<p>Provide technical guidance to support the Transportation Network and Airfield Pavement Activity Management Plan (TNAP) AMP as required by the contract. This position will be in support of the Air Force Contract Augmentation Program (AFCAP), and it is located at Al Udeid Air Base (AUAB), Doha, Qatar. Essential Responsibilities: Provides management service of airfield pavements and transportation infrastructure networks to enable the safe and efficient movement of people, equipment, aircraft, and material across the installation and airfield. Advise and assist in a portfolio-wide view of facilities and linear infrastructure at the highest level. Provide technical guidance to support the Heavy Pavements Sub-AMP, Pavements/Airfield Pavements Sub-AMP duties and responsibilities. Responsible for an asset lifecycle management portfolio containing all Air Force-owned roads, bridges, parking lots, curbs and gutters, traffic signals, signage, marking, sidewalks, walkways, rail systems, docks, final denial barriers (FDB), FDB control systems, FDB supporting safety systems and traffic management and planning. This AMP Manager s subject matter expertise shall lend itself to providing the Government with recommendations on how best to invest in the assets under their purview and align its efforts under four main lines of effort: Asset Visibility, Requirements, Planning, and Performance. Advise and assist the Government to ensure the asset inventory reflects sufficient level of detail to enable investment decisions. Advise and assist with the development of the Future Years Defense Program +3 (FYDP+3) for infrastructure pavements. Conduct regular quality assurance (QA) reviews of data and use gap analysis to identify where Sub-AMP and subject matter experts shall collect additional data. Implement data standards for assets within respective portfolios and provide guidance to Sub-AMPs and the Built Infrastructure Assessment Team (BIAT) on which inventory to prioritize and advise on how often and when to conduct condition assessments. Support condition assessments and provide guidance to ensure relevant data has visibility and analysis. Work with Operations Flight shops, subject matter experts, and the Engineering Flight to advise and assist the Government on the condition assessment methodology and approach to ensure the data is adequate and the data resulting from the condition assessments are properly documented. Advise and assist the Government in defining and prioritizing requirements within respective activities. Integrate requirements from Sub-AMPs within their activity and identify target years for project development, design, and execution. Advise and assist on creating requirements to support future opportunities deriving from asset analysis. Utilize appropriate systems to identify investment requirements at facility or equivalent master-asset level to repair/sustain systems throughout their life cycle. Advise and assist on developing requirements which may be executed through organic Operations Flight labor or through projects managed in the Engineering Flight. Perform work planning, including grouping of requirements into opportunities and developing a rough cost and work estimate for them. Lead semi-annual AMP working groups. AMP working groups should discuss the status of asset visibility, the current risk in asset portfolios, project candidates, performance assessments of key performance indicators (KPI), a review of any completed AMP objectives, and a summary of AMP objectives to accomplish in the coming year. When construction impacting the TNAP AMP is completed the TNAP AMP Manager will update the Pavements Condition Index in PAVER with no more than one (1) error per update. Advise and assist the Government in the development of metrics and KPIs to ensure activities deliver optimal service.</p><p><strong>Desired Candidate Profile</strong></p><p><b>Minimum Position Knowledge, Skills and Abilities Required:</b> Civil Engineer Bachelor s Degree from an ABET Accredited University with at least five (5) years experience in pavement, construction, and maintenance and transportation infrastructure management. Experience with pavement management systems is preferred. Must have an equivalent of an Air Force minimum 5 level or equal and 5 years experience in pavement maintenance and repair, asphalt paving, concrete paving, and pavement marking. Prior R&R experience preferred. Must be familiar with PAVER, serve as the engineering expert and liaison for the Traffic Safety Council, and work with the sub-AMP managers assigned to areas of TNAP responsibilities. Required to complete AFIT WENG 200, WENG 400, WENG 555, WMGT 241, WMGT 331, WMGT 341, WMGT 417 required and WENG 550 desired. All required courses are offered online or live broadcast and shall be completed through the first available offering after hiring date. Must be familiar with NexGen IT and BUILDER SMS. Ability to exercise discretion and make effective decisions. Solid communications and strong interpersonal skills a must. Strong ability to work and lead as a member of a diverse, dynamic team. Outstanding problem-solving skills and sound judgment. Computer literate; can use Microsoft Office and Project, etc. Must be a USN to fill this position. Must be able to obtain and maintain a Secret US Government Clearance. Note: US Citizenship is required to obtain Secret Clearance. <li>10 years' relevant post graduate experience, of which 6 years should be related to the Oil & Gas industry in both Static and Piping disciplines. Expert level competency is required at least in one of the discipline areas (i.e., static or piping).</li>
<li>Ability to identify and utilize relevant engineering standards, international codes, and company standards, related to Mechanical Engineering.</li>
<li>Proven ability for effectively managing time, cost, and quality in either greenfield or brownfield engineering major projects as well in multiple project environment for discipline engineering. Having experience in concept development, Front End Engineering Design (FEED), EPIC, and technical support to site/plant operation.</li>
<li>Good communications and presentation skills with fluency in English.</li>
