<p>The Program Management Specialist is to provide planning, project programming, project design, project management and other administrative duties as required by a USAF engineering contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP) and it is located at Al Udeid Air Base (AUAB), Doha, Qatar.</p><p><b>Essential Responsibilities:</b></p><ul><li>Provide planning, project programming, project design, project management and other administrative duties as required by the contract.</li><li>Program all projects IAW latest AFCENT Business Rules for the Execution of the Integrated Priority List guidance and DAFI 32-1020, Planning and Programming Built Infrastructure Projects and support the facility board process by participating in meetings, preparing briefings, and inspections.</li><li>Must prepare, maintain and document approval documents, records, reports, and data associated with project programming and make available upon request from the Customer.</li><li>In conjunction with the real property accountable officer, the Programmer will provide a recommendation to the Government regarding if capitalization of any of the project work is necessary. If the Government concurs that capitalization is necessary, the Programmer will initiate a draft DD Form 1354, Transfer and Acceptance of Military Real Property, identifying all work needing to be capitalized.</li><li>Will provide all programming documents to include draft DD Form 1391, DD Form 1354 (draft) and/or AF Form 300 (as applicable) within 30 calendar days of WRRB approval with no more than two (2) missed due dates allowed per month.</li><li>Will assist with the development and maintenance of project data files (including complete project requirements, justification, and environmental compliance criteria data) within NexGen IT or other database as designated by the Customer.</li><li>Will monitor, update, and verify accuracy and consistency of project data including review of all open work on the facility and existing projects on a facility to identify and eliminate duplication.</li><li>Will be responsible to update NexGen IT or its successor within five (5) working days of a change in scope, design, funding, construction status, or project dates with no more than two (2) missed due dates allowed per month.</li><li>Prepare draft DD Form 1391s IAW specific program guidelines. Responsibilities include project justification, site impacts, funding avenues, environmental considerations (including the preparation of environmental impact data and supporting documentation), correspondence, and approval documentation for associated new projects. This includes conducting conceptual analysis to evaluate the feasibility and cost-effectiveness of different project alternatives.</li><li>Prepare pre-design contract requirement packages for the Government to execute through external contracts.</li><li>Will assist with the development and maintenance of the Installation Development Plan (IDP), District Plans, and Component plans IAW DAFI 32-1015 or successor publications and guidance, Integrated Installation Planning, and the Integrated Installation Planning Playbook.</li><li>Provide site planning support services IAW DAFI 32-1015 and the Site Planning Playbook.</li><li>Will gather and document existing site conditions through the Comprehensive Planning Platform (CPP) following the format provided by the Customer.</li><li>Provide IDP, District Plans, and Component plan updates to the Installation GeoBase office and be responsible for the accuracy of all planning datasets within the GeoBase program.</li><li>Will provide comprehensive project management and technical liaison services to support the Government across the entire lifecycle of a range of projects, including new construction, renovation, and improvement projects for real property facilities. These projects may involve a variety of facilities and infrastructure systems, including earthwork; airfield and roadway pavement systems; structures; high and low voltage electrical systems; HVAC; water and sewage (plumbing); fire suppression, control, and alarm systems; and related systems.</li><li>Will review project designs for maintainability, constructability, safety, communications, and potential impacts on station facilities and infrastructure.</li><li>Will provide documented feedback to the Government by the deadline specified in advance, focusing solely on factual discrepancies, inconsistencies, or omissions, with no more than one (1) missed deadline per month.</li><li>Will support project design reviews by providing expert analysis and consultation services from qualified personnel with expertise in civil/structural, mechanical, and electrical disciplines, as necessary.</li><li>Other duties as assigned to the relative area of responsibility.</li></ul><p>Minimum Position Knowledge, Skills and Abilities Required:</p><ul><li>Require a bachelor s degree in construction science, project management, project design, construction engineering, or building science.</li><li>Must hold a Project Management Professional (PMP) certification with at least four (4) years of experience in project management.</li><li>Must have knowledge of principles of planning, project programming, project design, project management and other administrative duties.</li><li>Required to complete AFIT WMGT 301 and WMGT 322. Coordinate delivery activities for Enterprise Customer solutions covering Fixed/Mobile and Managed Services. <br><br>Facilitate identification and mitigation of risks, issues and dependencies for each project and ensure delivery. <br><br>Regular status update meeting with line manager in ensuring all ongoing deliveries are on track, support requirement <br><br>Maintain and update a database of project related documents. <br><br>Organize all stages of the project cycle for Enterprise Customers within agreed time, quality and budget plan, Quality acceptance by customer of all deliverables up to and including ‘first bill check’. <br><br>Achieve 100% performance on all project milestones and KPI’s (Time, Quality and Budget). <br><br>Perform any additional project, task or activities assigned/delegated by the Line Manager. Bachelor’s degree in computer science, engineering, IT or equivalent. PRINCE2 or PMP/PMI certified, or any relevant project management certification is an advantage. Minimum 6 years of relevant project management experience in a telecommunications or IT environment with expertise in project management tools. Experience in Enterprise Markets & Customers. <br><br>Deliver Projects within defined financial, time and quality targets. <br><br>Revenue realisation through timely project implementation.
