</li><li>Proven experience in workflow optimization, business process improvement, and the implementation of best practices using Enterprise Asset Management (EAM) systems.</li><li>Experience in delivering user training, system administration, and end-user support for IBM Maximo or similar EAM platforms is highly desirable.</li><li>Advanced working knowledge of IBM Maximo , including work order management,
